Executive Summary The Carlsbad Friends of the Arts has generously offered to donate $35,000 to the City of Carlsbad’s Library & Cultural Arts department in support of fiscal year 2021-22 cultural arts programs. Carlsbad Municipal Code Section 2.08.100 requires the City Council’s approval for donations of more than $5,000. Discussion The Carlsbad Friends of the Arts is a non-profit, community-based organization, founded in 1987 with the mission to support cultural arts programs and activities in the City of Carlsbad. Historically, the Carlsbad Friends of the Arts have raised funds through opportunity drawings conducted at the TGIF concerts, advertisements in a souvenir program distributed at the concerts and through their membership program. Despite the cancellation of two summer seasons of the TGIF Concerts in the Parks as a result of the COVID-19 pandemic, the organization’s commitment to the arts continues with this $35,000 donation. The Library & Cultural Arts Department will send an appropriate letter of thanks to the Carlsbad Friends of the Arts for this generous donation. Fiscal Analysis These donations will be used as stated above to enhance cultural programming and activities through the Library & Cultural Arts department. Appropriation of these funds have been included within the fiscal year 2021-22 budget. June 22, 2021 Item #1 Page 1 of 3 Next Steps The Library & Cultural Arts Department will apply these funds as appropriated in the FY 2021-22 budget to deliver the identified programs and services. Environmental Evaluation (CEQA) This action does not constitute a “project” within the meaning of the California Environmental Quality Act under Public Resources Code section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment and therefore does not require environmental review. Public Notification and Outreach This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1.City Council resolution June 22, 2021 Item #1 Page 2 of 3 RESOLUTION NO. 2021-152 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A DONATION OF $35,000 FROM THE CARLSBAD FRIENDS OF THE ARTS TO THE CITY OF CARLSBAD'S LIBRARY & CULTURAL ARTS DEPARTMENT WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad Friends of the Arts has generously offered to donate $35,000 to the City of Carlsbad's Library & Cultural Arts department; and WHEREAS, acceptance of this donation will provide enhanced cultural programming and activities throughout the City of Carlsbad. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the City Council accepts with thanks the donation of $35,000 from the Carlsbad Friends of the Arts. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 22nd day of June, 2021, by the following vote, to wit: AYES: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher.
