Recommended Action
Adopt a resolution appointing one member to the Carlsbad Golf Lodging Business Improvement
District Advisory Board.
Executive Summary/Discussion
Carlsbad Golf Lodging Business Improvement District Advisory Board Member Brian Hughes’
position expires June 2021. The City Clerk’s Office has received a letter from Mr. Hughes, of
Omni Resorts, La Costa, wishing to be reappointed to serve on the Advisory Board (Exhibit 2):
City Council Resolution No. 2012-260 states that members of the district’s Advisory Board must
be represented by member hotels and one Carlsbad golf course establishment. City Council
Resolution No. 2012-221 states that the Advisory Board be established, and members shall be
appointed by the City Council.

Members of the Advisory Board are subject to the provisions of the Political Reform Act and
must file statements of economic interest.
The Maddy Act (Cal. Government Code §§ 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

Next Steps
Following the appointment to the Carlsbad Golf Lodging Business Improvement District
Advisory Board, the City Clerk’s Office will update the commission roster and coordinate the
oath of office and the filing of the appointee’s statement of economic interest and ethics
training certificate.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE CARLSBAD GOLF LODGING
BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD
WHEREAS, Advisory Board Member Brian Hughes' term on the Carlsbad Golf Lodging Business
Improvement District (CGLBID) Advisory Board expires June 2021; and
WHEREAS, the CGLBID Advisory Board has one scheduled vacancy as of June 2021 for a term
ending in June 2025; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1, That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad appoints the following member to serve on
the CGLBID Advisory Board, for a term ending in June 2025.
