Meeting Minutes

CALL TO ORDER & ROLL CALL
Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council
Member Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie McMahon,
Assistant City Attorney, were also present.
PUBLIC COMMENT
None.
SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS NEW BUSINESS
Mayor Hall commented that though homelessness is a current important topic, there was only one page of
items addressing homelessness in Bill Report.
Item 1. Approval of Minutes
Recommendation: Approve the minutes of the Sept. 8 and October 13, 2020,
Subcommittee Meetings.
Mayor Hall approved the minutes as submitted. Council Member Acosta was not on the Subcommittee when
these meetings occurred.
Item 2. City Council Policy No. 39 - Intergovernmental Affairs Program
Recommendation: Discuss and determine the proposed amendments to City Council
Policy No. 39 – Intergovernmental Affairs Program to recommend to the City Council.
Council Member Acosta moved to approve the item going to the City Council for approval. Mayor Hall seconded
the motion and the item passed unanimously.
Item 3. City of Carlsbad 2021 Legislative Platform
Recommendation: Discuss and determine proposed amendments to the City of Carlsbad
Legislative Platform and Legislative Priorities to recommend to the City Council.
Council Member Acosta moved to approve the item going to the City Council for approval. Mayor Hall seconded
the motion and the item passed unanimously.
Item 4. Legislative Update and Advocacy Report
Recommendation: Receive an update on state and federal legislative and budget activity
and recent and ongoing advocacy efforts and provide feedback to staff. Discuss and
determine the Subcommittee’s recommended advocacy positions on high-priority bills.
Sharon Gonsalves, Director of Government Affairs of Renne Public Policy Group gave a presentation on the
legislative update for the month of February. Council Member Acosta suggested considering taking an oppose
unless amended position rather than opposing SB 9. Sharon Gonsalves agreed that the Subcommittee could take
an oppose unless amended position, if they provide amendments that will work for the Subcommittee.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
None.
ADJOURN
Mayor Hall adjourned the duly noticed meeting at 10:29 am.
NEXT REGULAR MEETING:
The next regularly scheduled meeting will be held Tuesday, April 13, 2021, at 9:00 a.m.
