All work shall be done in accordance with the Carlsbad Municipal Water District's "Carlsbad Reclamation Rules & Regulations for Construction of Reclaimed Water Mains" dated October 1993. 2. Drinking fountains shall be protected from spray of reclaimed water. Best management practices shall be used to minimize reclaimed water encroachment on public facilities such as picnic tables, BBQ's, playgrounds, sand tot lots, etc. 3. Best management practices shall be used to eliminate or control to the best extent possible ponding, run-off, over-spray and misting. 4. Hose bibs are strictly prohibited. 5. On-site cross-connections between reclaimed water lines and potable water lines are strictly prohibited. 6. No substitutions of pipe materials will be allowed without prior approval of the City of Carlsbad Municipal Water District. 7. All mainline pipes shall have warning tape per Carlsbad Municipal Water District's "Rules and Regulations." *8. The irrigation systems shall run between the hours of 10:00 P.M. and 6:00 A.M. the following morning (spot irrigation could be done at a different time) with qualified supervision personnel on site. · 9. Provide a minimum of at le~st 18 inches of cover over all wiring and piping. 10. Non-designated use areas shall be protected from contact with reclaimed water, whether by wind blown spray or by direct application through irrigation or other approved use. Lack of protection, whether by design, construction practice or system operation, is strictly prohibited 11. Reclaimed water quick coupling valves shall be of a type designed for the use of reclaimed water distribution systems (spikes not interchangeable with potable water quick coupler spikes,) and shall haive a special couple key per Carlsbad Municipal Water District's "Rules and Regulations." 13 Meters shall be sized by the City of Carlsbad Municipal Water District. 14 All irrigation pipe shall be stenciled, color-coded (purple) and laid with warning tape per the City of Carlsbad Municipal Water District's Rules and Regulations. 15 All potable water and reclaimed water piping shall be installed with the stenciling oriented toward the top of the trench. 16. When potable water line and reclaimed water line cross, the reclaimed line shall be installed within a protective sleeve. The sleeve st:,all extend 10 feet from each side, from the center line of potable line, for a total of 20 feet. 17 A 1 O foot horizontal separation between potable water and reclaimed water mains must be maintained at all times. The potable lines must be installed above the reclaimed line. 18 A minimum of 12 inches of vertical separation between utilities must be maintained at all times. • 19 Developer/contractor shall conduct a cross-connection test and coverage test as directed by the Carlsbad Municipal Water District Engineer or the San Diego County Depsrtment of Environmental Health prior to any use of reclaimed water. 20. Quick coupling valves used in reclaimed water systems shall conform to the following: Reclaimed Water -Quick coupling valves used in reclaimed water systems shall have ACME type threads and purple colored locking covers permanently attached to the valve. Quick coupling valves shall be Nelson No 7645. Hunter No HV1 OOA-RL-NP or approved equal 21. An annual cross connection inspection will be done by either Carlsbad Municipal Water District or San Diego County Department of Environmental Health. Copies of inspection reports will be forwarded to the non-inspecting party. • 22. Show the design and locations proposed for reclaimed wster "Do Not Drink" signs on the plans On reclaimed water systems, all appurtenances (sprinkler heads, valve boxes, etc.) shall be color-coded purple per AWWA guidelines and Section 4049.54 of the California Health and Safety Code. Copies of the designation, with contact phone numbers shall be provided to the Carlsbad Municipal Water District and/or the San Diego County Department of Environmental Health. P. but the actual signs and tags will be installed just prior to actual use of reclaimed water SIGNAGE NOTES The following guidelines for the use of reclaimed water sre to be permanently posted inside the door of each controller where they are easily visible. Place on 8-1 /2" X 11" sized sign. Color: purple background with black lettering. GUIDELINES FOR RECLAIMED WATER USE 1. Irrigate between the hours of 10 00 P.M. and 6 00 A.M. only. Watering outside this time frame must be done manually with qualified supervisory personnel on-site. No system shall at any time be left unattended during use outside the normal schedule. 2. Irrigate in a manner that will minimize run-off, pooling, and ponding. The application rate shall not exceed the infiltration rate of the soil. Timers must be adjusted so as to be compatible with the lowest soil infiltration rate present. This procedure may be facilitated by the efficient scheduling of the automatic control clocks, (i.e., employing the repeat function to break up the total irrigation time into cycles that will promote maximum soil absorption.) 3. Adjust spray heads to eliminate overspray onto areas not under the control of the customer, for example, pool decks, private patios and lots, and streets and sidewalks. 4. Monitor and maintain the system to minimize equipment and material failure. Broken sprinkler heads, leaks, unreliable valves, etc., should be repaired as soon as they become apparent. 5. Educate all maintenance personnel on a continuous basis of the presence of reclaimed water. Personnel must be informed that reclaimed water is meant for irrigation purposes only, and is not approved for drinking purposes, hand washing, cleaning of tools. etc. Given the high turnover rate of employees in the landscaping industry, it is important this this information be disseminated on an almost daily basis. The lsndscape contractor is responsible for educating each and every one of his employees. 6. Obtain prior approval of all proposed changes and modifications to any private on-site facilities. Such changes must be submitted to and approved by the District Engineering Office and designed in accordance with District standards. 7. All reclaimed water sprinkler control valves shall be tagged with identification tags. Tags shall be weatherproof plastic. 3" X 4", purple in color with the words, "Warning -reclaimed water -do not drink," imprinted on one side, and "Aviso -agua impura -no tomar." on the other side. Imprinting shall be permanent and black in color. Use tags manufactured by T. Christy Enterprises or approved equal. 8. One tag shall be attached to each valve as follows: A. Attach to valve stem directly or with plastic tie-wrap, or B. Attach to solenoid wire directly or with plastic tie-wrap, or C. Attach to valve cover with existing valve cover bolt 9. All sprinkler heads shall be identified as reclaimed water sprinkler heads. 