HomeMy WebLinkAbout2021-08-17; City Council; ; Mayoral Appointment of One Member to the Housing Commission Meeting Date: Aug. 17, 2021 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Tammy McMinn, Senior Deputy City Clerk tammy.mcminn@carlsbadca.gov, 760-434-2953 Subject: Mayoral Appointment of One Member to the Housing Commission District: All Recommended Action Adopt a resolution appointing one member to the Housing Commission Executive Summary/Discussion Commissioner Allen Manzano was initially appointed to the Housing Commission in December 2019 to fill the unexpired term of Commissioner Kristy Randall, with a term ending in July 2021. Commissioner Manzano’s term has expired and he is eligible for reappointment, leaving a scheduled vacancy on the Housing Commission, with a term ending in July 2025. Seven applications were received by the City Clerk’s Office. In keeping with City Council Policy No. 88, the Mayor has recommended the following two residents wishing to serve on the Housing Commission as a member in the at-large category to advance in the process and interview with the full City Council: • Allen Manzano - seeking reappointment – District 1 • Frank Silva - District 4 Exhibit 2 includes applications for both residents. Carlsbad Municipal Code Chapter 2.40 states that the Housing Commission shall consist of five members, appointed by the Mayor with the approval of the City Council. This vacancy is in the at-large category requiring the member to possess expertise in one or more of the following areas: development, construction, real estate, social services, housing advocacy, planning, architecture or finance. Current members of the Housing Commission are: Commission Member District John Nguyen-Cleary 4 Joy Evans 2 Marissa Cortes-Torres 1 Shirley Cole 1 Aug. 17, 2021 Item #9 Page 1 of 7 Members of the Housing Commission are subject to the provisions of the California Political Reform Act, and must file statements of economic interest each year and complete two hours of ethics training every two years. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a local appointments list which contains the appointive terms of board and commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the Housing Commission, the City Clerk’s Office will update the commission roster and coordinate the oath of office and the filing of the appointee’s statement of economic interest and ethics training certificate. Environmental Evaluation (CEQA) This action does not require environmental review because it does not constitute a “project” within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification and Outreach This item was publicly noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. Exhibits 1. City Council resolution 2. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. The above recitations are true and correct. 2. The following Carlsbad resident is appointed to serve on the Housing Commission, for a term ending in July 2025, or until a replacement is appointed.
