Subject: Kelly Drive and Park Drive Complete Street Improvements, Capital
Improvement Program Project No. 6075
Recommended Action
1. Receive a presentation regarding the Kelly Drive and Park Drive Complete Street
Improvements, Capital Improvement Program (CIP) Project No. 6075 (Project);
2. Receive input from the community; and
3. Provide input on the following project aspects:
a. Alternatives for Kelly Drive including either Class II buffered bike lanes or a Class-
IV two-way protected bikeway
b. Intersection control alternatives at the intersection of Kelly Drive and Hillside
Drive including either a roundabout or stop-controlled intersection with traffic
calming features
Background
This Project proposes improvements to Kelly Drive and Park Drive including complete streets
design features and to provide a connection from El Camino Real to the Agua Hedionda Lagoon
for active transportation users as originally identified in the Carlsbad Comprehensive Active
Transportation Strategy, or CATS, which was developed in coordination with the Trails Master
Plan.
The Project is aligned with the Carlsbad Community Vision Core Value 5: "Walking, Biking,
Public Transportation and Connectivity" and the City Council goal to become a leader in
multimodal transportation systems and creative approaches to moving people and goods
through and within Carlsbad.
As described in the CATS, the Project scope of work includes:
• Reduced vehicle lane widths
• Enhanced mobility for all modes of travel
• Traffic calming
• New and enhanced sidewalks and crosswalks
• Reverse angle parking at Laguna Riviera Park
• Consideration of traffic control alternatives at the intersections of Kelly Drive and Park
Drive and Kelly Drive and Hillside Drive including modern roundabouts or side street
stop control with traffic calming
As part of the prior Project public outreach efforts, staff has received public input through
online surveys, post card mailers and public meetings to guide the project development. Staff
has also coordinated with the Carlsbad Police Department, Parent Teacher Association,
Carlsbad Unified School District staff and local residents.
Staff is seeking additional input from the Traffic and Mobility Commission and public on the
proposed project improvements and alternatives as shown in the concept plans provided in
Exhibit 2. Staff is evaluating two alternatives for traffic control at the intersection of Kelly Drive
and Hillside Drive including either a calmed intersection with bulb-outs and side street stop
control or a modern day roundabout with raised central island, splitter islands and
channelization. Earlier project direction was supportive of an intersection with curb extensions
and no additional intersection control at Kelly Drive and Hillside Drive. With the adoption of the
Sustainable Mobility Plan, which includes guidelines to consider roundabouts when evaluating
intersection controls in Chapter 5, page 106, the city will now complete an Intersection Control
Evaluation study to determine if a roundabout is a feasible option for the intersection. In
addition to the new city guidelines a roundabout at this location would also provide a more
efficient transition for bicyclists traveling southbound on Kelly Drive through the intersection at
Hillside Drive to the Class I pathway south of Park Drive and would improve the consistency of
intersection controls and user operations through the Project area. The benefits of
roundabouts are explained in the information provided in Exhibit 3.
Staff is also considering two alternatives for bike facilities on Kelly Drive including buffered bike
lanes (Class II) or a separated two-way bikeway (Class IV) along the east side of Kelly Drive
between El Camino Real and Hillside Drive. The two-way separated bikeway alternative
presents concerns due to the number of driveways (17) which intersect the bikeway and the
two-way operation of bicycles in these locations as people walking and driving may not
anticipate bicyclists traveling in the counterflow direction. Motorists entering or crossing the
roadway may not notice bicyclists approach from their right, and motorists turning into
driveways across the bicycle facility may likewise fail to notice bicyclists traveling in the
opposite direction. Due to the concerns with the number of conflict points and visibility at the
driveways, staff is recommending Class II buffered bike lanes for this segment.
On Park Drive a Class-IV separated bikeway with adjacent walking path is proposed along the
south side of the roadway between Kelly Drive and Neblina Drive. This will provide a protected
bicycle and pedestrian connection from Kelly Drive to the lagoon trail at the southside of the
intersection at Neblina Drive.
Necessary Council Action
Staff will finalize the Project environmental documents and permitting process, construction
plans, specifications and cost estimates, and present them to the City Council for approval and
authorization to advertise the Project for construction bids in spring-2022.
Next Steps
Following the Traffic and Mobility Commission’s (T&MC’s) review and comments, staff will
perform additional public outreach seeking the community feedback on the proposed roadway
intersection and bikeway improvements. Staff will then return to the T&MC to report the
feedback received by the public and recommend direction for the completing the design. Once
the T&MC recommends final direction on intersection control at Hillside Drive and Kelly Drive,
staff would complete the design and present the 90% design to the T&MC with a recommended
action to recommend to the City Council to accept the plans as complete and bid the project.
