Recommended Action
Support staff’s recommendation for alternative intersection control feature at Oak Avenue and
Roosevelt Street, which is associated with the Village and Barrio Traffic Circles, Capital
Improvement Program Project, or CIP, No. 4015 (Project).
Background
On July 24, 2018, the City Council adopted the Village and Barrio Master Plan (Master Plan). On
June 13, 2019, the California Coastal Commission conditionally certified the Master Plan,
contingent upon the city’s acceptance of certain modifications to the Master Plan. On Aug. 27,
2019, the City Council approved the Master Plan with the modifications proposed by the
California Coastal Commission.
On April 6, 2020, Traffic and Mobility Commission supported staff’s recommendation to
implement the Project.
The Village and Barrio Master Plan, Chapter 4: Mobility and Beautification, recommends the
installation of neighborhood traffic circles to discourage speeding and improve safety in this
residential neighborhood setting. The locations of the eight proposed traffic circles have been
identified in the approved Master Plan. They were chosen based on the goal of calming traffic
in the Barrio and were vetted during the public outreach process for the Master Plan. The
locations for the eight traffic circles can be seen in the map presented as Exhibit 1.
One of the eight proposed traffic circles included in the Master Plan is located at the
intersection of Oak Avenue and Roosevelt Street. Staff evaluated two intersection control
alternatives for this location, a traffic circle alternative and a no-project alternative. The no-
project (existing condition) and traffic circle alternatives are shown in Exhibits 2 and 3,
respectively.
TRAFFIC AND MOBILITY COMMISSION
Staff Report
The no-project alternative represents the existing condition, which includes a 4-way stop
intersection. The existing condition includes parallel parking, an ADA parking stall near the
entrance of the Boys and Girls Club, at the south-west corner of the Oak Avenue and Roosevelt
Street intersection.
The traffic circle alternative includes improved pedestrian crossing striping, bulbouts and refuge
islands. The proposed configuration helps reduce the crosswalk travel distance to enhance
pedestrian safety. The traffic circle alternative would eliminate 11 parking spaces to
accommodate the design.
During the public engagement process, the Boys and Girls Club has expressed concerns
regarding negative impacts associated with the construction and operation of the traffic circle
on their day-to-day activities at the intersection of Oak Avenue and Roosevelt Street. Staff have
coordinated with the Boys and Girls Club throughout the design phase of the Project. They have
noted that the traffic circle alternative would make their day-to-day operations more difficult
and would not facilitate a positive change in traffic flow in the surrounding area. Their
operations include approximately 230 children daily at their facility. The traffic circle alternative
would require relocation of an existing ADA stall, and would eliminate parking spaces currently
supporting drop-off and pick-up of children. Another concern associated with the traffic circle
alternative is regarding their bus operations and turning movements.
Staff recommend the no-project alternative since it is functional in its current condition with a
4-way stop intersection. The no-project alternative would not compromise the traffic calming
goals of the Master Plan as the intersection is currently a 4-way stop, as such, its subject to
relatively low vehicle speeds. This alternative alleviates the concerns brought forth by the Boys
and Girls Club and eliminates impacts to their day-to-day operations, including bus turn
movements and drop-off/pick-up functions. It also avoids any loss of street parking in the area
and the need to relocate the existing ADA parking stall located at the entrance of the Boys and
Girls Club. With this alternative, staff will install continental style crosswalks at the existing all
way stop.
Necessary Council Action
This winter, staff will request the City Council to:
1. Approve no-project alternative at the intersection of Oak Avenue and Roosevelt Street
as a result of intersection control feasibility study and comments received from the Boys
and Girls Club.
2. Approve the Project plans, specifications and contract documents and to authorize
public bidding for construction of the Project.
After the bidding process is completed, staff will return to the City Council with a
recommendation to award a construction contract to the lowest responsive and responsible
bidder.
Next Steps
Following the Traffic and Mobility Commission’s input on the preferred intersection control
alternative located at Oak Avenue and Roosevelt Street, staff will finalize the Project plans,
specifications and contract documents and recommend the City Council to approve the plans
and specifications and authorize public bidding for construction of the Project.