10. Each automatic controller and its associated equipment shall be identified with a sign bearing the words. "Reclaimed water used for irrigation," in English and Spanish, with black letters 1" high on a purple background. The sign shall be placed so that it can be readily seen by any operations personnel utilizing the equipment. INSPECTION PROCEDURES 1. City Construction Inspection shall include: A. Location of pipe lines B. Trench depths. C. Required separation (horizontal and vertical). D. Pipe identification. E. Points of connection (POC's) F. Location and identification of sprinkler heads. G. Warning signs at the site and on the trucks hauling reclaimed water (if reclaimed water is used for construction.) H. An approval letter regarding the inspection of the project shall be obtained from the City and the District, and shall be forwarded to the San Diego County Department of Environmental Health prior to final inspection <1pproval. 2. District Final Inspection shall include: A. Coverage tests, after completion of the sprinkler system, to determine the adequacy of coverage on the approved use area and protection of areas not approved for receiving reclaimed water. B. Warning signs and labels. C. Quick coupling valves. D. All aspects of the irrigation conditions including windblown spray, runoff, and ponding. E. Required protection of all residential areas. F. Required protection of wells, streams, reservoirs, etc. G. Cross-connection. H. Annual Inspection shall include: I. A complete inspection which should cover parts A, B and G of the District Final Inspection. JOB NO. 96-C443 SECTION 02810 IRRIGATION SYSTEM PART 1 • GENERAL CMWD Specifications take precedence over these specifications. 1,01 SUMMARY A. The work includes all services, labor, materials, transportation and equipment necessary to perform the work indicated on the Drawings and as specified. 1.02 SUBMITTALS A. Submit a list of all Irrigation equipment to be used, manufacturer's brochures, maintenance manuals, guarantees and operating instructions for the following: 1. Automatic controller assembly 2. Rain sensing cup 3. Moisture sensors 4. Backflow preventer and wye strainer 5, Backflow preventer enclosure 6, Manual control valves 7, Quick coupling valves 8, Master control valve 9, Remote control valves 10, Sprinkler heads 11, Pipe materials and fittings 12, Solvent cement and primer 13, Control wire 14, Valve boxes 15, Trench marker tape 16. Waterproof wire connectors 17. Electrical type 1.03 GUARANTEE Furnish guarantee for a period of one 111 year from the date of final acceptance, at the conclusion of the Maintenance Period, on complete water irrigation system, including non-settling of the backfill in trenches which, if this occurs, shall be corrected, including repairs and/or replacement of any material damaged thereby or therefrom. 1.04 OBSERVATION A. In all cases where observation of the sprinkler system work is required and/or where portions of the work are specified to be performed under the direction and/or observation of the Landscape Architect, the Contractor shall notify the Landscape Architect at least three (31 working days in advance of the time such inspection and/ or direction is required. B. Observation will be required for the following parts of the work: 1. Pre-Job Meeting: Explain Landscape Architect role to Contractor, Project Manager and Joo Superintendent. City Inspector must attend and approve. 2. Irrigation Observation: Upon Installation and testing of sleeves, main lines, and lateral lines: when pipes are laid and are to be submitted to pressure tests. Do not cover any lines until they havo been observed and approve<!. City Inspector must attend and approve. 3, Irrigation Observation: Upon installation and testing of valves, quick couplers, backflow preventer devices, automatic controller and controller valves and wires. 4. Pre-Final Observation: When the sprinkler system is completed, the Contractor, in the presence of the Landscape Architect, shall perform a coverage test to determine if the coverage of water afforded the planting areas is complete and adequate. The Contractor shall furnish all materials and perform all work required to correct any inadequacies to cover, City Inspector must attend and approve. 5. Final Observation: Final observation and performance test shall be at the same time as the final observation of the landscape work, 1 .05 TESTING A, Mainline Pressure Test: All PVC mainline and fittings shall be subjected to a static pressure test from a hydraulic pump for a period of four 14) hours and shall maintain 150 PSI. Fittings shall oe allowed to set for 24 hours prior to being suojected to water, Trenches shall be left open until test has been approved, IF leaks develop, the joints shall be replaced and the test repeated until the entire system is proven water tight, All testing shall be in the presence of the Landscape Architect after 24 hours notice has been given. B, Lateral Pressure Test: Test lateral lines at 75 PSI for a minimum of one I 11 hour with an allowable loss of 5 PSI measured at the highest elevation of that portion of the system being tested, C. Retesting: Re~test as required until the system meets the requirements, During the tests, regardless of the amount of leakage, all detectable leaks are to be stopped and all defects corrected, D. Flushing and Testing: 1, After installation, lines shall be flushed with all outlets open until all foreign material, sand and dirt is removed from the lines, Flushing water shall be diverted so as not to cause ponding or to be impounded adjacent to structure, 2, Sprinkler lines shall be tested at maximum water pressure with sprinkler risers capped, No pipe, fittings or joint showing visible leakage will be acceptable, 3, Sprinklers shall be tested to ascertain that they function according to the manufacturer's data, If they do not function according to such data, they shall be replaced, 4, Automatic valves shall be adjusted so that sprinklers which they control do not throw water an buildings or into unwanted areas under maximum operating pressure and during times of normal prevailing winds, 1.06 RECORD DRAWINGS Befor•e final acceptance of work, the Landscape Contractor shall provide a record set of drawings showing the sprinkler system layout. A. Any changes in location of items or type of installations from that shown on drawings shall be so indicated on the record drawings. B. Valves shall be numbered and corresponding numoers shall be shown on the record drawings. C. All remote control valves, shut"off valves, quick coupler valves shall be located by measured dimensions, Dimensions shall be given to permanent objects and shall be to the nearest one-half foot. D, On the inside of the cover of each Automatic Controller, prepare and mount a chart showing the valves and sprinkler heads serviced by that particular Controller, All valves shall be numbered to match the operation schedule and the drawings. Only those areas controlled by that Controller shall be shown. This chart shall be a plot plan, entire or partial, showing building, walks, roads