RECLAIMED WATER NOTES
1. All wort< shall be done In accordance wtlh the Carlsbad Munlclpal Water Distrtcts "Carlsbad
Reclamation· Rules & Regulations for Construction of Reclaimed Water Mains", dated October, 1993.
2. Olinklng fountains shall be protected !tom spray of reclaimed water. Best management practices
shall be used to minimize reclaimed water encroachment on public facilities such as picnic tables,
BBQ's, playgrounds, sand tot lots. etc.
3. Best management practices snail be used to eliminate or control to the best extent possible ponding,
run-off, over spray and misting,.
4. Hose bibs are strictly prohibited.
5. On-site cross connections between reclaimed water lines and potable water lines Is strictly prohibited.
6. No substitution of pipe materials wlll be allowed without prtor approval of the City of Carlsbad
Municipal Water Dlsttict.
7. All on-site plpes shall have warning tape per Cerlsbad Municipal Water Dlstrtct Rules and
Regulations.
B. The Irrigation system shaN run between the hours of 10:00 p.m. and e:oo a.m. the following morning
(spot irrigation could be done at a different time with quaNfied supervision personnel on site).
9. Pro\llde a minimum of at least 18' of co-over all wlrtng and piping.
1 O. Non-designated use areas shaU be protected !tom contact with reclaimed water, whether by
wind blown spray or by direct application through Irrigation or other use. Laci< of protection, whether
by design, construction pra::t,ce, or system operation, is strictly prohibited.
11. Irrigation heads shall be relocated or adjusted to prevent over-spraying on sidewalks, streets, and
non-destgnated use areas,
12. Reclaimed water quick coupling valves shal be a type designed for the use on reclaimed water
distribution systems (spikes not Interchangeable with potable water quick coupler spikes) per
Carlsbad Municipal watar District Rules and Regulations.
13. Meters shall be sized by the City of Carlsbad Municipal Water District.
14. All Irrigation pipes shall be stanclled with the warning: 'Non-potable" or "Reclaimed Water", color-
coded (purple) and tald with warning tape and stenciling oriented toward the top of the trench per the
Carlsbad Municipal Water Dlstrtct Rules and Regulations.
15. 'All potable water and reclaimed water piping shall be Installed wtlh the stenciling ortented toward the
top oflhe trench.
16. When potable water lne and reclaimed water Nne cross, the reclaimed line shall be Installed within a
protective sleeve, the sleeve shall extend 10' from each side, from the center line of potable line, for a
total of 20'.
17. A 1 O' horizontal separation between potable water and reclaimed water mains must be maintained at
all times. The potable lines must be Installed above the reclaimed line.
18. A minimum of 12' of vertical se,paratlon between utlltles must be maintained at all times. * 19. Developer/Contractor shall conduct a cross-connection test and coverage test as directed by the
Carlsbad Munieipal Water District Engineer or the San Diego County Department of Environmental
Health prior to any use of reclaimed water.
20. Quiel< coupling valves used In reclaimed water systems shall conform to the following: quick co~pllng
valves used in reclaimed water systems shall have ACME type threads and purple colored locking
covars permanently attached tot he valve. Quick coupling valves shall be Nelson No. 7645, Hunter
No. HV1 OOA-RL-NP or approved equal.
21. The required cross-connecilon Inspection shall be done by either the Carlsbad Municipal Water
Dlslrtct and/or the San Diego County Department of Environmental Health. Coples of inspection
reports will be foiwarded to the non-Inspecting party.
22. Developer shall show the location of R.C. signs 'Do Not Drink' on these plans.
23. An on-site user/supervisor shall be designated In wrtting. This lndl\lldual shall be familiar wNh
plumbing systems within the property, with the basic concepts of backftow/cross connection
protection, and the speciftc requirements of a reclaimed water system. Copies of the designation,
with contact phone numbers shall be pro~ed to the San Diego County Department of Environmental
Health and Certsbad Municipal Water District.

24. Show all public and prtvate potable -mains on Improvement plans.
~• Items 8, 19, & 23 shall be required just prtor to the actual use of reclaimed water.
-""'• Item 22 the signage sh~II be a part of this L.P. but the actual signs and lags will be instelled just
prior to actual use of reclaimed water.
