Thank you for submitting an Early Assessment to construct missing operational segments on El Camino
Real as outlined in the Mobility Element of the General Plan. The improvements would include an
additional north bound lane, and a northbound sidewalk, resulting in three north bound lanes, a buffered
bicycle lane and a sidewalk. The project is located within the right-of-way but would require an easement
from Rancho Carlsbad HOA for two pedestrian ramps at Jackspar Drive. The project is located on north
bound ECR between Sunny Creek Road and Jackspar Drive.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of an Early Assessment is to provide you with direction and comments on the overall concept
of your project. This Early Assessment does not represent an in-depth analysis of your project. It is
intended to give you feedback on critical issues based upon the information provided in your submittal.
This review is based upon the plans, policies. and standards in effect as of the date of this review. Please
be aware that at the time of a formal application submittal, new plans. policies, and standards may be
in effect and additional issues of concern may be raised through a more specific and detailed review.
Planning:
General
1. The project is located within the right of way and does not have a General Plan land use designation
or a Zoning land use designation. It is located within the Rancho Carlsbad/Sunny Creek Neighborhood.
Although the project is not within a Homeowners Association it is adjacent to the southerly side of
Rancho Carlsbad Owners Association. The project is consistent with the Trails Master plan, in that ECR
is identified as featuring a sidewalk connector and this project would provide the sidewalk segment
that has not yet been constructed on north bound ECR between Sunny Creek Road and Jackspar Drive.
2. The project is located within the Mello II segment of the Local Coastal Program and within the Coastal
Zone; based on the scope of work, it's likely a coastal development permit will be required; the project
is not appealable to the California Coastal Commission {CCC).
3. On the north east corner of the intersection of Rancho Carlsbad and El Camino Real there are two
identified trees within the right-of-way to be removed. Please note that if these are city owned and
maintained trees, then they will need to be replaced at a rate of two replacement trees for every one
tree removed.

4. Please clarify where the existing right-of-way and the proposed right-of-way throughout the plans.
For example,, there is a small portion along El Camino Real that is labeled both as existing right-of-way
and proposed right-of-way. A screen clipping is provided below for reference. This distinction will help
determine the applicability of a permit or an exemption.

5. In agreement with the memorandum prepared by Dokken Engineering, the project may be exempt
from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15332 -Infill
Development. The City Planner will make a final determination when a full permit application is
submitted for our review per CMC 19.04.030.