and walls, A photostatic print of this plant, redticed as necessary, color coded and legible in all details, shall be made to a size that will fit into the Controller cover. This print shall be approved by the Landscape Architect and shall be hermetically sealed by plastic, This shall then be secured to the inside of the cover, E. Immediately upon the installation of any buried or above-grade pipe or equipment, the Contractor shall indicate on the drawings the locations of said equipment. Dimensions shall be given from permanent objects such as buildings, sidewalks, curbs and driveways, 1.07 GENERAL REQUIREMENTS A. Code requirements shall be those of State and Municipal Codes and regulations locally governing this work, providing that any requirements of the Drawings and Specifications, not conflicting therewith but exceeding the Code Requirements shall govern, unless written permission to the contrary is granted by the Owner. B, Extreme care shall be exercised in excavating and working in the area due to existing utilities. Contractor shall oe responsible for damages caused by his operations. C, Connections shall be made at approximately the locations shown on the drawings. Contractor shall be responsible for minor changes caused by actual site conditions. D, Scaled dimensions are approximate. Before proceeding with any work, the Contractor shall carefully check and verify all dimensions, E. Plan locations of heads, valves, controller and pipe lines are diagrammatic and indicate the spacing and relative locations of all installations, F. All lines shall have a minimum clearance of six inches from each other and from lines of other trades. Parallel lines shall not be installed directly over one another, G, Dielectric bushings shall be used in any connections with piping of dissimilar metal materials. H, Point of connection shall be approximately as shown on drawings. Connect new underground piping and valves and provide all flanges, adapters or other necessary fittings for connection. I. Permission to shut off any existing in"use water line must be obtained 48 hours in advance, in writing, from the Owner, The Contractor shall receive instructions from the Owner as to the exact length of time of each shutoff. J. Contractor shall acquaint himself with all site conditions, K. _Contractor shall coordinate his operation with the work of other trades. L. Irrigation contractor shall maintain the system for a period of ninety (90) days after official start of Maintenance Period and shall water on a regular as needed basis to maintain plant health and vigor. PART 2 -PRODUCTS 2.01 PIPING A, Pipe sizes shown are nominal inside diameter unless otherwise noted. B. Pipe Dating: Pipe manufactured more than two years before Installation not permitted. C, Polyvinyl Chloride Pipe: 1. PVC Pressure Lines; For piping upstream of remote control valves and quick couplers. For sizes 1-1/2 inch and smaller shall be ASTM D 1784, Schedule 40, designated as PVC 1220, conforming to Commercial Standards CS256-63. All 2 inch and larger, shall be ASTM D 1784 Type 1, Grade 1, designated as PVC-1120, Class 315, conforming to commercial standards CS 256-63, 2. PVC Non-Pressure Lines (Laterals): For piping downstream of remote control valves, ASTM D 1784, Class 200, conforming to commercial standards CS 256-63. 3. Sleeve Materials: For Irrigation piping, ASTM D 1754 Schedule 40 (l•terals), Schedule 80 (main lines), conforming to commercial standards CS 256-63. 4. Identification: Furnish plastic pipe continuously and permanently marked with following information: Manufacturer's name or trade mark, size, class and type of pipe, working pressure at 73.4 F and National Sanitation Foundation (NSFI rating. D, Brass pipe shall be IPS Standard weight 125 pounds, 85% red brass, E. E, Solvent Cement: ASTM D2564 for PVC pipe and fittings, 2.03 AUTOMATIC CONTROL WIRE A, Electric wiring running from Controller to thEl automatic control valves shall be No. 14, solid, single conductor, copper wire, 4/64 in. neoprene insulation jacket, Style BR (Direct Burial) or approved equal. Color code wires to each valve, Common wire shall be white. 2,04 AUTOMATIC CONTROLLER A. Controller: Automatic controller shall be a solid state microprocessor based unit with a temporary override feature to bypass irrigation cycle for inclement weather, programmable for up to a 30 day cycle, programmable from 1 to 99 minutes in 1 minute increments, complete automatic start and shutdown, 24 volt AC 60 cycle output to valves. Controllers shall be furnished and installed complete with all water, electrical and drainage services, ready for operation, Units shall be electric, self-contained, wall , mounted and housed in a heavy duty, weatherproof, lockable cabinet. B. Any station may be repeated independently in any 24 hour period, adjustable from 1 minute to 99 minutes in one minute increments. C. Control panel shall be removable plug-in type, Clock and all working parts of controller shall be contained within one protecting cover, D. Electric Solenoid: Normally closed valves to control wiring including required fittings and accessories. E, A reduced Irrigation plan Indicating all systems and their appropriate sequenced valve shall be mounted on the inside cover of the irrigation controllers. 2.05 VALVES A, Remote Control Valves: Remote control valves shall be glass filled nylon body, diaphragm type, globe bodied, pressure rated at 200 psi, normally closed design and shall be actuated by an electric solenoid which is completely waterproof and part of the valve, The wires in the coil of the solenoid shall be enclosed in a water-tight housing and shall be rated for 24- volt, 60-cycle, AC power supply. Control valves shall be as shown on drawings and details. Valve shall be provided with adjustable flow control stem and be operable manually without electricity. 8, Ball Valves: Valve shall be conventional port, all bronze construction, 400 PSI rating with TFE seats, Ball valve shall operate freely and easily without obstructions. C. Quick Coupling Valve: 1. Quick coupler valves shall be 1 Inch size, two piece brass body with yellow locking rubber cover. 2, Quick coupler key shall be brass or bronze with a hose bibb assembly. 2.06 VALVE BOXES A. For remote control valves and ball valves: 9-1/2 inch x 16 inch x 11 inch plastic valve box with cover marked "RCV." Bolt down cover secured with stainless steel bolts, one valve per valve box, 8, For quick couplers and electrical pull boxes: 1 O inch diameter x 12 Inch plastic valve box with cover marked "Water" and "Electrical" respectively. 2.07 RAIN SENSOR A. Provide "Rain Guard" rain sensor, or approved equal, connected to automatic controller. 2.08 SPRINKLER HEADS 8, Sprinkler heads shall be as required on the drawings with patterns as indicated, 2.09 BACKFLOW PREVENTER A. Backflow Preventer: Reduced pressure principal backflow assembly shall consist of an approved brass or bronze body, brass check valves, hydraulically actuated relief valve, Inlet and discharge shutoffs and field test cocks. Vacuum relief to be separate and independent from check valve member, All nipples and other fittings to be red brass. 