HomeMy WebLinkAbout2021-06-29; City Council; MinutesCITY COUNCIL Special Meeting Minutes June 29, 2021, 9 A.M. CALL TO ORDER: 9:00 a.m. ROLL CALL: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher. Council Chamber 1200 cartsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. PUBLIC COMMENT ON AGENDA ITEM: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. CITY COUNCIL WORKSHOP TO CONTINUE DEVELOPING A VALUES-BASED ETHICS CODE - Participate in a facilitated City Council workshop regarding the continued development of a values-based ethics code. (Staff Contact: Sheila Cobian, City Manager Department) City Manager's Recommendation: Participate and direct staff as appropriate. Mayor Hall introduced Principal of S2 Ethics Strategies JoAnne Speers and explained that she would facilitate the workshop. Facilitator Speers provided a brief background overview of the work previously completed by the City Council in the previous workshops and presented and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Council Members participated in the workshop regarding the continued development of a values-based ethics code. Council Member discussion ensued regarding the value of responsibility. Facilitator Speers declared a recess at 11:13 a.m. Facilitator Speers reconvened the meeting at 11:25 a.m. Facilitator Speers suggested City Council review the draft preamble language outlined in the agenda packet (on file in the Office of the City Clerk). Council Member discussion ensued and concurrence was obtained regarding the draft preamble language to include implicit bias training. Facilitator Speers suggested additional language under Item No. 3 of the draft preamble language to reference California's Constitution regarding non-partisanship for those appointed to local office. June 29, 2021 Carlsbad City Council Special Meeting Page 2 Council Member discussion ensued and concurrence was obtained to include language referencing California's Constitution regarding non-partisanship for those appointed to local office and for the language to return for City Council review and approval. In response to Mayor Hall's request to initiate a discussion regarding a litigation case including Council Member Schumacher, Assistant City Attorney McMahon explained that on- going litigation cannot be discussed. Facilitator Speers shared her thoughts on participating in the day's workshop.
