THAT I HAVE EXERCISED RESPONSIBLE CHARGE OVER THE DESIGN OF THE PROJECT AS
DEFINED IN SECTION 6703 OF THE BUSINESS AND PROFESSIONS CODE, AND THAT THE
DESIGN IS CONSISTENT WITH CURRENT STANDARDS.

SHALL BE MAINTAINED IN A HEAL THY ANO THRIVING CONDITION, FREE FROM
WEEDS, TRASH AND DEBRIS.
INSPECTION SCHEDULE
THE APPLICANT'S LANDSCAPE CONTRACTOR SHALL CONTACT THE CITY LAND-
SCAPE INSPECTOR AT LEAST 72 HOURS (3 WORKING DAYS) IN ADVANCE TO
SCHEDULE THE FOLLOWING SITE OBSERVATIONS (619) 438-1161, EXT. 4221:
1 _ PRE-CONSTRUCTION MEETING (MAY BE OMITTED AT THE
DISCRETION OF THE CITY LANDSCAPE INSPECTOR).
2_ INSPECTION OF SLEEVES (SEE NOTE #5 BELOW).
3. TEST OF PRESSURE PIPE; OBSERVE INSTALLATION OF PO C,
CONTROLLER, TRENCH DEPTHS, BACKFL6W PREVENTION DEVICE AND
VALVES. (NO WORK SHALL BE BACKFILLED UNTIL APPROPRIATE
INSPECTIONS AND TESTING HAVE BEEN COMPLETED AND APPROVED BY
THE CITY).
4. FOUR HOUR TEST OF ALL PRESSURE LINES UNDER HYDROSTATIC
PRESSURE OF 125 P.S.L, AND PROVE WATERTIGHT.
5. ALL PIPING UNDER PAVED AREAS SHALL BE TESTED FOR FOUR
HOURS UNDER HYDROSTATIC PRESSURE OF 125 P.S.I., AND PROVED
\VATERTIGHT, PRIOR TO PAVING.
6. IRRIGATION COVERAGE TEST.
7. PLACEMENT OF PLANTS, COUNT OF PLANT MATERIAL.
8-PRE-MAINTENANCE WALK-THROUGH, INCLUDING COUNT OF ALL
PLANTS, IRRIGATION HEADS, VALVES, .ETC ..
APPLICANT SHALL BE RESPONSIBLE TO ENSURE THAT THE PROJECT LANDSCAPE
CONTRACTOR AND ALL OTHER REQUIRED PARTIES PARTICIPATE IN EACH
INSPECTION (I.E., CITY STAFF, ASSOCIATIONS, ETC-). INSPECTIONS SHALL NOT
BE SCHEDULED IF THE WORK IS NOT PER PLAN. OR IS INCOMPLETE.
PRIOR TO THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY, ALL THE ABOVE

WATER MAY BE MODIFIED BY LOCAL AUTHORITY. IRRIGATING DURING PUBLIC
USE PERIODS WITH DISINFECTED TERTIARY RECLAIMED WATER SHALL BE UNDER
SUPERVISION OF THE DESIGNATED USER SUPERVISOR. IRRIGATING WITH WATER
OF A LESSER QUALITY THAN DISINFECTED TERTIARY RECLAIMED WATER SHALL

RECLAIMED WATER QUICK COUPLING VALVES SHALL BE OF A TYPE DESIGNED
FOR THE USE ON RECLAIMED WATER DISTRIBUTION SYSTEMS (SPIKES NOT
INTERCHANGEABLE WITH POTABLE WATER QUICK COUPLER SPIKES) PER

METERS SHALL BE SIZED BY THE CITY OF CARLSBAD MUNICIPAL WATER
DISTRICT.
ALL IRRIGATION PIPE SHALL BE STENCILED, COLOR-CODED (PURPLE) AND LAID
WITH WARNING TAPE PER THE CITY OF CARLSBAD MUNICIPAL WATER DISTRICT'S
RULES AND REGULATIONS.

