Recommended Action
Adopt a resolution authorizing the executive manager to accept the Metropolitan Water
District Member Agency Administered Program, fiscal year 2021-22 grant funding.
Executive Summary/Discussion
The Metropolitan Water District has accepted proposals for Member Agency Administered
Program grant funding that is available for water use efficiency programs. The Carlsbad
Municipal Water District, or CMWD, applied for funding to pay for a portion of the costs to
implement a quantifiable project. Such projects require direct water savings. The program
awarded a $76,500 grant to CMWD to fund a portion of a comprehensive systemwide acoustic
leak-detection survey on about 450 miles of potable water distribution lines.
CMWD will publish a request for bids and work with the Public Works Contract Administration
Division to hire a contractor that will carry out the survey. This survey is intended to find water
leaks within the potable distribution system for repair, resulting in direct water savings. The
survey will reduce nonrevenue water loss and assist in compliance with upcoming conservation
requirements.
The grant funding allows the San Diego region to establish new water use efficiency programs
and continue existing ones.
The purpose of this grant is to promote:
• Local and regional water efficiency programs
• Innovative programs
• Water conservation
• Customer engagement
The project must be completed by June 1, 2022.

Options
Staff provide the following options for the CMWD board’s consideration:
1. Adopt a resolution authorizing the acceptance of the MAAP FY 2021-22 grant funding in
the amount of $76,500

Staff recommends Option 1 for CMWD board approval - Adopt a resolution approving the
acceptance of the Member Agency Administered Program Fiscal Year 2021-22 grant funding in
the amount of $76,500.
Fiscal Analysis
There is no matching-funds requirement for this grant, which is administered via
reimbursements. Total project cost is estimated at $150,000. CMWD will request sufficient
funding in the FY 2021-22 potable water operating budget for the total project cost in order to
cover expenses in excess of the grant funding and any funding required prior to
reimbursement.
Next Steps
With the CMWD board’s approval, the executive manager will accept the grant funds. Staff will
publish a request for bids, hire a contractor and move forward with the project. The project is
expected to be completed by June 1, 2022.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under Public Resources Code section 21065 in that it has no potential to cause
either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment and therefore does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT (CMWD) OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE EXECUTIVE MANAGER TO ACCEPT THE
METROPOLITAN WATER DISTRICT MEMBER AGENCY ADMINISTERED
PROGRAM (MAAP) FISCAL YEAR (FY) 2021-22 GRANT FUNDING
WHEREAS, CMWD has been awarded $76,500 through the Metropolitan Water District MAAP
FY 2021-22 grant funding to promote water conservation, enhance direct water savings and provide
value to the region; and
WHEREAS, CMWD proposes to use the grant funding to implement a comprehensive system-
wide acoustic leak detection survey of the approximately 450 miles of potable water distribution lines;
and
WHEREAS, the survey will provide direct water savings, reduce non-revenue water loss and
assist in compliance with upcoming conservation requirements.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of Directors
of the City of Carlsbad, California, as follows:
1.That the above recitations are true and correct.
2.That the above-referenced purchase of leak detection services is authorized in
compliance with the grant.
3.That the Executive Manager is authorized to accept the funds.
