CALL TO ORDER: 8:00 a.m. ROLL CALL: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. PUBLIC COMMENT ON AGENDA ITEM: The following individuals called into the City Council Meeting and voiced their comment for the record: Mary Lucid spoke regarding the Senior Center and the Senior Commission. Kelly LeBerthon spoke regarding her concern with the cost of the ethics workshop and about implicit bias, microaggressions, and critical race theory. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. CITY COUNCIL WORKSHOP FOCUSED ON THE TOPICS OF IMPLICIT BIAS, MICROAGGRESSIONS, TEAMWORK, COMMUNICATION STRATEGIES, THE DEVELOPMENT OF AN ETHICS CODE AND PRIORITIZATION EXERCISE REGARDING OUTSTANDING MINUTE ORDERS — Participate in a facilitated City Council workshop regarding the topics of implicit bias, microaggressions, teamwork, communication strategies, the development of an ethics code and a prioritization of outstanding City Council minute orders. (Staff Contact: Sheila Cobian, City Manager Department) City Manager's Recommendation: Participate and direct staff as appropriate. City Manager Scott Chadwick introduced President of Human Inspiration Works, LLC Ellen Krug and explained that she would be facilitating the first portion of the workshop. Facilitator Krug presented "A Deep Dive into Gray Area Thinking and Allyship 101: How to Welcome, Accept, and Support All Humans, Including 'Other" (on file in the Office of the City Clerk). Council participated in the workshop and in the discussion exercises focused on the topics of implicit bias, microaggressions, teamwork, and communication strategies. Facilitator Krug suggested that the City Council Members read "The Cure for Racism is Cancer" by Tony Hoagland and discuss the article at the next City Council meeting. Mayor Hall declared a recess at 10:53 a. m. May 6, 2021 Carlsbad City Council Special Meeting Page 2 Mayor Hall reconvened the meeting at 11:30 a.m. City Attorney Celia Brewer introduced Principal of S2 Ethics Strategies JoAnne Speers and explained that she would facilitate the communication, leadership, and ethics portion of the workshop. Facilitator Speers presented and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Council Members participated in the workshop focused on the topics of considering and applying team, leadership and communication best practices as well as the use of the "Institute for Local Government (ILG) process" to document the City Council's goals. A recess was declared at 12:25 p.m. The meeting reconvened at 12:30 p.m. Council Member discussion ensued regarding the scope of discussion regarding values. Council concurrence established for a comprehensive discussion and to review and update these values as needed in one year. Council Member discussion ensued regarding of the value of trustworthiness. Council concurrence to replace the word trustworthiness with the word integrity, which they defined as acting consistently with your own values. Council Member discussion ensued regarding various concepts and word choices for specific examples of behavior for the integrity value category. At the suggestion by City Attorney Brewer, the City Council concurred that Facilitator Speers could return with refined language that separates, includes, or combines the more specific examples of behavior for each value category. A recess was declared at 2:23 p.m. The meeting reconvened at 2:40 p.m. Council Member discussion ensued and concurrence was obtained regarding moving forward for the duration of the workshop by deciding which value to include, drafting big picture expressions for the remaining values, and directing staff to return with more specific examples of behavior for each value category. Council Members discussion ensued regarding the value category of respect. Council Member discussion ensued regarding the value category of compassion to include the following concepts: May 6, 2021 Carlsbad City Council Special Meeting Page 3 •Equity, diversity, and inclusion •Communication •Apology and forgiveness Council Member concurrence regarding implicit bias training to occur consistently and include ageism. Council Member discussion ensued regarding the value category of fairness with Council Member concurrence regarding the more specific examples of behavior presented in Attachment B (on file in the Office of the City Clerk). A recess was declared recess at 4:00 p.m. The meeting reconvened at 4:05 p.m. Facilitator Speers commented her concern with time to complete the prioritization of the minute orders portion of the workshop. Council Member concurrence to continue the prioritization of the minute orders to a future meeting date. Council Member discussion ensued regarding quotes on public service with concurrence t-o table the quote selection for future discussion. In response to an inquiry from Facilitator Speers, Mayor Pro Tern Blackburn expressed that the best use of time would be to table the discussion On the value of responsibility. Council Member concurrence to continue the discussion on the value of responsibility to a future meeting date. ' • CITY MANAGER COMMENTS: City Manager Chadwick commented that he looks forward to scheduling Part Two and the prioritization of the minute orders. CITY ATTORNEY COMMENTS: City Attorney Brewer conveyed the importance of completing the ethics ordinance for future work. COUNCIL REPORTS AND COMMENTS: Mayor Hall and the City Council Members shared their thoughts on participating in the day's workshop.
