This memorandum provides updates on two City Council minute orders.

1. December 17, 2019 -Schedule a Council Workshop to consider forwarding a sea level rise
impact exclusion zone to the state legislature
On December 17, 2019, noting concerns that state legislators were not paying enough attention
to sea level rise and bluff failure along the coast, the City Council passed a minute motion
directing staff to schedule a Council Workshop to consider forwarding a sea level rise impact
exclusion zone to the state legislature.
On March 11, 2021, the City Council considered a proposed 2021 City Council goal to create a
comprehensive coastal plan, including a proposed objective to hold a workshop as described in
the subject minute motion. However, the City Council decided not to prioritize the creation of a
comprehensive coastal plan (including its associated objectives) at that time.
In September, the City Council will consider approval of an update to the city's Local Coastal
Program Land Use Plan, which include·s new sea level rise hazard policies. The new policies
address requirements for sea level rise hazard analysis, limitations on shoreline
armoring, guidance on siting of new development and when development may need to be
moved away from hazards, and policies identifying the need to develop sea level rise adaptation
plans.
There are currently several bills under consideration by the California State Legislature, which
aim to address and commit resources toward developing and implementing coastal adaptation
strategies in response to sea level rise. The City Council Legislative Subcommittee's annual
review of the Legislative Platform and consideration of bill sponsorship opportunities, as well as
the City Council strategic planning process will provide opportunities for the city to consider
whether further action is required.
As such, this minute order will be closed.

2. May 11, 2021 -Return with an item that coincides with Palomar Airport Advisory
Committee Member Win Cramer's letter to the San Diego County Board of Supervisors
regarding the Palomar Airport Advisory Committee appointment process
On May 11, 2021, the City Council received a presentation from Winthrop Cramer, the Carlsbad
resident representative on the Palomar Airport Advisory Committee, and directed staff to return
with an item that coincides with Mr. Cramer's letter to the San Diego County Board of
Supervisors regarding the Palomar Airport Advisory Committee appointment process. To date,
Mr. Cramer has not produced a letter for City Council consideration and recent attempts by staff
to contact Mr. Cramer regarding the matter have been unsuccessful. Should Mr. Cramer
produce a letter in the future, it will be provided for City Council consideration at that time. At
present, no further action is·anticipated on this item and this minute order will be closed.