2.10 PRESSURE REGULATOR A. Main Pressure Regulator: Bronze body with separate bronze "Y" strainer. 300 PSI rated inlet, standard spring range of 25" 75 PSI. Regulator to be equipped with a union connection between regulator and strainer, nylon reinforced neoprene diaphragm, reversible seat washer, and renewable Monel seat. Strainer to be equipped with a Monel mesh strainer, 20 mesh. 2.11 CONCRETE FOOTINGS, THRUST AND ANCHOR BLOCKS A. Concrete for footings, thrust and anchor blocks shall be Class C concrete with a 4 inch slump and a compressive strength of 2000 psi at 28 days. 2.12 TRENCH BACKFILL A. Sand for main line backfill shall be clean washed concrete sand, free from rocks, dirt clods, sticks or other deleterious materials which may damage the pipe. B. Backfill for lateral lines and top of main line trenches shall be clean fill soil free from rocks, dirt clods, sticks or other deleterious materials which may damage the pipe. 2.13 THREAD LUBRICANTS A. Thread lubricants for plastic"to-metal threaded connections shall be non- hardening pipe dope and for plastic-to-plastic shall be Teflon ribbon type, 2.14 EQUIPMENT TO BE PROVIDED TO THE OWNER A, Contractor shall provide to the Owner: 1. Two 121 Control valve keys. 2. Two 12) wrenches for removing each different type of sprinkler heads. 3. Two (2) quick coupler keys. 4. Two (2) extra sprinkler heads of each type and size. 5. Two (2) sets of keys to open each automatic controller box. PART 3 -EXECUTION 3.01 PREPARATION A, Verify that field conditions are acceptable and are ready to receive work. B, Locations are diagrammatic and approximate only and shall be changed and adjusted as necessary, and as directed, to meet existing conditions and obtain complete water coverage, Locate and stake all work and obtain review from Landscape Architect before installation, Install and extend system as shown to carry out the intent of the drawings and specifications, C. Locate and verify locations of lines, valves and all other underground utilities and receive review from Landscape Architect before digging trenches, Protect existing utilities from damage. D. Review layout requirement with other affected work, Coordinate locations of sleeves under paving as necessary to accommodate effective and complete system. E, Beginning of installation indicates installer's acceptance of existing conditions, 3,02 INSTALLATION A. Trenching, backfill and compaction: 1. Excavate trenches, prepare subgrade and backfill to line and grade with sufficient room for pipe fittings, testing and Inspecting operations, Do not backfill until pipe system has been subjected to hydrostatic test as specified. 2. Minimum Trench Width: a. Piping 2 Inch In diameter and less: 8 inches minimum width, b. Piping larger than 2 inches in diameter: 12 inches wide. 3. Minimum Trench Depth: a. Minimum 1 B inch total cover over mains in planted areas. b. Minimum 12 inch total cover over laterals downstream from control valves in planted araas. c .. Minimum 30" cover over wire and mains in separate Sch. 80 sleeves; Minimum 24" caver over laterals in Sch. 40 sleeves. 4. Trench to accommodate grade changes and slope to drains, 5. Clearances: a. Minimum 12 inches clear from any irrigation line to lines of other trades running parallel. b. Minimum 2 inches clear from any irrigation line to lines of other trades running at 45 to 90 degrees. 6. Maintain trenches free of debris, material or obstruction that may damage pipe. 7. Trenching through areas where topsoil has been spread: Deposit topsoil on one Side of trench and subsoil on opposite side. Excess subsoil will be disposed of elsewhere, B. Subsoil shall be free of rocks over 1 inch diameter, debris and litter prior to use as backfill. 9. Repair leaks and replace defective pipe or fittings until lines meet test requirements. Do not cover lines until inspected and reviewed for tightness, quality of workmanship and materials, 10. Piping Installed parallel and directly over another line is not permitted. 11. Backfill trenches, after observation of piping, with backfill material, tamping soil around pipe and thoroughly compacting trench fills to 90 percent maximum dry density. In the event of backfill settlement, Contractor shall make repairs at no additional cost, a. Provide 6 inch sand cover over pressurized piping, Backfill trench and compact soil. Protect piping from displacement. b. Backfill for Non-Pressurized Lines: Equal to adjacent undisturbed soil, minimum 90 percent density compaction. B, Installation of Polyvinyl Chloride Pipe: 1, Because of the nature of plastic pipe and fittings, exercise caution in handling, loading and storing, to avoid damage. 2. The pipe and fittings shall be stored under cover until using and shall be transported in a vehicle with a bed long enough to allow the length of pipe to lay flat so as not to be subjected to undue bending or concentrated external load at any point. 3. Trench depth shall be as specified, from the finish grade to the top of the pipe. The bottom of the tranch shall be free of rocks, clods and other sharp- edged objects. 4. Pipe that has been dented or damaged shall be cut out and discarded. 5. Pipe ends and fittings shall be wiped with MEK or equal before welding solvent is applied, Welded joints shall be allowed to set a minimum of 15 minutes before moving or handling, Field cuts shall be beveled to remove burrs and excess before fitting and gluing together. 6. Direct Burial Control Wire Sizes: As shown and specified herein before. 2. Provide one control wire and one common ground wire to service each valve in system. As the project progresses, maintain areas in a neat manner and remove unsightly debris. Upon completion, remove all debris and containers, sweep and clean all sidewalks, asphalt and concrete areas adjacent to planting areas. 3.04 ADJUSTING A. Adjust control system to achieve time cycles required. B. Change head types as directed to prevent overspray. 3.05 GUARANTEE A. Provide written guarantee against materials defects, faults, leakage or improper operation for one year from date of substantial completion. 3.06 MAINTENANCE A. After the system has been completed and accepted, the Contractor shall instruct the Owner's authorized representatives in the operation and maintenance of the system and shall furnish three complete sets of operating and maintenance instructions. B. The three bound sets of operating and maintenance manuals are to contain complete parts lists of materials and equipment installed in the landscape irrigation system. C. If, within one year from the date of completion, settlement occurs and adjustments in pipes, valves and sprinkler heads, turf or paving is necessary, contractor shall make adjustments without extra cost to the Owner. END OF SECTION SECTION 02900 LANDSCAPING PART 1 • GENERAL 1.01 SUMMARY A. The work includes all services, labor, materiels,transportatlon and equipment necessary to perform the work indicated on the Drawings and as specified. 