Re: Coronavirus Response Update 141
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center staff activated to support COVID-19 mitigation and
response operations and information sharing, and virtually activated to support the
city’s reopening and re-staffing.

City-by-city comparison
• Carlsbad continues to have the lowest rate of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents. Carlsbad’s rate is largely
unchanged from last week at 4.34% and remains slightly lower than the 4.50% rate in
Encinitas and the 4.97% rate in Poway.

Parks & Recreation
• Based on the rescinding of the state’s COVID-19 Blueprint for a Safer Economy tiered
reopening system on June 15, staff took the following actions:
o Community centers with gyms (i.e., Stagecoach, Calavera Hills and Pine Avenue
Community Parks): opened to full capacity
o Aquatic centers (i.e., Alga Norte Community Park and Monroe Street Pool): opened
to full capacity
o Parks entrances and playgrounds, trails entrances, and north beach entrances:
COVID-19 protocols and re-opening plans removed
o Parks picnic shelters and gathering areas: permitted to full capacity
o Harding Community Center and Magee Park Heritage Hall: permitted to full
capacity
o Historic structures and visitor center at Leo Carrillo Ranch Park: opened to full
capacity
o Private events at Leo Carrillo Ranch Park: permitted to full capacity
o Private events and dining at The Canyons Restaurant of the Crossings at Carlsbad
Municipal Golf Course: permitted to full capacity
• Developed operational plans to reopen the Senior Center, including resuming congregate
meal service, on July 6.
• Update on senior meal program:
o Provided 816 meals to Carlsbad residents 60 or older, during the past week
(without the Memorial Day Holiday)
▪ 487 meals were delivered to residents’ homes by staff
▪ 329 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided represents a 17% increase in the average
total number of meals provided before the pandemic
Library & Cultural Arts
• Lifted occupancy restrictions in libraries and in the Cannon Art Gallery with San Diego
County’s transition into the yellow tier last week.
• With the June 15 retraction of California’s tier system, the libraries now allow community
members to be seated at chairs and tables inside the libraries.
• Current library hours remain at Monday through Thursday from 10 a.m.-7 p.m. and Friday
and Saturday from 10 a.m.-5 p.m. The Cannon Gallery is open Tuesday through Saturday
from 11 a.m.-5 p.m. with extended hours on Tuesdays and Thursdays until 7 p.m.
• Curbside services are continuing during the hours that libraries are open.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Extended and reopened in-person service hours for city facilities
o California Department of Public Health guidelines for Beyond the Blueprint for
Business Sectors, effective June 15
o California Department of Public Heath face coverings fact sheet, guidance and