25. On reclaimed water systems, all appurtenances (sprtnkler heads, valve boxes, etc.) shall be color-
coded purple per AWNA guidelines and Section 4049.54 of the California Health and Safely Code.
SIGNAGE NOTES
The following guidelines for the use of reclaimed water are to be permanently posted Inside the door of
each controller where they are easily visible, place on 8 ½' x 11' sized sign, color purple background,
with black lettering.
Guidelines for reclaimed water use:
1. Irrigate between the hours >f 10:00 p/m/ and 8:00 a.m. only. Watertng outside the time frame must be
done manually with quallfled supervisory personnel on-site, no system shall at any lime be left
unattended during use outside the nonnal schedule.
2. Irrigate In a manner that wll minimize run-off, pooling, and ponding. The application rate shall nnt
exceed the lnfltlratlon rate of the soil.
Time(s must be adjusted so as to be compatible with the lowest soll lnflltratlon rate present. This
procedure may be facllltated by the efficient scheduling of the automatic control clocks, Q.e.
employing the repeat function to break up the total i'rigatlon lime into cycles that will promote
maximum soil absorption).
3. Adjust spray heads to eliminate overapray onto areas not under the control of the customer. For
example, pool decks, private patios and lots, and streets and sidewalks.
4. Monitor and maintain the system to minimize equipment and matertal failure, broken sprtnkler heads,
leaks, unreliable valves, etc. shouk:I be repaired as soon as they become apparent.
5. Educate all maintenance personnel on a continuous basis of the presence of reclaimed water.
Personnel must be infonned that reclaimed water is meant for Irrigation purposes only, and is not
approved for drinking purposes, hand washing, cleaning of tools, etc .. Given the high turnover rate of
employees In the landscap,, industry, It is important this Information be disseminated on an almost
daily basis. It If you, the Landscape Contractor who Is responsible for educating each and every one
of your employees.
e. Obtain prtor approval of all proposed changes and modlllcatlons to any prtvate on-site facllltles. Such
changes must be submitted to and approved by the District Engineering Office end designed In
accordance with district standards.
7. All reclaimed water sprtnkler control valves shal be tagged with ldentlllcalion tags.
a. Tags shall be weat~erproof plastic 3" x 4", purple In color, with the words "Warning
Reclaimed Water-De Not Drink" imprinted on one side, and ·Avlso -Agua Impure -No
Tomer" on the other side. Imprinting shall be pennanent and black in color, use tag as
manufactured by T. Christy Enterprises or approved equal,
b. One tag shall be atteched to each valve as folows:
1. Attach to valve stem directly or with plastic lie wrap, or:
2. Attach to solenoid wire directly or with plastic tie-wrap, or:
3. Attach to valve cover with existing valve co-bolt.
a. AH sprinkler heads shall be ldentitled as reclaimed water sprinkler heads.
9. Each automatic controller and Its associated equipment shaU be Identified wtlh a sign bearing the
words "Reclaimed Water Used for Irrigation" in English and Spanish, with black letters 1' high on a
purple background. The sign shall be placed so that It can be readily seen by any operations
personnel utilizing the equipment.

INSPECTION PROCEDURES
1. City construction Inspection shall Include:
a. Location of pipe lines.
b. Trench depths.
c. Required separation (horizontally and vertically).
d. Pipe ldenlltlcallons.
e. Points of connection (POC's)
f. Location and Identification of sprtnkler heads.
g. Warning signs at the sfte and on the trucks haulng reclaimed water (If reclaimed water Is
used for construction).
h. An approval letter regarding the Inspection of the proejct shall be obtained from the City and
the Distrtct, and be forwarded to the County Health Department prior to final inspection
approval.
2. Dlstrtct final inspection shall Include:
a. Coverage tests, after completion of the sprinkler system to determine the adequacy of
coverage on the approved use area and protection of areas not approved for receiving
reclaimed water.
b. Warning signs and labels.
c. Quick coupling valves.
d. All aspects of the irrigation conditions Including wtndblown spray, runoff, and ponding .
e. Required protection of all residential areas.
f. Required protection of wels, streams, reservoirs, etc.
g. Cross-connection.
3. Annual inspection shall Include:
a. A complete inspection which should cover parts "A", "B~ and "G' of the District final
inspection.