1.02 SUBMITTAL$ A. Contractor shall submit catalog information, manufacturer and quantities for the following: 1. All soil amendment materials 2. Pre-plant fertilizers, post-plant fertilizers and fertilizer tablets 3. Chemical herbicides 4, Staking materials 5. Jute matting 6. Perforated PVC drainpipe, filter fabric and drain grates 7. Root control devices B. Contractor shall also submit the following: 1, Representative soils analysis of samples are required. 2. Photographs of each size and species of specimen tree 24" box size and larger. 3. Listing and quantities of all plant materials to be used. 4. All plant material Pinto Tags or representative plant samples. 5. Representative sample of bark mulch. 6. Certificates, trip slips and invoices for all soil amendments, plant materials and bark mulch. 1 .03 GUARANTEES AND REPLACEMENTS A. Shrubs, vines and ground covers shall be guaranteed to remain healthy and vigorously growing for one growing season or ninety (90) days, whichever comes first. B. All trees that have been supplied and Installed under this Contract shall be guaranteed to live in a healthy condition for a period of one (1 I year from date of final acceptance of project. C. Plants found to be dead or not in a vigorous condition, or If root balls have been damaged, within the Installation, Maintenance and Guarantee Periods, shall be replaced within fourteen (141 days of notification by the Owner's Representative. Contractor shall include, at his expense, a timely written diagnosis of plant health oy a certified Arborist, should a dispute arise. Arborist's report shall indicate reason for lack of vigor, potential remedies, if any, and estimate of time required to regain vigor and specified size. D. Plants used for replacement shall be same kind and size as specified and shall be furnished, planted and fertilized as originally specified. Cost of all repair work to existing improvements damaged during replacements shall be borne by the Contractor. 1.04 SITE OBSERVATION A. Site observations herein specified shall be made by the Owner's Representative. The Contractor shall provide a minimum of three (31 days notice before Observation is required. B. Site observation will be required for the following parts of the work: 1. Pre-Job Meeting: Explain the roles of the Landscape Architect to Contractor, Project Manager and Job Superintendent. 2. Incorporation of soil conditioners and fertilizers Into the soil. 3. Application of pre-emergent herbicide. 4. Soil test after soil preparation for approval to plant. 5. Upon the completion of grading prior to planting. 6. Approval of samples of plant materials. 7. When trees and shrubs are spotted in place for planting, but before planting holes are excavated. 8. Plant installation: Check size of planting holes and backfill mix. 9. Pre"final observation after planting, and all other indicated or specified work has been completed. Upon completion of work, Contractor shall notify the Landscape Architect for final site review, at which time the Contractor shall be present. Any assumed or existing variance or omission shall be noted at this time, and the Contractor shall stipulate when and how he will rectify said variance. When these changes, If any, have been carried out and the areas of work have been cleaned, acceptance and written approval shall establish beginning of the Maintenance Period. 10. Maintenance observation after thirty (301 days to coincide with fertilizer application. 11. Final Observation at the completion of the ninety (901 day Maintenance Period. This observation shall establish the beginning date for the one ·(1) year guarantee of all trees. C. Acceptance: Upon completion of the Final Ooservation and the work of · this section, the Contractor will be notified In writing: (1 l whether the work is acceptable; (21 of any requirements necessary for completion and acceptance. D. The Contractor or the Contractor's authorized representative shall be on the site at the time of each observation. 1 .05 MAINTENANCE A. Tha Maintenance Period begins on the first day after all landscape Irrigation work on this project Is complete, checked, accepted and written approval from the Owner's Representative is givan to begin the Malntanance Period and shall continue thereafter for no less than ninety (90) continuous calendar days, 13. The Contractor shall continuously maintain all Involved areas of the Contract during the progress of the work and during the Maintenance Period until the Final Acceptance of the work. C. Regular planting maintenance operations shall begin Immediately after each plant is planted. Plants shall be kept in a healthy, growing condition and in a visually pleasing appearance by watering, pruning, trimming, edging, fertilizing, restaklng, pest and disease controlling, spraying, weeding, cleaning up and any other necessary operation of maintenance. Landscape areas shall be kept free of weeds, noxious grass and all other undesired vegetative growth and debris. All plants found to be dead or in an impaired condition shall be replaced within fourteen ( 14) days. Maintenance operations shall also include: 1. Filling and replanting of any low areas which may cause standing water. 2. Adjusting of sprinkler head height and watering pattern. 3. Filling and recompaction of eroded areas. 4. Weekly removal of trash, litter, clippings and foreign debris. 5. Fertilizer application as specified. 6. Weekly monitoring of tree stand pipes with regular removal of excess water. D. The Contract completion data of the Contract Maintenance Period will be extended when, in the opinion of the Owner's Representative, improper maintenance and/or possible poor or unhealthy condition of planted material Is evident at the termination of the scheduled Maintenance Period. The Contractor shall be responsible for additional maintenance of the work at no change In price until all of the work is completed and acceptable. E. Protection: The Contractor shall provide protection of all planting areas against traffic or other damage. Damaged areas shall be repaired immediately by the Contractor. F. Irrigation Watering: Watering will be required when soil moisture is below optimum level for best plant growth or when ordered by the Owner's Representative or Owner. Hand watering may be required when high or hot wind conditions exist. G. Inspection: Plants shall be inspected by the Contractor at least twice per week and needed maintenance shall be performed promptly. H. Acceptance: At conclusion of maintenance period an observation shall be made by the Owner's Representative and Owner, or authorized representatives, to determine the acceptability of work, including maintenance. The Contractor will be notified by the Owner's Representative of all deficiencies revealed by the observation before acceptance. Owner must accept all maintained areas, in writing, prior to end of maintenance period. 