Executive Summary/Discussion On July 9, 2021, City Council Member Cori Schumacher resigned her District No. 1 City Council seat effective immediately. Her resignation left vacancies on City Council regional committee assignments and subcommittees. This item is being brought forward to have these vacancies reassigned to other members of the City Council. In keeping with Carlsbad Municipal Code Section 2.04.100 and California Government Code Section 40605, part of the City Council’s reorganization includes meeting for the purpose of appointing individual members of the City Council to committees or other bodies as the council may find necessary for its effective functioning. This includes the City Council’s regional committee and subcommittee assignments. Exhibit 9 is a list of the City Council regional committee assignments as confirmed by the City Council on Jan. 12, 2021. The list does not include those committees on which various City Council members serve as a result of their appointments by other agencies. Options Due to the vacancies that exist on the City Council regional and subcommittee assignments, the City Council may consider approval of the following options: Option 1: Reassign only District No. 1 regional and subcommittee assignments If the City Council selects this option, the following regional and subcommittee assignments would need to be reassigned (Exhibit 7 and 8): Regional assignments • League of California Cities (Primary) • Buena Vista Lagoon Joint Powers Committee (Primary) • Encina Wastewater Authority Board of Directors • North County Dispatch Joint Powers Authority (Alternate) July 20, 2021 Item #8 Page 1 of 16 Subcommittees • Homeless Action Subcommittee • Carlsbad Municipal Code and City Council Policy Update Subcommittee Option 2: Reassign all regional and subcommittee assignments If the City Council selects this option, all of the positions found in Exhibits 2 through 8 may be reassigned. In addition to offering these options for the City Council, staff recommend that both the Homeless Action Subcommittee and the Carlsbad Municipal Code and City Council Policy Update Subcommittee be suspended. If Exhibit 1 is approved, all items that would have been reviewed and considered by these subcommittees would now go directly to the full City Council for approval. Fiscal Analysis There is no fiscal impact associated with the recommended action. Next Steps The City Clerk Services Manager will update the city’s website and City Council meeting agenda template to reflect the new committee assignments. Environmental Evaluation (CEQA) In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Therefore, it does not require environmental review. Public Notification Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 24 hours before the scheduled meeting date. Exhibits 1.
