Association of Governments on Phase 1 of the Interstate 5 North Coast Corridor Program
Executive Summary
The Interstate 5 North Coast Corridor Program Phase I, known as Build NCC, is the first phase of
construction of the Caltrans and SANDAG’s North Coast Corridor Program in the cities of Solana
Beach, Encinitas and Carlsbad. The program is a 40-year, $6 billion set of transportation,
environmental, community enhancement and coastal access projects linked to the widening of
Interstate 5. Build NCC Phase I is estimated to cost approximately $887 million with funding
coming from a combination of federal, state and county revenue sources.
On July 23, 2019, the City Council received a presentation from Caltrans and SANDAG on the
status of the Build NCC construction. The City Council received an update from the agencies on
Oct. 15, 2019 regarding proposed enhancements to the I-5 undercrossings at either Carlsbad
Village Drive or Chestnut Avenue as part of the Build NCC Program. Due to Phase I funding
restrictions, Caltrans had asked the city to state its preference between the two sites. At the
October meeting, the City Council adopted Resolution No. 2019-209 (Exhibit 1) to select
Chestnut Avenue as the city’s preferred location for these enhancements.
On June 8, 2021, with the Capital Improvement Program budget adoption, the City Council
approved $100,000 for the design of the public art associated with the Chestnut Avenue
improvements as part of CIP Project No. 6098.
This report provides a summary of the update on the Build NCC construction occurring in
Carlsbad that Caltrans and SANDAG representatives will be presenting to the City Council at this
meeting.
Discussion
Background
The Build NCC program is a balanced set of transportation, environmental and coastal access
projects intended to improve the quality of life for residents, create a stronger local and

regional economy and enhance the coastal environment. Caltrans, SANDAG, local cities, state
agencies and community members have been working together for more than a decade to
identify, refine and implement projects to meet the needs of the North Coast corridor. Build
NCC includes rail double tracking, extended carpool lanes, new bike and pedestrian trails and
restoration of the San Elijo Lagoon.
The first phase of construction began in the cities of Solana Beach, Encinitas and Carlsbad; and
includes extending the existing carpool/High Occupancy Vehicle lane on I-5 in each direction
from Lomas Santa Fe Drive exit to state Route 78; double-tracking the rail line at the San Elijo
Lagoon; replacing the highway and rail bridges at the San Elijo Lagoon; restoring the San Elijo
Lagoon; and constructing nearly seven miles of new bike and pedestrian trails.
Segment 4 overview:
Caltrans and SANDAG Build NCC crews are scheduled to break ground this month on Segment
4. Segment 4 is the final segment of the Build NCC Phase 1 and includes continuation of the I-5
carpool/HOV lanes from Palomar Airport Road to State Route 78 in the cities of Carlsbad and
Oceanside. It is expected to take two years and will consist of temporary concrete barriers,
intermittent on- and off-ramp closures, intermittent nighttime freeway lane closures and
infrequent daytime closures.
Under construction
Sound wall construction will begin in fall 2022 at the southeast quadrant of the Tamarack
Avenue interchange. Between fall 2022 and summer 2023, construction of the community
enhancements at the Chestnut Avenue undercrossing will also begin.
Orange lane striping
Orange lane striping is a new concept being brought to the San Diego region. The work zones
for this construction zone will have highly visible, temporary orange lane striping in addition
to temporary railing shielding the work areas and construction area signs. Temporary orange
lane striping is used in construction zones to increase the contrast when traditional white lane
striping is removed, and lanes are realigned.
Because the striping is new, Caltrans and SANDAG have developed a public outreach plan to
inform people who live, work or commute within North San Diego County of its purpose.
Segment 4 virtual open house
Build NCC will host a virtual open house on Wednesday, Sept. 22, 2021 to share information on
the upcoming construction with residents in the Segment 4 area and allow them to ask the
project team questions. The public is encouraged to participate via Zoom at
us02web.zoom.us/j/85335273659 or by dialing in at 669-900-9128. This webinar will have
Spanish interpretation available, and the recording will be posted on Caltrans and SANDAG’s
YouTube channel following the event.
Upcoming construction
The Batiquitos Rail Bridge Replacement project will replace the Batiquitos Lagoon rail bridge
with a wider, longer bridge to accommodate a second track and improve lagoon tidal flow.
Batiquitos Lagoon double track adds 0.75 miles of double track at the Batiquitos Lagoon.