1.06 SEQUENCING AND SCHEDULING A. Coordinate the work of this Section with installation of underground Irrigation system utilities, piping and watering heads. 1 .07 GENERAL REQUIREMENTS A. The term "Planting Area" shall mean a_ll areas to be planted with trees, shrubs and ground covers. B. Actual planting shall be performed during those periods when weather and soil conditions are suitable in accordance with locally accepted horticultural practices. C. All rock and other growth or debris accumulated during the duration of the project shall be removed from the site. D. Prior to excavation for planting or placing of plant materials, locate all underground utility lines still in use and take proper precautions to avoid damage to such improvements. In the event of a conflict between such lines and plant locations, notify the Owner's Representative who shall arrange for the relocation of one or the other. The Contractor assumes all responsibility for making any and all repairs for damages from work as herein specified. E. Grading and soil preparation work shall be performed only during the period when beneficial and optimum results may be obtained. If the moisture content of the soil should reach such a level that working it would destroy soil structure, spreading grading operations shall be suspended until the moisture content is increased or reduced to acceptable levels and the desired results ~re likely to be obtained. F. All scaled dimensions are approximate. Before proceeding with any work, carefully check and verify all dimensions and Immediately inform the Owner's Representative of any discrepancy between the drawings and/or specifications and actual conditions. · G. Quantities for plant materials are shown for convenience only, and not guaranteed. Check and verify count and supply sufficient number to fulfill intent of drawings. Notify Owner's Representative of discrepancies between quantities end symbols shown prior to installation. H. Adequately stake, barricade and protect all irrigation equipment, manholes, utility lines and other existing property during all phases of the soil amending and grading operation. I. Shrub and Tree Samples: Typical samples, three each of all varieties and sizes (5 gallon and under -shrubs, 15 gallon and under -trees) of all plant materials shall be submitted for inspection approval at the site a minimum of fifteen 1151 days prior to planting operations. Approved samples shall remain on the site and shall be maintained by the Contractor as standards of comparison for plant materials to be furnished. Samples will be incorporated Into the work. J. Rejection and Substitution: All plants not conforming to the requirements herein specified shall be considered defective and such plants, whether In place or not, shall be marked as rejected and be immediately removed from the site of the work and replaced with acceptable plant materials. The plant materials shall meet all applicable inspections required by law, All plants shall be of the species, variety, size, age, flower color and condition as specified herein and/or as indicated on the Drawings. Under no condition will there be any substitution of plant species, variety or reduced sizes for those listed on the accompanying Drawings, except with the written consent of the Owner's Representative. K. All utilities (water and electricity) used during the installation of the landscaping and Irrigation systems for this project shall be paid for by the Contractor. During the ninety (90) day Maintenance Period, the Owner shall be responsible for the payment of the utilities. 1.08 INVOICING OF PLANT MATERIAL AND SOIL PREPARATION AND SOIL PREPARATION CONFORMANCE TEST A. After installation of plant materials but prior to the pre-maintenance Inspection, the Owner's Representative, with the heretofore specified signed copies of the required certificates, trip slips and invoices for the plant materials and related items, shall invoice such material comparing the total area and/or the amounts specified. If the minimum amounts have not bean furnished, the Owner's Representative will require the installation of additional materials to fulfill the minimum requirements specified. B. Upon delivery of materials and/or completion of all soil conditioning and grading, but prior to initiating planting operations, the Owner's Representative with the heretofore specified signed copies of required certificates, trip slips and invoices for soil preparation materials, shall invoice such material comparing the total quantities of each material furnished against the total area to each operation. If the minimum rates of application have not been met, the Owner's Representative will require the distribution of additional quantities of these materials to fulfill the minimum application requirements specified. C. A sample of the soil amendments shall be delivered to the Owner's Representative within fifteen (15) days after recording of the Contract for submittal to a testing laboratory. Labeling: Materials shall be clearly labeled as to species and variety. All patented plants (cultivar} shall be delivered with a proper plant patent attached. D. Quality and size of all plants shall be of No. 1, of Pinto Tag stock. They shall be vigorous, of normal growth, free from disease, insects, insect eggs and/or exceed the measurements specified. Pinto Tags must be submitted to the Owner's Representative. Tree trunks shall be sturdy and well "hardened off", self-supporting, Plants shall have well-developed branch systems, vigorous and fibrous root systems, not root or container bound. E. H. Protection: Plants shall be handled, stored and maintained to prevent drying out, wind burn, wilting or root or stem damage. Evidence of these conditions will be grounds for plant replacement. I. Plants shall be subject to inspection and approval or rejection at the project site at any time before or during the progress of work for size, variety, condition, latent defects and injuries. Rejected plants shall be removed from the project site immediately. J. Substitutions will not be permitted except that if proof is submitted that any plant specified is not obtainable, a proposal will be considered for use of the nearest equivalent size or variety and cost. All substitutions subject to Owner's Representative's written approval. K. Quantities shall be furnished as needed to complete work as shown on Drawings. L. The Owner's Representative reserves the right to inspect root condition of any species, particularly those grown from seed, and if found defective, to reject the plants represented by the defective sample. M. Identify plant species or varieties correctly on legible weather-proof labels attached securely to the job site. There shall be a minimum of one labeled plant for each five plants in a lot. N. Pre-emergence herbicide shall be Surflan, Treflan, Dymid or approved equal. 