City Council Legislative Subcommittee
Meeting Minutes
February 9, 2021 – 9:00 a.m.

CALL TO ORDER & ROLL CALL
Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council
Member Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie McMahon,
Assistant City Attorney, were also present.
PUBLIC COMMENT
None.
SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS
Subcommittee Member Acosta expressed her excitement to now be serving on the Legislative Subcommittee.
NEW BUSINESS
Item 1. Legislative Subcommittee – Duties, Workplan and Meeting Schedule
Recommendation: Review City Council Resolution No. 2019-137 - Authorizing the
formation of a standing City Council Legislative Subcommittee. Discuss and determine
the Subcommittee’s duties and workplan, including setting the schedule for future
Subcommittee meetings.
Subcommittee Member Acosta stated that she did not have any changes to address from the current
resolution.
Item 2. Intergovernmental Affairs Program
Recommendation: Review City Council Policy No. 39 – Intergovernmental Affairs
Program. Discuss and determine potential policy amendments to recommend to the
City Council.
Subcommittee Member Acosta asked if there are any additional organizations other than the League
of California Cities that we would like to collaborate with on legislative efforts. The Subcommittee
Members agreed to have staff draft some proposed language to amend Council Policy No. 39 to
include regional partnerships and bring it back to the next meeting. Jason Haber stated that the
Subcommittee could propose the amendment to include other professional organizations in the
platform and take it to the City Council for council consideration. Subcommittee Member Acosta asked
to also include defining the advocacy positions that the Subcommittee takes on legislation.
Item 3. State Legislative Update and Bill Report
Recommendation: Receive a state legislative update and bill report. Discuss and
determine the Subcommittee’s recommended advocacy positions on high priority bills.
Subcommittee Members decided to revisit these bills after they have a better definition of each advocacy
position.
Item 4. City of Carlsbad Legislative Platform
Recommendation: Review the City of Carlsbad Legislative Platform and Legislative
Priorities. Discuss and determine potential amendments to recommend to the City
Council.
Subcommittee Members agreed to have staff return with more information before approving the
legislative platform amendments to recommend to the City Council.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
None.
ADJOURN
Mayor Hall adjourned the duly noticed meeting at 11:30 a.m.

The next regularly scheduled meeting will be held Tuesday, March 9, 2021 at 9:00 a.m.
