This memorandum provides an update to the previous Council Memorandum sent on
July 16, 2020, regarding loud exhaust issues.
Since the previous Council Memorandum was sent, the Police Department has had two
additional loud exhaust signs installed on Carlsbad Boulevard. The electronic message board
stating "Loud Exhaust Enforcement Ahead" was also deployed at Carlsbad Boulevard near
Cannon Road, facing northbound. During the first week of August 2021, the electronic message
board will be moved to the southern end of Carlsbad Boulevard near Island Way.
In 2020, the Police Department purchased decibel readers for the Traffic Division. The decibel
readers assist Police Officers in obtaining evidence of loud exhaust violations which can be used
in the prosecution of these offenses. Members from the Laguna Beach Police Department came
to Carlsbad and provided training to our Police Officers on how to utilize these devices for
enforcement purposes. The Traffic Division regularly provides briefing training to the Patrol
Officers to advise them of the laws surrounding loud exhaust and the citable California Vehicle
Code sections.
The Police Department will continue to conduct enforcement details through the Office of Traffic
Safety grant and through daily traffic enforcement efforts. The statistics below show the Police
Department's enforcement activity since the last Council Memorandum was issued.

Additionally, the Police Department's Traffic Division hosted an event on July 21, 2021, during
which Motor Officers from the entire county conducted traffic enforcement throughout the city,
primarily in the areas that have the highest number
of traffic collisions and areas where most
complaints are derived from. A map of these areas
was distributed to all Motor Officer participants,
which showed that Carlsbad Boulevard is a collision
hot spot that needed direct enforcement. The
participating Motor Officers were asked to focus
their efforts along Carlsbad Boulevard, particularly
near the Village area and near Palomar Airport
Road. During this effort, a total of 246 traffic
citations were issued, one of which was for loud
exhaust and one for an e-bike violation, as well as
10 written warnings and five impounded vehicles.
