SUBJECT: PLANNING COMMISSION MEETING TIME – Consider amending the adopted Planning
Commission Procedures to change the start time for regular meetings from 6:00 P.M. to
a time supported by the majority of the members of the Planning Commission. The City
Planner has determined that the action does not constitute a project within the meaning
of the California Environmental Quality Act under California Public Resources Code
Section 21065.
I.RECOMMENDATION
That the Planning Commission consider the information provided in this report and discuss whether the
majority of the members of the Planning Commission support amending Section II. A. 1. of the Planning
Commission Procedures contained in Planning Commission Resolution No. 7345. A revised Procedures
Resolution is attached that provides for the insertion of a new start time. To change the start time for
regular meetings the following motion is provided:
That the Planning Commission ADOPT Planning Commission Resolution No. 7423 APPROVING an
amendment to Section II. A. 1. of the Planning Commission Procedures to change the meeting start time
for regular meetings to P.M.
II.PROJECT DESCRIPTION AND BACKGROUND
During the COVID-19 pandemic the Planning Commission has met virtually to comply with State of
California Guidance. While meetings have been conducted online the start time has been 3:00 p.m. The
adopted start time for Regular Meetings is 6:00 p.m. pursuant to Section II. A. 1. of the Planning
Commission Procedures as contained in Resolution No. 7345. Members of the Planning Commission have
requested on several occasions to discuss changing the start time of meetings from 6 p.m. to a time earlier
in the day.
The item was placed on the June 2, 2021 agenda for Commission discussion. At that meeting a variety
of opinions were expressed. The City Council was scheduled to discuss resuming in-person meetings on
June 22, 2021. The City Council also temporarily held meetings at 3 p.m. instead of their regular time of
6 p.m. The Commission decided to wait to see what action the City Council would take regarding their
meetings. Staff was also asked to determine if the Council Chambers and the staff needed to broadcast
the meetings on the internet were available at other times of the day. On June 22, 2021 the City Council
decided to resume in-person meetings on July 13th at their regular time of 6 p.m. Staff determined that
the Council Chambers and the required staff would be available for meetings starting earlier than 6 p.m.
The Planning Commission last met on July 7, 2021. During the Planning Commission Member Reports
section of the meeting a motion was made to place on the next agenda an item to consider changing the

time that meetings will start. The motion passed on a vote of 4-3 (No – Chairperson Meenes,
Commissioners Merz and Sabellico).
III.ANALYSIS
To assist the Planning Commission in consideration of this topic information is provided in Table 1 below.
Listed in the table is the time that the Planning Commission meets in each of the other 17 cities in San
Diego County.

As depicted in the table only three of the Planning Commissions have a meeting start time earlier than 6
p.m. The remaining 14 cities not including Carlsbad start their meetings at 6 p.m. or later.
Staff is recommending that the Planning Commission retain the regular meeting start time of 6 p.m. The
following are the reasons for this recommendation:
•Allows for persons wanting to participate in the meeting to attend after typical work hours
maximizing public involvement
•Consistent with City Council meeting time
•As demonstrated by the comparison within the County of San Diego the time reflects a best
practice for providing the opportunity for public participation
Should the majority of Planning Commissioners agree on a time other than 6 p.m. a resolution is attached
in which a new time can be inserted, and the resolution adopted to implement a new meeting time.
Revisions necessary to change the start time and adopt the full set of procedures are noted in strike-out
and underline format in the attached resolution.

IV.ENVIRONMENTAL REVIEW
The City Planner has determined that the action does not constitute a project within the meaning of the
California Environmental Quality Act under California Public Resources Code Section 21065 in that it has
no potential to cause either a direct physical change in the environment or a reasonably foreseeable
indirect physical change in the environment. Therefore, it does not require environmental review.