WHEN A POTABLE WATER LINE AND RECLAIMED WATER LINE CROSS, THE
RECLAIMED LINE SHALL BE INSTALLED WITHIN A PROTECTIVE SLEEVE. THE
SLEEVE SHALL EXTEND 10 FEET FROM EACH SIDE, FROM THE CENTER LINE OF
POTABLE LINE, FOR A TOTAL OF 20 FEET.
A 10 FOOT HORIZONTAL SEPARATION BETWEEN POTABLE WATER AND
RECLAIMED WATER MAINS MUST BE MAINTAINED AT ALL TIMES. THE POTABLE
LINE MUST BE INSTALLED ABOVE THE RECLAIMED LINE.
A MINIMUM OF 12 INCHES OF VERTICAL SEPARATION BETWEEN UTILITIES MUST
BE MAINTAINED AT ALL TIMES.
DEVELOPER/CONTRACTOR SHALL CONDUCT A CROSS-CONNECTION TEST AND
COVERAGE TEST AS DIRECTED BY THE CARLSBAD MUNICIPAL WATER DISTRICT
ENGINEER AND/OR THE SAN DIEGO DEPARTMENT OF ENVIRONMENTAL HEALTH
PRIOR TO ANY USE OF RECLAIMED WATER.
QUICK COUPLING VALVES USED IN RECLAIMED WATER SYSTEMS SHALL
CONFORM TO THE FOLLOWING:
RECLAIMED WATER -QUICK COUPLING VALVES USED IN RECLAIMED
WATER SYSTEMS SHALL HAVE ACME TYPE THREADS AND PURPLE
COLORED LOCKING COVERS PERMANENTLY ATTACHED TO THE VALVE.
QUICK COUPLING VALVES SHALL BE NELSON NO. 7645.
OR APPROVED EQUAL.
THE REQUIRED CROSS-CONNECTION INSPECTION SHALL BE DONE BY EITHER
THE CARLSBAD MUNICIPAL WATER DISTRICT AND/OR THE SAN DIEGO COUNTY
DEPARTMENT OF ENVIRONMENTAL Hf.AL TH. COPIES OF INSPECTION REPORTS
WILL BE FORWARDED TO THE NON-INSPECTING PARTY.
DEVELOPER SHALL SHOW THE LOCATION OF RECLAIMED WATER SIGNS "DO NOT

AN ON-SITE USER/SUPERVISOR SHALL BE DESIGNATED IN WRITING. THIS
INDIVIDUAL SHALL BE FAMILIAR WITH PLUMBING SYSTEMS WITHIN THE
PROPERTY, WITH BASIC CONCEPTS OF BACKFLOW/CROSS-CONNECTION
PROTECTION, AND THE SPECIFIC REQUIREMENTS OF A RECLAIMED WATER

IRRIGATE BETWEEN THE HOURS OF 10:00 PM AND 6:00A.M. ONLY.
WATERING OUTSIDE THIS TIME FRAME MUST BE DONE MANUALLY WITH
QUALIFIED SUPERVISORY PERSONNEL ON SITE. NO SYSTEM SHALL AT ANY.
BE LEFT UNATTENDED DURING USE OUTSIDE THE NORMAL SCHEDULE.
IRRIGATE IN MANNER THAT WILL MINIMIZE RUN-OFF, POOLING AND PONDING
THE APPLICATION RATE SHALL NOT EXCEED THE INFILTRATION RATE OF THE
SOIL. TIMERS MUST BE ADJUSTED SO AS TO BE COMPATIBLE WITH THE LOWEST
SOIL INFILTRATION RATE PRESENT. THIS PROCEDURE MAY BE FACILITATED BY
THE EFFICIENT SCHEDULING OF THE AUTOMATIC CONTROL CLOCKS (LE.,
EMPLOYING THE REPEAT FUNCTION TO BREAK UP THE TOTAL IRRIGATION TIME
INTO CYCLES THAT WILL PROMOTE MAXIMUM SOIL ABSORPTION).
ADJUST SPRAY HEADS TO ELIMINATE OVERSPRAY ONTO AREAS NOT UNDER THE
CONTROL OF THE CUSTOMER. FOR EXAMPLE, POOL DECKS, PRIVATE PATIOS,
LOTS, STREETS AND SIDEWALKS.
MONITOR AND MAINTAIN THE SYSTEM TO MINIMIZE EQUIPMENT AND MATERIAL
FAILURE. BROKEN SPRINKLER HEADS, LEAKS, UNRELIABLE VALVES, ETC.,
SHOULD BE REPAIRED AS SOON AS THEY BECOME APPARENT.
EDUCATE ALL MAINTENANCE PERSONNEL ON A CONTINUOUS BASIS OF THE
PRESENCE OF RECLAIMED WATER. PERSONNEL MUST BE INFORMED THAT
RECLAIMED WATER IS MEANT FOR IRRIGATION PURPOSES ONLY, AND IS NOT
APPROVED FOR DRINKING PURPOSES, HAND, TOOL WASHING, ETC GIVEN THE
HIGH TURNOVER RATE OF EMPLOYEES IN THE LANDSCAPING INDUSTRY, IT IS
IMPORTANT THIS INFORMATION BE DISSEMINATED ON AN ALMOST DAILY BASIS.

