This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
3. We received 4 copies of the structural calculations for the ballast system
however, none of the items listed below (in bold) were addressed. We do not
have a Set II plan set for review.
4. CEC 690.31 EX -Where the overcurrent protection for the power
production source is located more than 10 ft from the point of connection
for the electric power production source to the service, cable limiters shall
be installed for each ungrounded conductor and shall be installed at the
point where the electric power production conductors are connected to the
service. This is required at each supply side connection more than 10 ft.
Additionally, add the components and manufacturers details (to the plans)
for the supply side connection. What are you using? And replace the word
"Tap" with "supply side connection" the tap rules contained in Article 240
do not apply to this installation. This is a service extension and the first
fused disconnect shall be service rated and installed like a second service
with a ground neutral bond and no equipment grounding conductor ran
with the service extension conductors. The grounding electrode conductor
shall be installed separately to the existing grounding electrode. See
Article 250 for methods allowed.
a. 690.13(C) requires the disconnect allowed by 230 to be service rated
and wired like a second service
b. 705.31 EX would require cable limiters if the disconnect is located
more than 10 ft from the main service
c. 250.24 (A) -(C) requires a grounded service conductor shall be
brought to this new service disconnect and bonded to the GEC in the
service equipment

d. The AHJ may require an electrical field evaluation for this
modification to the switchboard. Place a statement on the plans.
e. Detail which side of the neutral disconnect link you will be attaching
to.
5. Provide the available fault current from the utility on the plans and ensure
that the new service disconnect has the appropriate SCCR and the fuse has
the appropriate AIC rating.
6. Show how you will label this new second service disconnect per Article 230
CEC.

the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
To speed up the recheck process, please note on this list (or a copy} where each

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
3. Please provide structural calculations for the ballasted array. Include a wet stamp
from the Civil Engineer on the documents.
4. CEC 690.31 EX-Where the overcurrent protection for the power production
source is located more than 10 ft from the point of connection for the electric
power production source to the service, cable limiters shall be installed for each
ungrounded conductor and shall be installed at the point where the electric power
production conductors are connected to the service. This is required at each
supply side connection more than 10 ft. Additionally, add the components and
manufacturers details (to the plans) for the supply side connection. What are you
using? And replace the word "Tap" with "supply side connection" the tap rules
contained in Article 240 do not apply to this installation. This is a service
extension and the first fused disconnect shall be service rated and installed like a
second service with a ground neutral bond and no equipment grounding
conductor ran with the service extension conductors. The grounding electrode
conductor shall be installed separately to the existing grounding electrode. See
Article 250 for methods allowed.
a. 690.13(C) requires the disconnect allowed by 230 to be service rated and
wired like a second service
b. 705.31 EX would require cable limiters if the disconnect is located more
than 10 ft from the main service
c. 250.24 (A) -(C) requires a grounded service conductor shall be brought
to this new service disconnect and bonded to the GEC in the service
equipment

d. The AHJ may require an electrical field evaluation for this modification to
the switchboard.
e. Detail which side of the neutral disconnect link you will be attaching to.

5. Provide the available fault current from the utility on the plans and ensure that the
new service disconnect has the appropriate SCCR and the fuse has the
appropriate AIC rating.
6. Show how you will label this new second service disconnect per Article 230 CEC.

requirements apply to their projects. The completed checklist must be included in the building permit application. It may be
necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate
full compliance with CAP ordinance requirements. For example, projects that propose or require a performance approach
to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as
