Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Aliegiance. ANNOUNCEMENT OF CONCURRENT MEETINGS: None. INVOCATION: None. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. APPROVAL OF MINUTES: None. PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. ORDINANCES FOR INTRODUCTION: None. ORDINANCE FOR ADOPTION: None. PUBLIC HEARINGS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. DISTRICT 1 COUNCIL MEMBER APPLICANT INTERVIEWS -1) Conduct the applicant interviews; and 2) Adopt Resolution No. 2021-195 appointing one applicant to fill the District 1 vacancy to be effective at the time the oath is administered for a term ending with the November 2022 election. (Staff contact: Faviola Medina, City Clerk Department and Sheila Cobian, City Manager Department) City Manager's Recommendation: Conduct applicant interviews and adopt the resolution. City Manager Scott Chadwick introduced the item. City Clerk Services Manager Faviola Medina explained the interview procedure as follows: Aug.24,2021 Carlsbad City Council Regular Meeting Page 2 1. The City Clerk will provide an overview of the interview procedure. 2. Members of the public may provide comments to the City Council using the standard City Council comment process. 3. Applicants will be called to speak via Zoom video in the order their applications were received. Each applicant's interview will conclude in its entirety prior to moving on to the next applicant's interview. 4. Applicants will be given three minutes to make opening remarks regarding their qualifications and interest in serving as the District 1 appointed City Council Member. 5. The City Clerk will then ask the questions the City Council approved. Applicants will be given two minutes to respond to each question. 6. Applicants will then be given one minute to make their closing remarks. 7. The City Clerk will serve as the timekeeper, cutting the audio at the designated times so each applicant receives equal time. 8. To further ensure equal time, City Council members will not ask follow-up questions or make comments during applicant interviews. 9. If technical problems arise during an applicant's interview, the City Clerk will stop the interview and the timer until the problems are resolved. 10. After the conclusion of all interviews, the City Clerk will request that the City Council members email the City Clerk the applicants' names in rank order one through three with number one being the best. (Each value may only be used once.) 11. The rank will be assigned a corresponding numerical value. (A ranking of 1 is equal to a value of 1, a ranking of 2 is equal to a value of 2, etc.) 12. Once City Council members have submitted their ranked lists, a recess will be called, and the City Clerk will calculate the top three by combining rankings from all four City Council members. 13. The City Clerk will display to the City Council members and the public individual ranked lists and the combined top three. 14. The applicant whose ranking has the lowest numerical value will then be considered by a vote of the City Council. Discussion may ensue at this time. 15. This process will continue until consensus, three affirmative votes, is reached. City Clerk Services Manager Medina called for public comments on the item. The following individuals called into the City Council Meeting and voiced their comments for the record: Ed Scarpelli expressed his support for District 1 applicant Julianne Nygaard. Chih-Wu Chang requested for the City Council to nominate an applicant who works with the community and stands up against bullying, harassment, misogyny and bigotry. Hargrave 12. Monica Gocan 13. Ryan Vaughn City Clerk Services Manager Faviola Medina administered the following interview questions to each applicant: • What policies do you feel would be most effective in balancing the need for growth with maintaining the community's character? • What do you think the City of Carlsbad's role should be in addressing the problem of homelessness? • What policies would you recommend to ensure Carlsbad's coastline can be enjoyed by residents for generations to come? • District 1 residents submitted many topics they would like to see addressed. How would you decide where to focus given your limited time in office? • A local resident business owner in your district has submitted an application seeking approval for a gas station with a convenience store as part of a new development that includes both commercial and residential uses. The gas station is an allowable use subject to a conditional use permit. Several residents in your district have raised concerns about the gas station's traffic, health and safety, land use, and aesthetic impacts. Analyses have concluded the gas station would not create negative impacts in these areas of concern. How would you go about making a decision on the local resident business owner's application? Mayor Hall declared a recess at 4:21 p.m. Mayor Hall reconvened the meeting at 4:34 p.m. After the interviews were concluded the City Council submitted their top three candidates to the City Clerk via e-mail. Mayor Hall declared a recess at 5:33 p.m. to allow City Clerk Services Manager Medina to calculate the voting results. Mayor Hall reconvened the meeting at 5:50 p.m. Aug.24,2021 Carlsba? Mark D. Packard 2. Peder Norby 3. Monica Gocan Based on the City Council voting results the top three candidates were: 1. Peder Norby 2. Mark D. Packard 3. Ryan Vaughn Motion by Mayor Pro Tern Blackburn, seconded by Council Member Bhat-Patel, to adopt Resolution No. 2021-195 appointing Peder Norby. Motion carried unanimously, 4/0. COUNCIL REPORTS AND COMMENTS: Mayor Hall and the City Council Members commented on the nomination process and thanked the applicants for their participation. ANNOUNCEMENTS: Mayor Hall announced the City Council may attend the City of Carlsbad Buena Vista Reservoir Park Ribbon Cutting event on August 27, 2021 from 2:30 p.m. to 3:15 p.m. and the City of Carlsbad Police Chief Mickey Williams Meet and Greet event for District 2 from 6:00 p.m. to 7:00 p.m. at Calavera Hills Community Park.
