This memorandul'!l provides an update to previous memorandums dated July 15, 2020, and
September 2, 2020, which showed crime statistics and proactivity levels for the Village Area.
The Carlsbad Police Department is aware that
the Village Area (Beat 1} is a high traffic area
for transient and criminal activities. In addition
to extra patrol and enforcement efforts, there
are several ongoing projects that were
initiated in response to the issues and
complaints in the area. There are currently
cameras installed at the Cole Library which are
accessible by the Police Department for
investigative purposes, as well as a deployable
pole camera that is currently placed in the
area of Grand Avenue and State Street. With
the added extra patrols and increased police
presence, the complaints of criminal activities
in the area have seemingly decreased. The
Crime Suppression Team is also currently
planning a joint operation with neighboring
agencies to address possible gang-related
issues at the parks in the downtown area.

Additionally, the Homeless Outreach Team (HOT) has modified its operational hours, allowing
the HOT officers to provide security checks in the village area during the early morning hours.
There is also a standing call for service for extra patrols at 4 a.m. every morning at Magee Park, ·
which the Communications Operators created in March 2021 for patrol officers to walk through
the park every morning. The·HOT officers are also focusing on repeat offenders who may need
access to multiple services and outside resources. One example is a homeless individual who has
been the subject of over 125 calls for service this year, including complaints of assault and
vandalism. After booking her 12 times for mental health commitments, the HOT officers are now

working with the hospital to get a conservatorship for her care. Likewise, following a series of
complaints of homeless individuals congregating and using drugs behind businesses at 645
Carlsbad Village Drive, HOT was able to obtain trespass authorizations from the business owners
in order to disperse the groups and deter them from gathering around these places of business.
Below are the updated crime statistics for the Village Area (Beat 1), as well as proactive
enforcements logged in the Computer Aided Dispatch (CAD) system. The crime statistics in 2020
are believed to have been influenced by COVID.

Next Steps
The police department will continue to conduct extra patrols, investigate active cases, and
update City Council as requested.