The irrigation plan is drawn diagrammatically. Locate all piping and
equipment in planting areas where possible. DO NOT locate pressure
pipe in R.O.W .. Mainline drawn parallel to curbs shall be installed behind
curb according to normal installation standards.

All remote control valves shall be installed in valve boxes, one valve per
box. Locate all remote control and quick coupling valves adjacent to

Adjust all spray heads to eliminate throw onto walls, walks. windows, etc.
Install adjustable arc spray heads where necessary to assure accurate
throw.
Factory installed check valves are specified. There shall be no low-head
drainage.
' Install lawn spray heads on 4" pop-up risers. Install all shrub heads
within ID feet of pedestrian or vehicle uses on 6" pop-up risers. All
pipe must be below grade except for risers.
8 Install (1) W.C.S. "Rain-Guard" rain shut-off device per controller per
manufacturer's recommendations. Install (1) Rainbird "lntellisense-
1 OQTM" Moisture Sensor (or approved equal) per lawn valve per
manufacturer's recommendations.
9. It is the City's intent that the future source of water for irrigation will be
reclaimed water. All equipment shall be compatible with reclaimed
water. All work with reclaimed water shall comply with Carlsbad
Reclamation Rules and Regulations for Construction of Reclaimed Water
Mains (June 1991 ), as well as the City of Carlsbad Landscape Manual.
Particular care shall be taken to assure that all equipment in the
reclaimed water system shall be well marked with all the warning devices
required by the City "Alertline" or Pacific Cal pipe shall be installed.
10. If any existing hardscape or landscape indicated on the approved plans
is damaged or removed during demolition or construction, it shall be
repaired and/or replaced in kind and equivalent size per the approved
plans.
11. All work shall comply with the City of Carlsbad "Landscape Manual -
' Policies and Requirements", adopted by the City Council, October 1993,
and all other applicable standards as of the approved date of these
plans

Irrigation pipe under vehidular paving shall be installed in sch 80 PVC
sleeves (30" min. cover). Irrigation pipe under other paving shall be
installed in sch 40 PVC sleeves (18" min. cover for main line; 12" min.
cover for laterals). Controller wires located under street and other
permanent improvements shall be installed in separate PVC sleeves (sch
80; 30" min. cover under vehicular paving; sch 40 PVC, 18" min. cover
under other paving) sleeves shall be at least twice the diameter of the
pipe or wire bundle to be enclosed, with a minimum of 2" diameter size.
Metallic backed locating tape shall be installed along the sleeve. Carlsbad
Municipal Water District reclaimed water tape is required.

IRRIGATION SPECIFICATIONS
PURPOSE OF THE SPECIFICATIONS;

THE WORK OF ASSEMBLING AND INSTALLING THE SPRINKLER SYSTEMS WILL BE ACHIEVED IN AN
EFFICIENT AND SATISFACTORY MANNER ACCORDING TO THE HIGHEST WORKMAN-LIKE STANDARDS
ESTABLISHED FOR SPRINKLER INSTALLATION AND OPERATION. ALL WORK SHALL BE PER CARLSBAD
MUNICIPAL WATER DISTRICT'S "CARLSBAD RECLAMATION RULES AND REGULATIONS FOR CONSTRUCTION
OF RECLAIMED WATER MAINS,' DATED OCTOBER, 1993.
THAT THE FINISHED SYSTEMS SHALL BE COMPLETE IN EVERY RESPECT AND SHALL BE LEFT READY FOR
THE OPERATION TO THE SATISFACTION OF THE OWNER. ACCORDINGLY, THE REQUIREMENTS OF THESE
SPECIFICATIONS ARE A PART OF THE SPRINKLER SYSTEM CONTRACT
SCOPE OF WORK:

