This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2019 CBC, which adopts the 2018 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2018 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and
Fire Departments.
2. Bring "JJt:K)_ corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil is complete.
BUILDING AND LIFE SAFETY REQUIREMENTS
1. Van accessible spaces shall have the access aisle on the passenger side. 11 B-
502.3.4. Please remove reference to the parking stall sign for "van accessible"
which is detail 2 sheet A2.1 at the top-left parking stall in the group.
2. There are a total of 7 accessible stalls proposed. Per 11 B-208.2.4, each group of
6 stalls or fraction of 6 stalls requires 1 van accessible stall. Therefore, please
clearly designate 2 van accessible stalls. Preferably 1 stall in the group and the
individual stall on the other side of the building.
3. The handrail for the stairs near the individual stall protrudes into the access aisle
which is part of the accessible route. Please turn that rail section 90 degrees so ii
does not protrude into the access aisle. 11 B-307 .2.
4. Please provide a note on the plans stating that the medical gas system shall be
installed by a certified installer and shall be certified prior to service by an
independent third-party certification agency approved with the City per section
1302 of the UPC.
5. Detail on the plans how fire-resistive wall and ceiling protection will be
maintained at all duct penetrations at the bottom and through the rated roof for
this building of Ill-A construction. CBC 717.
6. Provide construction details showing location of fire dampers and how fire
resistivity will be maintained at floors and roofs. Section 712.

"Philips Capnography Lab" is a research and development company which studies and tests ventilators in
order to improve the design and maintain high standards of the equipment. A ventilator is used during and
sometimes· after surgery when general anesthesia is given. A ventilator can also be used if the person has a
condition that affects normal breathing. "Philips Capnography Lab" is located at 2271 Cosmos Court, in Carlsbad,
California. Currently, this work is of upmost importance due to the conditions of the COVID-19 and your assistance
in this matter is greatly appreciated.
Hazardous Material Storage and Handling:
Note the following:
MEDICAL GASES-2019 CFC Chapter 53
5306.1 General. Medical gases at health care-related facilities intended for patient or veterinary care shall comply
with Sections 5306.2 through 5306.5 in addition to other requirements of this chapter and Section 427 of the
California Building Code.
5306.2 Interior supply location. Medical gases shall be located in areas dedicated to the storage of such gases
without other storage or uses. Where containers of medical gases in quantities greater than the permit amount
are located inside buildings, they shall be in a 1-hour exterior room, a 1-hour interior room or a gas cabinet in
accordance with Section 5306.2.1, 5306.2.2 or 5306.2.3, respectively. Rooms or areas where medical gases are
stored or used in quantities exceeding the maximum allowable quantity per control area as set forth in Section
5003.1 shall be in accordance with the California Building Code for high-hazard Group H occupancies.
"Philips Capnography Lab" is not a hospital or a treatment center. The anesthetic gases and other gases are
used for testing medical devices, not on humans. The anesthetic gas is used in small quantities. The quantities
of anesthetic gas are minimal with: 20-30 canisters (.5 cubic feel/canister), similar to the size of a small green
propane cans in storage. Non-anesthetic Gas in cylinders are also relatively small (7.25 cubic feet) reference the
Chemical Classification Disclosure for Hazardous Materials that accompanies the Plans.
Even though no gases are classified as Flammable and we are not subject to the Medical Gases conditions, the
Company will store the anesthetic gas in a "Fire Rated Cabinet" in accordance with the 2019 CFC, 5003.8.7
Hazardous materials storage cabinets (also we are not in need of an increase in MAO'S). "Philips Capnography
Lab" will adhere to the required CFC Code/Regulations for a Compressed Gas and/or as specified by the
classification of the gas.
Also, the following applies to the "Philips Capnography Lab Project" and the Company is in accordance with
conditions of the CFC 2019 Chapter 50, Hazardous Materials General Provisions.
Hazardous materials posing a "Health Hazard" in storage and use are below the Maximum Allowable Quantities
(MAQ's) and are in accordance with the CFC Chapter 50, Table 5003.1.1 (2&4).
Hazardous materials such as Flammable and Combustible liquids posing a "Physical Hazard" in storage and use
are below the Maximum Allowable Quantities (MAQ's) and are in accordance with the CFC Chapter 50, Table
5003.1.1 (1&3)
Further still an automatic sprinkler system is installed in the entire building. The existing fire sprinkler system is
NFPA 13 approved and supervised by a UL certified central station. This includes H20 flow & tamper switches on

This checklist is intended to assist building permit applicants identify which Climate Action Plan (CAP) ordinance
requirements apply to their projects. The completed checklist must be included in the building permit application. It may be
necessary to supplement the completed checklist with supporting materials, calculations or certifications, to demonstrate
full compliance with CAP ordinance requirements. For example, projects that propose or require a performance approach
to comply with energy-related measures will need to attach to this checklist separate calculations and documentation as
specified by the ordinances.