Environmental enhancements
Two properties east of I-5 along and just south of La Costa Avenue are being preserved as part
of the project. The Batiquitos Bluffs area, more than 50 acres of native habitat previously slated
for development that was acquired in 2015, will be preserved and restored. The La Costa
Property, more than 21 acres of coastal habitat just east of the freeway that was acquired in
2009, will be preserved.
The project also restores more than 19 acres of coastal and upland habitat at the eastern end of
the Agua Hedionda Lagoon. Restoration is nearly complete.

Fiscal Analysis
No city funding is being requested for this project. Capital Improvement Project No. 6098
funded design of the public art component of the Chestnut Avenue underpass improvements.
Next Steps
Caltrans and SANDAG expect construction of Segment 4 to begin in September 2021 and be
completed by 2023. Staff will continue coordinating with Caltrans as needed as the project
continues and will provide the City Council updates on the project as appropriate.
Environmental Evaluation (CEQA)
Receiving a report does not qualify as a "project" under the California Environmental Quality
Act under Guidelines Section 21065, because it does not result in a direct or reasonably
foreseeable indirect physical change in the environment.

This item was noticed in accordance with the Ralph M. Brown Act, published and distributed at
least 72 hours prior to the meeting date and time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA TO
SUPPORT THE SELECTION OF CHESTNUT AVENUE AS THE PREFERRED INTERSTATE
5 (1-5) UNDERCROSSING LOCATION FOR PROPOSED ENHANCEMENTS AS PART OF
BUILD NCC
WHEREAS, the California Department of Transportation (Caltrans) and San Diego Association of
Governments (SANDAG) North Coast Corridor Program is a 40-year, $6 billion set of transportation,
environmental and coastal access projects to improve the quality of life for residents, create a stronger local and
regional economy and enhance the coastal environment; and
WHEREAS, the first phase of construction ofthe program, known as Build NCC, offers an opportunity
to upgrade and reconfigure local interchanges to improve pedestrian and bicycle circulation, integrate active
transportation strategies and incorporate input from the community; and
WHEREAS, in Carlsbad, improvements to the 1-5 undercrossings at Carlsbad Village Drive and Chestnut
Avenue have been proposed by Caltrans and SANDAG; and
WHEREAS, Caltrans is seeking support from the city for a preferred undercrossing location due to
funding constraints for Build NCC; and
WHEREAS, based on various considerations including right-of-way acquisitions, traffic signal
coordination, improvements for bike and pedestrian accesses and other community impacts, staff is
recommending Chestnut Avenue be selected as the preferred location for the undercrossing improvements; and
WHEREAS, Caltrans will prepare final plans of the preferred undercrossing location and submit them to
the California Coastal Commission for review and approval in December 2019 with construction ofthe
preferred under-crossing improvements expected to begin in mid-2020 and completed in late 2022.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council supports the selection of Chestnut Avenue as the preferred 1-5
undercrossing location for proposed enhancements as part of Build NCC.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on
the 15th day of October 2019, by the following vote, to wit:

This fall construction teams will begin work to extend one Carpool/High Occupancy
Vehicle (HOV) Lane in each direction of Interstate 5 (1-5) between Palomar Airport
Road in Carlsbad and State Route 78 (SR 78) in south Oceanside. This project is
expected to be complete by 2023.
The Caltrans and SAN DAG Build NCC team invites you to attend a virtual open
