Recommended Action
Adopt resolutions appointing two members to the Library Board of Trustees.
Executive Summary/Discussion
Trustee Sandy Parsons was appointed in June 2013 to the Library Board of Trustees and
reappointed in June 2017. Trustee Parsons has served two full terms and is not eligible for
reappointment. There is a scheduled vacancy for a four-year term ending in June 2025.
Trustee Beth Hulsart was appointed in June 2013 to the Library Board of Trustees, and
reappointed in June 2017. Trustee Hulsart has served two full terms and is not eligible for
reappointment. There is a scheduled vacancy for a four-year term ending in June 2025.
Seven applications were received by the City Clerk’s Office. In accordance with City Council
Policy No. 88, the Mayor has recommended the following four residents wishing to serve on the
Library Board of Trustees to advance in the process and interview with the full City Council:
•Nelson Ross – District 3
•Stan Schatt – District 4
•Steven Gish – District 2
•William Sheffler – District 1
Exhibit 3 includes applications submitted from the residents selected to advance in the
interview process with the full City Council.
The Maddy Act (Cal. Government Code §§ 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Carlsbad Municipal Code Chapter 2.16 states that the Library Board of Trustees shall consist of
five at-large members, appointed by the Mayor with the approval of the City Council.

Other members of the Library Board of Trustees are:

Members of the Library Board of Trustees are subject to the provisions of the Political Reform
Act and must file statements of economic interest each year and complete two hours of ethics
training every two years.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of two members to the Library Board of Trustees, the City Clerk’s
Office will update the commission roster and coordinate the oaths of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation (CEQA)
This action does not constitute a “project” within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065 in that it has no potential to
cause either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment. Therefore, it does not require environmental review.
Public Notification
Public notice of this item was posted in keeping with the Ralph M. Brown Act and was available
for public viewing and review at least 72 hours prior to the scheduled meeting date.

Unfortunately, I cannot attend the meeting tonight because of a time conflict. I
would appreciate it if the Mayor and Council would consider me for the Library
Board for the following reasons:
1.I have five years' experience on the Library Foundation Board of
Directors. During that time I have worked closely with the library officials
to ensure that programs are adequately funded. I also have served as a
judge for cultural arts grants to community organizations and local
artists. Since the Library Director briefs the Library Foundation's Board
each month on the Library's plans, I am very familiar with its major
initiatives and issues.
2.I demonstrated my interest in serving the Carlsbad community by
graduating from the Carlsbad Citizen's Academy.
3.I have been a team player in several local volunteer organizations. I
started a Cub Scout pack in the La Costa area, coached boys' soccer, and
served as President of Temple Sole!.
4.I have had a lifelong love affair with libraries and the written word. Three
books I published are in the Carlsbad Library catalog.

My apologies to the Library of Trustees for not being able to appear in person in regards to
an appointment to the Board of Trustees.
I am an active participant in the Pageant of the Masters presently going on at Laguna Beach.
I perform alternate weeks (7 days) thru the end of August and I just started this week...call
times are 7:40p, consequently I can't come to tonight's meeting.
I am very interested in becoming a member of the Board.
I am a retired Oceanographer, having worked with the National Oceanic Atmospheric
Administration (NOAA) for twenty plus years. One primary aspect of my responsibilities' was
to acquire environmental data from federal, state government agencies, academic
institutions and industry to deposit into repositories ala Libraries. These data were in digital
tapes, paper and book forms. The quality and accuracy of these inputs were a primary
concern.
Significant quality control was performed before the input was accepted.
•I volunteered with the Dove Library assisting with the Concerts in Park and concerts at the
library. I worked with Richard Schlutz and his staff.
I am not an avid reader but will read what my wife says I have to.
I believe I could bring a variety of ideas and experiences to the Board.

Dear Carlsbad City Council Members,
I appreciate connecting or reconnecting with each of you telephonically over the past twelve months to
discuss my interest and qualifications to serve our city in the capacity as a Library Trustee. I was also pleased
to have a conversation last month with the Chair to understand the commitment, weight and full
responsibilities of the Trustees. I have also regularly streamed the monthly meetings and reviewed the
agendas and later the meeting minutes. I completed the Citizens' Academy several years ago in anticipation of
serving our city in a formal capacity in the future. I also have 25 years of professional work experience,
including reporting to boards and clients, of which 16 of those years have been as a resident of Carlsbad. The
time is now. As I made clear to each of you, I am not interested in pursuing any other appointment with
Carlsbad or the County of San Diego.
Why? I believe passionately in the library as an essential institution, or focal point, of the community to serve
and include all residents. There are certainly persistent challenges with digital media trends, changing
consumer preferences, ensuring accessibility, budgetary constraints and rising costs. If appointed as a Trustee,
I hope to serve all constituencies well and in good faith, reach a consensus on important issues, support the
work done by the staff and extend the rich history of the board members whose terms have expired.