0. Weed contact spray shall be Phytar 560, Broadside, Round-Up or approved equal. 2.05 BARK MULCH A. Bark mulch shall be a mixture of pine and fir bark with some cambium wood allowed. Particle size shall be 1 /B" to 1" in size. Bark mulch shall be "Organic Ground cover" as supplied by A-1 Soils or approved equal. Submit sample to City Inspector for approval prior to delivery to site 2.06 JUTE MATTING A. Jute matting shall be of hemp material which is heavy jute mesh of a uniform plain open weave of unbleached single jute yarn averaging 130 pounds per spindle of 14,400 yards. The yarn shall be of loosely twisted construction having an average twist of not less than 1.6 turns per Inch and shall not vary in thickness of more than 1/2 its normal diameter. The jute mesh shall be furnished in approximately 90 pound roll strips. Submit sample to City Inspector for approval prior to delivery to site. 2.07 TREE STAND PIPES A. Tree stand pipes shall 'be 4 inches rigid, [jlerforated PVC pipe wrapped with filter fabric and placed upright in augured hole surrounded with gravel; one per tree. Keep stand pipe free of gravel to facilitate monitoring of water level at bottom of pit and cover with black plastic. 2.08 FILTER FABRIC A. Filter fabric at tree stand pipes shall be non-woven polypropylene with a weight of 4. 5 ounces per square yard, grab strength of 120 pounds, tensile elongation of 55%, burst strength of 210 PSI, tear strength of 50 pounds and puncture •Strength of 70 pounds. 2.Qg ROOT BARRIERS A. Biological root control device as manufactured by Biobarrler: 1-800-352- 6776, or approved equal. Width shall be 19.5 Inches. PART 3 -EXECUTION 3.01 PREPARATION A. Beginning of installation indicates Contractor's acceptance of existing conditions. B. Clearing and Grubbing: Prior to tillage operations, vegetation growth shall be grubbed, raked and cleared from the site. The ground surface shall be cleared of material which might hinder grading, tillage, planting and maintenanc·e operations and be disposed of off-site. 3.02 SOIL CONDITIONING, FERTILIZING AND ROTOTILLING A. The following site-specific soil amendments are recommended In the Report by Agri Service dated May 5, 1996. Turf and Groundcover Areas Apply the following to each 1,000 square feet of soil: 1. 100 pounds Agricultural gypsum; 2. 4 yards well-composted organic product. Till in to a depth of 6 to 8 inches and irrigate thoroughly after application, with 4 to 6 inches of water using intermittent ponding, After leaching, apply the following to each 1,000 feet of soil: 1. 20 pounds 15-15-15 fertilizer. Backfill for Shrubs and Trees Add the following to each cubic yard of backfill consisting of 3 parts native soil and 1 part well composted organic material. Less organic compost may be used If the container plants are in mineral soils. Mix thoroughly before backfilling holes: 1. 15 pounds Gro Power Plus or equivalent. 2. 4 pounds Agricultural gypsum. B. Soil Preparation Procedure for all Landscaped Areas: 1. After landscape areas have been graded, compacted and sloped to drain in conformance with the Civil Engineer's plan, Contractor shall accept the areas for landscape soil preparation. 2. Areas that have not been graded and will be planted shall be thoroughly irrigated for a minimum of two weeks or until weeds germinate and vigorous weed growth is evident. Apply contact herbicide per manufacturer's specifications. Repeat process if required by Owner's Representative until weed kill is achieved. 3, All areas shall be deep ripped to a depth of 12 inches and all rocks 1 inch or larger shall be removed from the top 8 inches of soil. The thoroughness of rock removal shall be approved by the Owner's Representative prior to incorporation of amendments. Adequate replacement soil shall be imported to equal volume of rock removed. (See Topsoil Specification}. 4. Incorporate Agricultural Gypsum and soil sulfur to a depth of 8-12 inches. 5, Deep Water Leaching: Due to the type of soil In the site, it is mandatory that soils be leached and that the soil be re-tested for suitability prior to incorporating nutritional amendments. All areas shall be leached two times to a depth of 8 inches each time. Soil test must be approved by an approved, reputable soil laboratory and meet the following requirements prior to planting: ECe -maximum 3. 1 pH -maximum 7.50 -minimum 6.00 6. Approved labs for soil testing are: Agrl Service Soll and Plant Lab, 2142- B Industrial Court, Vista, CA 92083, (619) 727-5451; Soil and Plant Laboratory, 421 South Lyon Street, Santa Ana, CA 92107. 7. Reapplication of soil amendment and leaching shall be required by the Contractor If tests show a negative result. Expense of test, reapplication of soil amendment and leaching operation shall be borne by the Contractor. 8. Add nutritional amendments to a depth of 6 inches. The thoroughness and completeness of the rototllling and incorporation of the soil conditioners/amendments shall be directed by the Owner's Representative and acceptable to the City. Slopes 2:1 and steeper, or as per the Drawings, omit soil conditioner application of tilling. 9. Deep water leaching shall be done prior to the application of pre-plant fertilizer, 10, Grades: Planting areas which have been soil conditioned and/or graded shall be maintained in a true and even condition prior to planting. Contractor shall include repairs to previously graded areas, if disruption of these areas should occur prior to end of Maintenance Period. 11. Settling of Soil: When grading, deep ripping, top soiling, addition of soil conditioning and tilling have been accomplished, areas shall be compacted and settled by heavy irrigation to a minimum depth of 12 Inches without causing erosion or sloughing of soils. Soil tests will be required after leaching to assure conformance to soil test results. 12. Final Grading of Planting Areas: Planting areas shall be free of rocks larger than 1 Inch with no more than 5% by volume of rocks smaller than 1 inch. All depressions, voids, erosion, settled trenches and excavations shall be filled with amended soil and/or removed by the Contractor leaving a smooth, even finish grade. Final grade shall be established to the Clvll Engineer's specifications and the following directives: a. Grade shall ensure positive drainage of site, directing surface drainage toward curbs, gutters, swales and drains; away from building foundations, free of irregularities and depressions. A minimum of 2% drainage away from buildings shall be maintained. b, Molding and rounding of grades shall be provided at all changes in slope. Blend slopes Into level areas. c, Grades shall be 1 inch below adjacent paved areas and sidewalks and flush with valve boxes, mowing strips, clean-outs, drains, manholes, etc. 13. No planting shall be installed until approval has been given by the Owner's Representative. C. Care shall be taken that the rate of application of water does not cause erosion or sloughing of soils. D. All depressions, voids, erosion sears and settled trenches generated t,y the deep watering shall be filled with conditioned topsoil and brought to finish grade. 