This memorandum provides an update on the transition activities with Allied Waste Systems,
Inc. dba Republic Services of San Diego (Republic) to provide trash, recycling and organics
services to the city's residential and commercial customers.
Background
On June 30, 2022, the city's solid waste management franchise agreement with Coast Waste
Management, Inc. (Waste Management) for collection and recycling processing will expire. On
April 6, 2021, the City Council adopted Resolution No. 2021-075, approving the city's new
hauling agreement with Republic, which will go into effect on July 1, 2022.
This new franchise agreement was developed to ensure compliance with recent solid waste
legislation from the State of California. One new service to be provided includes food waste
recycling. Commercial customers and multi-family complexes will receive bundled waste service
for trash, recycling and organics. This is much like the existing residential service, in which
separate trash, recycling and organics containers will be provided to customers. Also, kitchen
caddies will be provided to all residential customers to collect and transfer food scraps from the
kitchen to the organics bin.
Discussion
City staff are working closely with Republic staff to ensure transition from Waste Management
to Republic is as smooth as possible and with minimal disruption of services to the community.
Below are some of the transition activities that have been completed to date or are ongoing:
• . Transition kick-off meeting with Waste Management, Republic and city staff
• Development of a Republic Transition Plan with action items and target dates
• Monthly meetings with the Republic leadership team and city staff to review the
transition plan and discuss any progress
• Bi-weekly meetings with the Republic Municipal Administrator and city staff with
updates and progress report-outs such as:

o Procurement of trucks by Republic
o Samples of residential carts in new colors for the entire container: blue for
recycling, gray for trash and green for organics waste
o Hiring of recycling coordinators by Republic to provide outreach to city
businesses
o Customer service by Republic will include a new phone number and website for
city services
• Transition stakeholder meetings included:
Next Steps
o Kick-off meeting with the city's Communications Department to discuss
development of a citywide communications plan and city staff roles
o Kick-off meeting with the city's Finance Department's Billing Division to discuss
transfer of city billing responsibilities to Republic
o Waste Management Operations' review of current service routes to transition to
Republic
o Waste Management Municipal Relations' review of customer data and billing
information and development of frequently asked questions and answers
Staff will continue.to work collaboratively with Republic to ensure a smooth transition of solid
waste services. Staff will continue to provide updates to the City Council during the transition
period, including an update from Republic in January 2022.
