COVID-19 Homeless Update
Homeless Outreach Team

•The Homeless Outreach Team continues to distribute hygiene kits, brochures, and trash
bags to Carlsbad's unsheltered residents. The County Public Health Nurse is
administering COVID-19 vaccines to individuals experiencing homelessness with the
Homeless Outreach Team every Wednesday.
•The Homeless Outreach Team and the Homeless Program Manager have received an
increase in calls from the community about the La Costa Park-n-Ride. It is important to
point out that this property is overseen by the CalTrans' San Diego Office and it is their
responsibility for clean-up. Staff have been proactively going out to the La Costa Park-n
Ride to provide outreach, follow-up with any safety concerns expressed by residents,
and actively communicate and collaborate with the California Highway Patrol, CalTrans,
and other city departments. Residents who have future concerns should call

•The new Homeless Outreach Officers have completed their on boarding training and are
now deployed in the field. Carlsbad residents should see an increased Homeless
Outreach Team presence in the downtown Village on e-bikes and foot patrols.
Emergency Shelter
•Staff have received ongoing inquires regarding the city's hotel/motel voucher program.
The voucher program is not currently in operation. Staff will be returning to the City
Council in July to present the contract and discuss eligible hotel locations. More

•Office hours with members of the city's Homeless Response Team will resume in July.
