Recommended Action
Adopt a resolution appointing one member to the Arts Commission
Executive Summary/Discussion
Commissioner Michaela Chamberlain was initially appointed to the Arts Commission in April
2019 to fill the unexpired term of Commissioner Cathy Breslaw, for a term ending in March
2020. Commissioner Chamberlain was reappointed in April 2020, and resigned in June 2021,
leaving an unscheduled vacancy with a term ending March 2024.
Fourteen applications were received by the City Clerk’s Office. In keeping with City Council
Policy No. 88, the Mayor has recommended the following two residents wishing to serve on the
Arts Commission to advance in the process and interview with the full City Council:
• Nora George – District 3
• Torrey Cook – District 2
Exhibit 2 includes applications for both residents.
Carlsbad Municipal Code Chapter 2.18 states that the Arts Commission shall consist of seven
members, appointed by the Mayor with the approval of the City Council.

Members of the Arts Commission are subject to the provisions of the California Political Reform
Act and must file statements of economic interest each year, and complete two hours of ethics
training every two years.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body must prepare a local appointments list which
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of one member to the Housing Commission, the City Clerk’s Office
will update the commission roster and coordinate the oath of office and the filing of the
appointee’s statement of economic interest and ethics training certificate.
Environmental Evaluation (CEQA)
This action does not require environmental review because it does not constitute a “project”
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.
Public Notification and Outreach
This item was publicly noticed in keeping with the Ralph M. Brown Act and it was available for
public viewing and review at least 72 hours before the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE ARTS COMMISSION
WHEREAS, Commissioner Michaela Chamberlain was appointed to the Arts Commission in April
2019 to fill the unexpired term of Commissioner Breslaw, for a term ending in March 2020; and
WHEREAS, Commissioner Chamberlain was reappointed in April 2020, and resigned in June
2021;and

Good morning and Happy Monday!
I see that I am past the application deadline for the two vacant seats for the City of Carlsbad Art Commission,
but I would still like to introduce myself and in the off chance you are still looking to fill a seat I would like to
submit an application. Thank you in advance for your time.
I grew up in San Diego and recently moved back to be closer to family. We purchased the old Carlsbad Fire
Station No 3 and are excited to make it our home, and I am excited to continue my work with artists and
community here in San Diego. In 2009 I started Artists Republic gallery in Laguna Beach and since that time I
have curated hundreds of shows, worked with artists from across the globe, and have organized multiple
special events and mural projects across the country.
Some highlights: Artist Republic was part of the Laguna Beach Art Walk from 2010-2018 and I served on the
Board of Directors for the Art Walk for four of those years. In 2018 I curated an extensive mural project for the
Laguna Beach Arts District in the Canyon of Laguna Beach called Summer of Color, and I worked with various
city entities including the Laguna Beach Arts Commission to accomplish this. In 2017 I curated 18 artists for the
Anaheim Garden Walk and helped launch their Art on the Walk Program. In 2015 I worked closely with the
Irvine Planning Commission to bring artist Zia Ziegler to paint a 350x52 foot wall off the 405 and 133 freeways
in Irvine. And in 2014 I worked with Quiznos on an art event during SDCC to benefit San Diego Art Reach. Since
that time I have followed SD Art Reach closely and am a fan of their programming.
Even if the seats on the commission have been filled, I look forward to attending meetings and becoming
involved in the great things the City of Carlsbad is doing!