THE WORK INCLUDED IN THESE SPECIFICATIONS SHALL CONSIST OF THE FURNISHING OF ALL LABOR,
TOOLS, MATERIALS, PERMITS, APPLIANCES, TAXES AND ALL OTHER COSTS, FORESEEABLE AND
UNFORESEEABLE, AT THE TIME OF CONTRACTING NECESSARY AND APPROPRIATE FOR THE INSTALLATION
OF A SPRINKLER SYSTEM AS HEREIN SPECIFIED AND SHOV\ N ON THE ACCOMPANYING DRAWINGS.
NO DEVIATION FROM THESE SPECIFICATIONS OR FROM THE AGREEMENT OR FROM THE GENERAL
CONDITIONS IS AUTHORIZED, AND NO SUCH DEVIATION SHALL BE MADE, UNLESS THE WRITTEN
AUTHORIZATION THEREFORE, SIGNED BY THE OWNER OR DULY APPOINTED REPRESENTATIVE, HAS BEEN
OBTAINED IN ADVANCE.
Ill. GENERAL CONDITIONS:
A. EXECUTION, CORRELATION, AND INTENT OF DOCUMENTS· THE CONTRACTOR SHALL ABIDE BY AND
COMPLY WITH THE TRUE INTENT AND MEANING OF THE DRAWINGS AND SPECIFICATIONS TAKEN AS A
WHOLE AND SHALL NOT AVAIL HIMSELF TO THE DETRIMENT OF THE WORK OF ANY MANIFEST ERROR OR
OMISSION, SHOULD ANY EXIST FIGURES AND DIMENSIONS ON THE DRAWINGS FURNISHED SHALL TAKE
PRECEDENCE OVER GENERAL DRAWINGS SO FURNISHED.
B. fiJ)RVEYS PERMITS ANO REGULATION$: THE OWNER SHALL FURNISH ALL SURVEYS UNLESS OTHERWISE
SPECIFIED. PERMITS AND LICENSES NECESSARY FOR THE EXECUTION OF THE WORK, INCLUDING BUT
NOT LIMITED TO, BUILDING PERMITS FROM THE CITY OR COUNTY BUILDING DEPARTMENT AUTHORIZED
TO PERMIT THE WORK SHALL BE SECURED AND PAID FOR BY THE CONTRACTOR.
C. DRAWINGS AND VERIFICATION OF DIMENSIONS:

THE CONTRACTOR SHALL ACKNOWLEDGE THAT HE HAS VERIFIED ALL DIMENSIONS AND SHALL
INDICATE ALL DISCREPANCIES IN THE PLOT PLAN, IF ANY, ANY INDICATED DISCREPANCIES WILL BE
CHECKED IMMEDIATELY BY THE OWNER BY THE IN-FIELD MEASUREMENTS AND IF ANY
DISCREPANCY BE FOUND, THE OWNER WILL AUTHORIZE, IN WRITING, ALL NECESSARY ADDITIONS
OR DELETIONS, IF ANY.
IF THE CONTRACTOR SHOULD FAIL TO NOTIFY THE OWNER, HE SHALL IN ALL EVENTS SUPPLY ALL
ITEMS INDICATED BY THE PLOT PLAN WITHOUT RIGHT TO COMPENSATION FOR ANY NECESSARY
ADDITIONS.
D. SPACING OF SPRINKLER HEAD$ AND LOCATIONS OF VALVES AND VACUUM BREAKERS SHALL BE AS
INDICATED ON THE DRAWINGS, WITH CONSIDERATION BEING GIVEN TO PREVAILING WIND CONDITIONS.
E. CHANfil.S,: THE OWNER AND CONTRACTOR HEREBY AGREE THAT THE OWNER OR HIS REPRESENTATIVE
SHALL HAVE THE RIGHT TO MAKE MINOR CHANGES TO THE IRRIGATION SYSTEMS AND ITS LOCATIONS
WITHOUT ADDITIONAL COST TO THE OWNER.
F. EXISTING CONDITIONS: PRIOR TO SUBMISSION OF HIS BID, THE CONTRACTOR SHALL EXAMINE THE SITE
AND SATISFY HIMSELF AS TO THE CONDITIONS THEREOF.
G. SITE CONFERENCE: PRIOR TO COMMENCING WORK ON THE PROJECT, THE CONTRACTOR SHALL
ARRANGE AN ON-SITE CONFERENCE WITH THE OWNER, AND AT THIS TIME, THE CONTRACTOR SHALL LAY
OUT THE SYSTEM FOR APPROVAL THE CITY LANDSCAPE INSPECTOR SHALL ALSO ATTEND.

