Recommended Action
Adopt resolutions appointing two members to the Traffic & Mobility Commission.
Executive Summary/Discussion
Commissioner Bill Fowler was initially appointed to the Traffic & Mobility Commission in
January 2018 to fill the unexpired term of Commissioner Fred Muir, with a term ending in July
2021, leaving a scheduled vacancy with a term ending in December 2024. Commissioner Fowler
is eligible for and seeking reappointment.
Commissioner Chuck Hunter was initially appointed to the Traffic & Mobility Commission in July
2013 to fill the expired term of Commissioner Jairo Valderrama, and was reappointed in July
2017 with a term ending in July 2021. Commissioner Hunter is not eligible for reappointment,
leaving a scheduled vacancy with a term ending in December 2024.
Nine applications were received by the City Clerk’s Office. In keeping with City Council Policy
No. 88, Mayor Pro Tem Blackburn and Council Member Acosta have recommended the
following three residents wishing to serve on the Traffic & Mobility Commission to advance in
the process and interview with the full City Council:
• William Fowler - seeking reappointment – District 2
• Josh Coelho - District 2
• Steven Sobieraj - District 2
Exhibit 3 includes applications for all three residents.
Carlsbad Municipal Code Section 2.15.050 states that the Traffic & Mobility Commission shall
consist of seven members and be subject to ratification by a majority vote of the City Council.

Members of the Traffic & Mobility Commission are subject to the provisions of the California
Political Reform Act and must file statements of economic interest each year, and complete two
hours of ethics training every two years.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a local appointments list which
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of two members to the Traffic & Mobility Commission, the City
Clerk’s Office will update the commission roster, coordinate the oaths of office and the filing of
the appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation (CEQA)
This action does not require environmental review because it does not constitute a “project”
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.
Public Notification and Outreach
Public notice of this item was posted in keeping with the Ralph M. Brown Act and it was
available for public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE TRAFFIC & MOBILITY
COMMISSION
WHEREAS, Commissioner Bill Fowler was appointed to the Traffic & Mobility Commission in

First, thank you for appointing me to the Traffic Safety Commission in 2018, serving has been an honor and privilege.
Today I ask you to re -appoint me to the commission. I will be making a statement at today's meeting.
The Traffic and Mobility Safety Commission (as it is now called) has changed during my tenure and these changes include
some new commissioners, a new relationship with staff and the emergence of new forms of mobility we see every day in
Carlsbad.
My experience has been greatly enhanced by participating in these changes and I can apply this experience to a second
term as commissioner.
I believe the Commission is poised to deal with a number of important issues in the next few years (Safe Routes to
School, etc.) and I believe I can strongly contribute to this effort.
