Adopt a resolution appointing one member to the Buena Vista Lagoon Joint Powers Committee.
Executive Summary/Discussion
In January 1983, the City Council adopted Resolution No. 7112, approving the formation of the
Buena Vista Lagoon Joint Powers Committee, appointing three members to represent the City
of Carlsbad with two appointees being City Council Members, and one a member of the public.
The committee is an advisory body with the authority to discuss, study and recommend courses
of action in its member cities. The committee may consider issues raised by any of its members
as well as issues referred to it by any member city.
In December 2015, Don Jackson was reappointed as the resident member of the Buena Vista
Lagoon Joint Powers Committee. Mr. Jackson’s term has expired, and he is no longer eligible for
reappointment. This leaves a vacancy on the Buena Vista Lagoon Joint Powers Committee.
Two applications were received by the City Clerk’s Office from residents wishing to serve on the
committee. In accordance with City Council Policy No. 88, the Mayor has recommended the
following two residents wishing to serve on the Buena Vista Lagoon Joint Powers Committee to
advance in the process and interview with the full City Council:
•Glen Stimmel – District 2
•John Allen May – District 1
Exhibit 2 includes applications submitted from both residents.
The Maddy Act (Cal. Government Code §§ 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.

The current members of the Buena Vista Lagoon Joint Powers Committee are:

Members of the Buena Vista Lagoon Joint Powers Committee are subject to the provisions of
the California Political Reform Act and must file statements of economic interest each year and
complete two hours of ethics training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Buena Vista Lagoon Joint Powers Committee,
the City Clerk’s Office will update the commission roster and coordinate the oaths of office and
the filing of the appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and was available
for public viewing and review at least 72 hours prior to the scheduled meeting date.

Glen L. Stimmel, PharmD
Dr. Stimmel is a retired Professor of Clinical Pharmacy, Psychiatry and the
Behavioral Sciences at the University of Southern California School of Pharmacy
and Keck School of Medicine in Los Angeles. He received a PharmD from the
University of California San Francisco and completed a one-year residency at
Langley Porter Neuropsychiatric Institute in San Francisco. He served as Interim
Dean of the USC School of Pharmacy from 2015-2016, and the Associate Dean of
Academic Affairs from 2016-2020.
He is a founding member and Past President of the College of Psychiatric and
Neurologic Pharmacists. He is a founding member, elected fellow, and Past
President of the American College of Clinical Pharmacy, and an original member
and past Chair of the Board of Pharmaceutical Specialties' Specialty Council on
Psychiatric Pharmacy Practice. Dr. Stimmel has served on the Board of Directors
of the American Association of Colleges of Pharmacy, and as Vice-chair of ASHP's
Commission on Therapeutics.
Dr. Stimmel has authored over 230 articles and textbook chapters in the areas of
clinical psychopharmacology, expanded scope of practice for pharmacists, sexual
medicine, and pharmaco-economics of psychotropic drugs. He pioneered efforts
in developing psychiatric pharmacy practice, education and residency programs,
as well as investigating and securing prescriptive authority for pharmacists in
California. He received the ACCP Clinical Practice Award . in 1991, the first Judith
Saklad Memorial Lecture Award from CPNP in 1998, and the Career Achievement
Award from the College of Psychiatric and Neurologic Pharmacists Foundation in
2016. In 2019, he received the Distinguished Alumnus Award from the
University of California San Francisco School of Pharmacy.
For 25 years Dr. Stimmel provided direct patient care in an adult psychiatric
hospital and various psychiatric clinics, and for 15 years maintained an active
clinical practice at both the LAC/USC Geriatrics Primary Care Clinic and the
Rheumatology Clinic, focusing on depression management. He teaches clinical
psychopharmacology, sexual medicine, and patient medication counseling.

City Council Meeting June 22, 2021
I'm a homeowner in Robertson Ranch for 2 years; a recently retired professor & Dean
from USC, Professor -Emeritus (Pharmacy and Psychiatry), and now seek meaningful
ways to contribute to our city
A few skills/experiences relevant to this committee:
Past President & Board member of two national professional organizations
Past board member of two national foundations
Chaired numerous state and national committees
Consultant to both state and federal agencies regarding health care
Through these experiences I appreciate the importance of seeking input and
collaboration with all stakeholders to reach mutually agreeable decisions
These skills will be important as the Committee seeks to finalize the pending saltwater
option, collaborating with various state and federal agencies, improving
environmentally sensitive recreational use, educating the public about protecting
wildlife habitat (e.g., public feeding of wildlife), and reducing erosion, contamination,
and sedimentation in the lagoon.
