Re: Date and start time to return to in-person Housing Commission meetings
Under the Governor’s Executive Order N-08-21, issued June 11, 2021, the special dispensation for virtual
City Council and city boards and commissions meetings will end Sept. 30, 2021. On June 22, 2021, the
City Council determined that they would resume in-person City Council meetings at the City Council
Chamber on July 13, 2021, and continue with virtual City Council workshops through Sept. 30, 2021.
Due to increasing COVID-19 cases and new evidence about how virus variants spread among people who
are fully vaccinated, the County of San Diego put out new guidance on the use of masks indoors, which
follows new CDC guidance released on July 27, 2021. In turn, the Carlsbad City Manager issued modified
COVID-19 workplace precautions on July 28, 2021, including the requirement that commission meetings
continue to be held virtually until further notice. The City of Carlsbad will re-evaluate this policy every
two weeks and as new data becomes available.
At this time, it appears the earliest date the Housing Commission could resume regular in-person
meetings would be Oct. 14, 2021, after statewide virtual meeting provisions expire at the end of
September. Based on recent trends and data, it is possible the Executive Order for virtual public
meetings could be extended.
The Housing Commission should discuss whether it desires to return to in person meetings at the
earliest possible meeting date and provide direction to staff to make arrangements accordingly.
When the Housing Commission adopted the 2021 regular meeting calendar, they established a 4 p.m.
starting time to accommodate the COVID-19 emergency virtual format. In prior years, the regular
meeting time was held at 6 p.m. In anticipation of returning to in-person meetings in the near future,
the Housing Commission should discuss whether to return to the 6 p.m. meeting time or establish
another time. If the Housing Commission chooses an alternate starting time, staff will need to confirm
meeting room and video livestreaming availability. Upon Housing Commission decision, staff will return
with a resolution to change the Housing Commission regular meeting schedule.
Note that in-person Housing Commission meetings will be held in the City Council Chamber as before,
with the addition that the meetings will be live-streamed to the public and recorded for playback from
the city’s website.
