1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in
one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering
and Fire Departments.

PLANS
2. Provide a note on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in IBC Tables
307.1(1) and 307.1(2).
3. On the cover sheet of the plans, specify any items that will have a deferred submittal
(trusses, fire sprinklers/alarms, etc.). Additionally, provide the following note on the
plans, per Sec. 107 .3.4.1: "Submittal documents for deferred submittal items shall
be submitted to the registered design professional in responsible charge, who shall
review them and forward them to the building official with a notation indicating that
the deferred submittal documents have been reviewed and that they have been
found to be in general conformance with the design of the building. The deferred
submittal items shall NOT be installed until their design and submittal documents
have been approved by the building official."
4. Roof mounted equipment must be screened and roof penetrations should be
minimized (City Policy 80-6).
INTERIOR WALL AND CEILING FINISHES
5. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling
materials shall not exceed the flame spread classifications in IBC Table 803.13."
FIRE-RESISTIVE CONSTRUCTION
6. If smoke dampers are required, the plans shall show the locations of the smoke
detectors listed in the options of Section 717.3.3.2 of the CBC. Type IIIB
Construction.
7. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor-ceilings
and roof-ceilings shall be protected as required in CBC Section 714."
EXIT SIGNS/ILLUMINATION

FIRE EXTINGUISHING
1. Specify on the plans that portable fire extinguishers will be installed in the
building in accordance with Section 906.
ENERGY CONSERVATION
2. Hot water piping is required to be insulated as follows: 1" pipe size or less: 1"
thick insulation, larger pipe sizes require 1 ½" thick insulation. See Table 120.3-
A.
3. Instantaneous water heaters (rating greater than 2 kW) shall have isolation
valves and hose bibs installed on both the cold water supply and hot water
supply piping. ES 110.3
4. Hot water recirculating loop systems requirements: Detail the following:
(See ES 110.3 for specifics)
• The installation of an air release valve on the inlet side of the recirculation
pump, within 4' of the pump.
• A check valve is required between the recirculating pump and the water
heating equipment to prevent the hot water from flowing backwards through
the recirculation loop.
• Pump isolation valves
• A check valve is required on the cold water supply line between the hot water
system and the next closest tee on the cold water supply line. (See CPC
608.3 for expansion tank requirements.)
5. Multilevel lighting controls are required in areas exceeding 100 square feet in
area and have a connected general lighting load exceeding .5 watts per square
foot (Classrooms are .7 watts). Review ES Table 130.1-A for design
requirements. Include control placement and design on the floorplans. (AB
switching no longer complies for most fixture types).
6. Shut-Off Controls: Each floor, each space (not exceeding 5,000 square feet),
and each type (general, display, and ornamental) of lighting shall be individually
capable of being automatically shut-off when the building is unoccupied. Include
the control design. (A percentage of egress lighting is now included in the shut-
off requirement). ES 130.1 (c)

7. Generally, automatic daylighting with multilevel lighting control is required for
general lighting in daylit zones. Please provide the locations and control design.
ES 130.1 (d) Be sure to review the following three exceptions for project
applicability:
• Rooms that do not require automatic daylighting:
• Rooms with no more than 120 watts of lighting in the skylit and primary
sidelit zones combined.
• Rooms with less than 24 square feet of glazing.
a. Rooms that require automatic daylighting but not multilevel lighting levels
• Rooms with a lighting power density of 0.3 watts/sq.ft.
8. Occupancy controls are required to shut off all lighting in: Offices 250 square
feet or smaller, multipurpose rooms of less than 1,000 square feet, conference
rooms, and classrooms of any size. ES 130.1 (c)5
ELECTRICAL
9. A GFCI protected receptacle outlet is required within 25 feet and on the same
level as the mechanical equipment (heating, air-conditioning, and refrigeration
equipment). Please include on the plans. NEC 210.63.
MECHANICAL
10. Please show compliance with CMC 603.4.1 & 603.5 for length limitations for
factory made flexible air ducts: (1) Cannot be greater than 5' in length, (2) cannot
be used as a replacement of rigid elbows (i.e. only an elbow connect to a
terminal device/ register is acceptable), (3) sag between supports hangers shall
not exceed ½" per foot of support spacing, and (4) the elbow connection to the
terminal device/ register is required to have a bend not radius be less than one
duct diameter.
11. All mechanical ventilated units are required to have at minimum a MERV-13 filter
within the outside air/return air duct. Please address. CMC 401.2
12. Clearly specify within the mechanical plans that a duct leakage test will be
conducted that complies with CMC 603.10.1 (or CMC 603.10.1.1 for
residential).
PLUMBING
13. Provide a plumbing material schedule on the plans describing the following
systems: Potable water piping, waste & vent piping, gas piping, and the roof
drains.
14. All ABS and PVC waste, vent storm water piping is required to comply with the
firestopping requirements of CBC Chapter 7. Please provide manufacture's
details to the plumbing plans. CPC 701.2(2) & CPC 903.1 (2)

15. PVC DWV is only approved for building sewers per CPC Table 701.2. Please
specify that the PVC will be Schedule 40 within the material schedule.
16. Please the following note on the plans: "Per CPC 906.1, ABS/PVC vent
terminations up through the roof exposed to sunlight are required to be protected
by water based synthetic latex paints."
17. Metering lavatories faucets can deliver a max of 0. 2 gallons per cycle. Please
specify this within the fixture s,chedule. CPC 407. 2.4
18. Hot water is required for public use washing fixtures such as lavatories. Please
provide. CPC 601.2.
19. Describe the method of compliance for temperature limitations for the following
fixture types: public use lavatories limited to 110 degrees F per Energy
Standards 11 0(c)(3) and bathtubs, bidets, and showers 120 degrees F per CPC
408.3, 409.4. Note: The water heater thermostat may not be used for
compliance.
20. All water supply systems that have quick closing valves installed therein
(washing machines, flush valve fixtures, etc.) shall have devices installed as
close to the fixtures as possible to control the effects of water hammer. Please
detail within the plans. CPC 609.10

An approved Transportation Demand Management (TOM) Plan is required for all nonresidential projects that meet a threshold of employee-generated ADT.
City staff will use the table below based on your submitted plans to determine whether or nor your permit requires a TOM plan. If TOM is applicable to your
permit, staff will contact the applicant to develop a site-specific TOM plan based on the permit details.