PROPERTY.
1. ANY EXISTING BUILDINGS, EQUIPMENT, PIPING, PIPE COVERING, ELECTRICAL SYSTEMS, SEWERS,
SIDEWALKS, ROADS, LANDSCAPING OR STRUCTURE OF ANY KIND, INCLUDING, WITHOUT
LIMITATION, DAMAGE FROM LEAKS IN THE PIPING SYSTEMS BEING INSTALLED OR HAVING BEEN
INSTALLED BY THE CONTRACTOR OR HIS AGENTS, EMPLOYEES OR SUBCONTRACTORS DURING THE
COURSE OF HIS WORK, WHETHER THROUGH NEGLIGENCE OR OTHERWISE, SHALL BE REPLACED OR
REPAIRED BY THE CONTRACTOR AT HIS OWN EXPENSE IN A MANNER SATISFACTORY TO THE
OWNER, WHICH REPAIR OR REPLACEMENT SHALL BE A CONDITION PRECEDENT TO THE OWNER'S

FURNISHING A CERTIFICATE OF INSURANCE.
PROPERTY, ETC DAMAGE RESPONSIBILITY:
1. THE CONTRACTOR IS TO PROTECT AT ALL TIMES AU EXISTING UTILITIES, STRUCTURES, TREES,
PLANTS AND OTHER FEATURES INTENDED TO REMAIN ON AND ADJACENT TO THE JOB SITE, AND TO
REPAIR OR REPLACE ANY DAMAGED ITEM IN A NEAT AND GOOD WORKMAN-LIKE MANNER DURING
AND DUE TO HIS WORK ON THE JOB; AND HE SHALL ASSUME ALL DAMAGE OR INJURY THAT MAY
RESULT TO ALL SUCH PROPERTY AND/OR TO PERSONS WHERE SUCH DAMAGE OR INJURY IS
CAUSED IN CONNECTION WITH HIS WORK, OR IS DUE TO HIS NEGLIGENCE OR TO HIS LEAVING
OPEN OR UNPROTECTED PORTIONS OF STREETS OR OTHER PROPERTY.
2. SHOULD ANY PART OF THE WORK UNDER THIS CONTRACT BE DAMAGED BY OTHER CONTRACTORS,
THE CONTRACTOR AND PARTY CAUSING SUCH DAMAGE SHALL MAKE ADJUSTMENTS BETWEEN
THEMSELVES, AND NOT WITH THE OWNER, RELATIVE TO RECONSTRUCTION OR REPAIRS AND
PAYMENT FOR SAME.
KNOWLEDGE OF SITE: IT IS ASSUMED THAT THE CONTRACTOR HAS VISITED THE SITE AND FAMILIARIZED
HIMSELF AS TO THE SITE CONDITIONS, AND SHALL HAVE VERIFIED At.L DIMENSIONS, AS WELL AS
ASCERTAINED THE MEANS OF GETTING MATERIALS INTO THE SITE, ANY OTHER FACTORS AFFECTING THE
WORK.
SEGREGATION OF COSTS: AT THE TIME OF EXECUTION OF THE CONTRACT, THE CONTRACTOR SHALL
FURNISH TO THE OFFICE OF THE OWNER, FOR THE PURPOSES OF ACCOUNTING AND SCHEDULING, A
SEGREGATED COST SCHEDULE OR BREAKDOWN OF THE CONTRACT PRICE, AS WELL AS UNIT PRICES OF
EACH COMPONENT SPECIFIED, IN A FORM SATISFACTORY TO THE OWNER. THESE SCHEDULES SHALL
ALSO BE USED AS THE BASIS IN FORMULATING THE PROGRESS PAYMENTS TO BE MADE TO THE
CONTRACTOR, AND THESE COST BREAKDOWNS SHALL BE A PART OF THE CONTRACT.
EXTRAS OR CHANGES: ANY EXTRAS OR CHANGES FROM THE CONTRACT ON THE JOB SHALL HAVE THE
PRIOR APPROVAL OF THE OWNER AND MUST BE SUBMITTED IN WRITING.
INCREASED COSTS: IF THE EXTRA OR CHANGE IS TO BE DONE AT AN INCREASED COST OVER AND ABOVE
THE CONTRACT PRICE, THE OWNER SHALL SIGN THE CONTRACTOR'S WRITTEN REQUEST FOR SUCH
ADDITIONAL FUNDS FOR EXTRA WORK PRIOR TO ACTUALLY DOING THE WORK.
SITE CONDITION: THE CONTRACTOR, IN THE COURSE OF HIS WORK, IS TO KEEP THE SITE IN A NEAT AND
TIDY CONDITION AS MUCH AS PRACTICAL SO AS NOT TO DISTURB THE NORMAL USAGE OF THE
SURROUNDING AREAS BY THE OWNER OR BY OTHERS.
SITE CLEARANCE: UPON COMPLETION OF THE WORK, THE CONTRACTOR SHALL PROPERLY CLEAN AND
TIDY SUCH WORK AND THE SURROUNDING AREA USED BY HIM, AND REMOVE ANY OR ALL EXCESS
MATERIALS, DIRT, DEBRIS FROM THE SITE, OR WILL DISPOSE OF SAME AS DIRECTED BY THE OWNER.
OWNER'S MATERIALS: DURING THE COURSE OF THE WORK. ANY MATERIALS, EQUIPMENT OR SERVICES
PROVIDED BY THE OWNER AND USED BY THE CONTRACTOR ON THE JOB, FOR SUCH MATERIALS,
EQUIPMENT AND SERVICES THE CONTRACTOR IS TO GIVE CREDIT TO THE OWNER AT THE STANDARD
CURRENT RATE FOR SUCH ITEMS. SUCH CREDIT, IF ANY, WILL APPEAR IN THE FINAL BILLING BY THE
CONTRACTOR TO THE OWNER.

