Re: New Diversity, Equity & Inclusion Senior Program Manager (Districts -All)
This memorandum provides information related to the open recruitment and candidate selection
to fill the newly established position of Diversity, Equity & Inclusion (DEi) Senior Program
Manager.
Background
On June 8, 2021, the City Council approved a new Senior Program Manager position as a
dedicated resource to promote city efforts to improve diversity, equity and inclusion. The
pos!tion will oversee the implementation of a comprehensive work plan to strengthen these
efforts by establishing related guidelines, policies, training, reports and other essential elements
of a successful DEi program. The incumbent will be responsible to coordinate the DEi program
and establish appropriate methods to monitor its progress and measure success.
Discussion
Recruiting efforts for the new position began on July 9, 2021. Human Resources received 53
applications. Seven applicants were selected for the initial oral board panel interviews.
Interviews were conducted on Aug. 12, 2021, with an external panel composed of three
professionals with experience in diversity, equity and inclusion work. Each panelist was highly
qualified to assess the knowledge, skills and abilities of the candidates and evaluate which of
those candidates possessed the exceptional qualifications necessary to be successful in the role.
The external panelists recommended four of the seven candidates be considered as finalists.
The finalists were interviewed by an internal panel on Aug. 18, 2021. The internal panel
unanimously agreed to recommend Nancy Magpusao Burke, who manages and supervises the
Social Justice Education team at University of California, San Diego, Cross-Cultural Center. She
also teaches Sociology/Ethnic Relations at California State University, San Marcos. Ms. Magpusao
Burke brings the following qualifications:
• Over 25+ years of professional experience in the field of diverse, equitable, inclusive
policies and practices
• Making public presentations and consultations across DEi subjects

• Managing community outreach activities for Campus Community Centers: Women's
Center, Lesbian Gay Bisexual Transgender Resource Center, Black Resource Center, Raza
Resource Center, lnterTribal Resource Center, APIMEDA (Asian Pacific Islander Middle
Eastern Desi American) Programs and Services under the Vice Chancellor Office for
Equity, Diversity, and Inclusion
• Designing DEi curriculum in collaboration with HR staff
• Certification in Myers-Briggs Type Indicator
• Engaging rising leaders to teach and promote inclusive principles
• Creating and promoting programs aimed at increasing knowledge, for example, of
gender-affirming practices
• Coordinating a series of workshops designed for professional staff on relevant topics such
as the impact of COVID-19 on distressed communities, lessons on anti-blackness, and the
power of language
• Engaging youth, educators, managers, leaders, and professional staff in matters of
implicit and explicit bias, navigating awkward conversations, actions we can take to curb
prejudice, and cultivate a culture of community understanding and empowerment.
• Publicity and marketing experience using multiple social media platforms and software
• Literate in English, Spanish, Italian, Visaya
Next Steps
Ms. Magpusao Burke accepted the offer of the DEi Senior Program Manager position on
Aug. 26, 2021. Her approximate first day with the city will be on Sept. 27, 2021.