3.03 FINISH GRADING A. Finish grades shall be indicated on Civil Engineer's drawing. B. Finish grades shall be measured as the final water compacted and settled surface grades and shall be within + /-0.1 foot of the spot elevations and grade lines indicated. C. Finish grades shall be measured at the top surface of surface materials. D. Molding and rounding of the grades shall be provided at all changes in slope. E. All undulations and Irregularities In the planting surfaces resulting from tillage, rototilling and all other operations shall be leveled and floated out before planting operations are initiated. F. The Contractor shall take every precaution to protect and avoid damage to sprinkler heads, irrigation lines and other underground utilities during his grading and conditioning operations. G. Final finish grades shall insure positive drainage of the site with all surface drainage away from buildings, walls and toward roadways, drains and catch basins. H. Final grades shall be acceptable to the Owner's Representative before planting operations will be allowed to begin. I. Planting surfaces shall be graded with no less than 2 percent surface slope for positive drainage. 3.04 PLANTING A. The layout of locations for plants and outlines of ground cover to be planted shall be approved on the site by the Landscape Architect prior to planting. All such locations shall be checked for possible interference with existing underground piping prior to excavation of holes. If underground construction or utility lines are encountered in the excavation of planting areas, other locations for the planting may be selected by the Landscape Architect. Damage to existing utllltles shall be the responsibility of the Contractor. B. Planting Trees and Shrubs: 1. All excavated holes shall have vertical sides with roughened surfaces and shall be of the minimum sizes Indicated on drawings. Holes shall be, in all cases, large enough to permit handling and planting without injury or breakage of root balls or roots. 2. Excavation shall Include the stripping and staking of all acceptable soil encountered within the areas to be excavated for plant pits and planting beds. Protect all areas that are to be trucked over and upon which soil Is to be tElmporarily stacked pending its reuse for the filling of holes, pits and beds. 3. Remove nursery stakes and ties from all container stock. Maintain side growth on all trees. 4. Loosen roots and soil at edges of root ball of plant being Installed and mix with native soil. 5. Excess soil generated from the planting holes shall be spread on the site as directed by the Owner's Representative. 6. Plants In can containers shall have the cans opened by cutting vertically on opposite sides of each can with nursery can openers, tin snips or other approved instruments for this purpose. All used cans shall be removed to the storage area or from the site daily. 7. The plants shall be planted at approved locations with the heretofore specified conditioner and soil planting backfill. B. The plants shall be placed In the planting pits on the backfill material which has been hand-tamped and water settled to the root ball base levels prior to the placement of the plants. After setting the plants, the remaining backfill material shall be carefully tamped and settled around each root ball to fill all voids. 9. Each tree and shrub shall be placed in the center of the hole and shall be set plumb and held rigidly in position until the planting back fill has been tamped from around each root ball. 10, All plants shall be set at such a level that after settling they bear the same relationship to the surrounding finish grades as they bore to the soil line grade in the container, unless otherwise noted. 11. No plant will be accepted if the root ball is broken or cracked, either before, during or after the process of installation. 12. All plants shall be thoroughly watered into the full depth of each planting hole immediately after planting. 13. All trees 15 gallon and larger shall be staked with two wood stakes, driven Into the ground. The stakes shall be driven in plumb and secure. Special care shall be taken that the driving In of the stakes does not damage the tree root ball. Tree ties shall be fastened to each tree and stake by looping figure eights with the inside diameter of the tie at two or three times the diameter of the tree and by tacking the back of the tie to the stake (See Detailed Drawings). 14. The staking method shall be accomplished In such a manner as to Insure the proper and healthy growth and the safety of the plants, property and public. 15. Plants shall not be placed within 12 inches of sprinkler heads. 16. Shrubs shown in plant areas shall be under-planted with ground cover shown by adjacent symbol to within 12 inches of main plant stem. 17. The Contractor shall be responsible for all surface and subsurface drainage required which may affect his guarantee of the treas, shrubs and vines. 18. Pruning of trees or shrubs before or after planting shall be performed only at the direction of the Landscape Architect. Pruning shall be performed only to remove dead, diseased or otherwise damaged limbs or branches. 19. All trees 24 inches box and larger shall be spotted in place prior to digging of the hole. 3.05 TREE STANDPIPES A. Install PVC standpipe at all trees. Wrap standpipes with filter fabric and cap standpipe with plastic drain grate, spot glue to pipe to reduce vandalism. Backfill around standpipe with gravel. Do not fill pipe with gravel. 3.06 FREE ZONE A. Contractor shall Install a planting and irrigation "Free Zone" at the base of all buildings to minimize water contact with the building. 3.07 HERBICIDE APPLICATION A. Pre-emergence herbicide shall be applied to ground cover areas only and in accordance with manufacturer's specifications. Owner's Representative shall be notified and present at the time of application. 3.08 BARK MULCH A. Install a 3 inch layer of bark mulch in all shrub and ground cover areas. Do not install on slope areas 3: 1 or greater. 3.09 JUTE MATTING A. Install on all slope areas 3: 1 or greater as per manufacturer's instructions. 3.10 ROOT BARRIER A. Install root barriers for all trees within six 16) feet of paving. Install root barrier along the edge of paving for a distance of ten ( 1 O) feet In each direction from the tree for a total of twenty (20) feet per tree. Where trees are closer than twenty feet apart a single continuous piece of root barrier shall be used. Overlap root barrier a minimum of twelve (12) inches at splices. 3.11 CLEAN-UP A. As project progresses, Contractor shall maintain all areas in a neat manner and remove unsightly debris as necessary. After completion of project, Contractor shall remove all debris and containers used in accomplishing work.