GRADING: GRADE ALL AREAS BY FILLING AND/OR REMOVING SURPLUS SOIL AS NEEDED TO INSURE
PROPER GRADES AND DRAINAGE AS INDICATED ON THE PLANS. UNLESS OTHERWISE NOTED, FINISH
GRADES SHALL BE 1' BELOW PAVED AREAS.
MOISTURE CONTENT: THE SOIL SHALL NOT BE WORKED WHEN THE MOISTURE CONTENT IS SO GREAT
THAT EXCESSIVE COMPACTION WILL OCCUR, NOR SHALL IT BE SO DRY THAT DUST WILL FORM IN THE AIR

DISCOURAGE REOCCURRENCE OF THIS GROWTH, THE CONTRACTOR SHALL APPLY ONE OR MORE
TREATMENTS OF A SATISFACTORY CHEMICAL PER MANUFACTURER'S DIRECTIONS IN REGARD TO
CONCENTRATION, PLUS ALLOWANCE OF AN AMPLE PERIOD OF TIME FOR EFFECTIVE PERFORMANCE
PRIOR TO CULTIVATION. HERBICIDE APPLICATOR SHALL BE LICENSED BY THE STATE OF CALIFORNIA.

6. FERTILIZER: ON THE 45TH DAY AND THE 90TH DAY OF THE MAINTENANCE PERIOD, THE
CONTRACTOR SHALL APPLY "GAO-POWER" (5-3-1) FERTILIZER AT THE RATE OF 25 LBS. PER 1,000
SQUARE FEET.
7. AT COMPLETION OF THE MAINTENANCE PERIOD, ALL AREAS INCLUDED IN THE CONTRACT SHALL BE
CLEAN AND FREE FROM DEBRIS AND WEEDS; ALL PLANT MATERIALS SHALL BE LIVE, HEALTHY AND
FREE OF INFESTATION.
GUARANTEE AND REPLACEMENT: ALL PLANTS AND PLANTINGS SHALL BE GUARANTEED FOR 90 DAYS
FROM THE FINAL ACCEPT ANGE DATE, EXCEPT BOX SIZED SPECIMENS WHICH SHALL BE GUARANTEED
