On behalf of our client Charles W Butman, we respectfully submit this application for a Preliminary Review of a Tentative
Parcel Map for the development of three new lots, located on Babilonia Street in the City of Carlsbad. The subject
property is a 1.78 AC lot created by Map No. 7367 which has remained un-developed to date. Our client would like to
pursue a TPM to subdivide the existing parcel into 3 new parcels for single family residences. Additional information
about the parcel is attached as a part of this submittal.
1. The existing zoning of the property is 1 unit per 15,000 SF of lot area, which would yield a potential for 5
lots/units. However the general plan density is 0-1.5 DU per acre, which would result in 2.7 units, which per§
21.53.230 Table A may be rounded up resulting in three total units/lots. Can you confirm that the site layout
provided meets the density allowed?
2. Considerable care and attention has been given to the design of the lots, specifically with regards to the
proposed grading of the site. The effort was focused on attempting to create buildable pads, while minimizing
the total amount of earthwork required to obtain a useable site in order to meet §21.95.140(0) criteria. A
preliminary slope analysis has been provided with the existing site slopes shown. The slope analysis identifies all
slopes over 40% as being less than 15' in total vertical elevation, additionally the 40% slopes are all
manufactured slopes along the edges of the existing pads. Does the site require a Hillside Development Permit
or does the project simply need to meet the criteria within §21.95.140(0)?
3. The site is adjacent to an SDG&E Transmission line which is offsite on the adjacent parcel. That parcel is
identified in City's Habitat Management Plan as "Other HOAs and Private Open Space". Does adjacency to our
site create any additional review requirement or setback/mitigation requirements associated with the SDG&E
parcel that is identified in the City HMP?

PRELIMINARY REVIEW CHECKLIST
