This memorandum provides information related to the hiring of the city's first Director of the
newly created Housing & Homeless Services Department.
Background
On June 8, 2021, the City Council adopted the fiscal year (FY) 2021-22 Budget, which becomes
effective on July 1, 2021. Included in the adopted FY 2021-22 Budget was funding for the
formation of a new city department, the Housing & Homeless Services Department.
Discussion
Leading the Housing & Homeless Services Department as the new Director will be Amanda
"Mandy" Mills. Ms. Mills has over 28 years of municipal government experience, including over
19 years in the housing and homeless services field. Ms. Mills has her Bachelor of Arts degree in
Sociology, with minors in Urban Studies & Planning, and Political Science from the University of
California, San Diego, and her Master of Public Administration degree from San Diego State
University. For the past 16 years, Ms. Mills has worked for the City of Chula Vista and has
previously worked for the County of San Diego (twice) and the City of Encinitas ..
As the n~w Director of the Housing & Homeless Services Department, Ms. Mills will oversee a
staff of 14 employees. The Housing & Homeless Services Department will be responsible for
implementing the City Council's goal of increasing the city's supply of available affordable
housing, while also developing and implementing the programs and services needed to reduce
homeless levels in Carlsbad by 50% within five years. The Housing & Homeless Services
Department will also provide staff support to the Housing Commission, the CDGG Advisory
Committee, and the City Council Homeless Action Subcommittee. Housing & Homeless Services
Department employees will be officed within the City Hall South building and at the Harding
Center. Organizationally, the Housing & Homeless Services Department will be one of four
departments within the Community Services Branch, along with Community Development,
Library & Cultural Arts, and Parks & Recreation.

Next Steps
Ms. Mills will begin her employment with the City of Carlsbad on Tuesday, July 6. A citywide
communication regarding this hiring will be distributed to the organization via email next week.
