APPROVAL OF THE MINUTES:
Minutes of the Historic Preservation Commission Special Meeting held April 15, 2021.
Motion by Commissioner Prosser, seconded by Commissioner Ly, to approve the Minutes of the
Special Meeting held on April 15, 2021 as presented. Motion carried 3/0/0/2 (Commissioner
Diaz and Commissioner Schreibman -Abstain).
PUBLIC COMMENT:
None.
INTRODUCTION OF COMMISSIONERS:
Commission Liaison Smithson asked staff to introduce themselves along with a brief
background. Liaison Smithson asked the commissioners, including Chair Majer, Commissioner ·
Ly, Commissioner Prosser, new Commissioner Diaz, new Commissioner Schreibman, and Ex-
Officio Planning Commissioner Lafferty to introduce themselves.
PROPERTIES OF CONCERN:
Commission Liaison Smithson spoke about the historic properties in Carlsbad and outlined the
documents included in the agenda packet. Liaison Smithson spoke about the recent action
regarding the Culver/Myers/Capp House. Commissioner Prosser informed the group that the
property is listed for sale.

WORK PLAN AND NEXT STEPS:

Commission Liaison Smithson explained that the 2020-21 Work Plan was recently presented to
the city council, and the commission will begin working on the 2021-22 Work Plan at the July
meeting. Liaison Smithson shared items that have been included in past and present work plans
and various ways the commission can assist in preserving Carlsbad's history. Liaison Smithson
noted that the commission will select a new chair and vice-chair for fiscal year 2021-22 at the
July meeting.
CARLSBAD HISTORICAL SOCIETY UPDATE:
Chair Majer discussed having a volunteer representative for the Carlsbad Historical Society now
that former Commissioner Boone, who has fulfilled this role, is no longer on the Historic
Preservation Commission. The commission will revisit at the July meeting.
COMMISSION LIAISON ANNOUNCEMENTS:
Commission Liaison Smithson discussed meeting with the new commissioners and new staff to
review the details of t he commissioner roles and responsibilities.
COMMISSIONER COMMENTS:
Chair Majer, Commissioners Ly and Prosser thanked Commission Liaison Smithson for her work
with the Historic Preservation Commission. Commissioner Diaz and Commissioner Schreibman
both stated that they were looking forward to working on the commission. Ex-Officio Planning
Commissioner Lafferty expressed her gratitude to Liaison Smithson and the commission for
submitting the letter to the city council regarding Myers/Culver/Capp house. Ex-Officio Planning
Commissioner Lafferty inquired if the commission receives historical reports on development
projects and locations. Chair Majer reported that longtime Carlsbad resident and business
owner Abel Garcia passed away and adjourned the Historic Preservation Commission meeting
in his honor.
ADJOURNMENT: Chair Majer adjourned the meeting at 4:58 p.m.
