City Council Legislative Subcommittee
Meeting Minutes
April 13, 2021 — 9:00 a.m.

CALL TO ORDER & ROLL CALL
Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council
Member Teresa Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie
McMahon, Assistant City Attorney, were also present.

SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS
None.
NEW BUSINESS
Item 1. Approval of Minutes
Recommendation: Approve the minutes of the Feb. 9 and March 9, 2021, Subcommittee
meetings.
Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the
motion. The item passed unanimously.
Item 2. State Legislative Reports
Recommendation: Receive updates from representatives of State Senator Patricia
Bates's and State Assemblymember Tasha Boerner Horvath's offices, and provide
feedback.
The subcommittee received a presentation from Alex Kiwan, Field Representative from
State Assemblymember Tasha Boerner Horvath's office. The presentation included an
update on six bills from the Assemblymember's office currently in the legislative process.
Subcommittee Member Acosta made a motion to support AB 66 and AB 1153, and to
receive more information on AB 117, AB 122 and AB 472. Mayor Hall seconded the motion.
The item passed unanimously.
The subcommittee did not receive an update from Senator Bates's office.
Item 3. Legislative Update and Advocacy Report
Recommendation: Receive an update on state and federal legislative and budget activity
and recent and ongoing advocacy efforts and provide feedback to staff. Discuss and
determine the Subcommittee's recommended advocacy positions on high priority bills.
Sharon Gonzales and Daniel Carrigg from Renne Public Policy Group, state lobbyists, gave an
update on budget activity, advocacy efforts and priority bills. Subcommittee Member Acosta made
a motion to oppose the following bills, SB 8 (*upon concurrence of the city's Community
Development Department), SB 55 and AB 1401. She suggested to oppose unless amended SB 9 (*if
discussions with Sen. Atkins' office regarding proposed amendment to exclude cities with certified
Housing Elements prove unsuccessful). Mayor Hall seconded the motion. The item passed
unanimously.
Subcommittee Member Acosta and Mayor Hall also agreed to support SB 1 and oppose AB 339
and AB 1372. Mayor Hall requested more information on AB 1434.

Jason Haber gave an update from Mike Levin's office on community project funding.
Item 4. August 10, 2021 — Legislative Subcommittee Meeting
Recommendation: Provide direction to staff regarding the August 10, 2021, Legislative
Subcommittee meeting, which is currently scheduled to occur during the City Council
recess.
Subcommittee members discussed date options for the August Legislative Subcommittee.
Subcommittee Member Acosta made a motion for the meeting to be held on Tuesday, August 17
and Mayor Hall seconded. The item passed unanimously.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
None.
ADJOURN
Mayor Hall adjourned the duly noticed meeting at 11:03 am.
