City Council Legislative Subcommittee
Meeting Minutes
September 14, 2021 – 9:00 a.m.
CALL TO ORDER & ROLL CALL
Mayor Hall called the meeting to order and all Subcommittee members (Mayor Matt Hall and Council
Member Teresa Acosta) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie
McMahon, Assistant City Attorney, were also present.
PUBLIC COMMENT

SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS
None.
NEW BUSINESS
Item 1. Approval of Minutes
Recommendation: Approve the minutes of the August 17, 2021, Subcommittee meeting.
Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall
seconded the motion. The item passed unanimously.
Item 2. State & Federal Legislative Reports
Recommendation: Receive updates from representatives of U.S. Congressman Mike
Levin, State Senator Patricia Bates and State Assemblymember Tasha Boerner Horvath,
and provide feedback.
Kyle Krahel from Congressman Mike Levin’s office gave an update on the Congressman’s
legislative priorities on the national level. Glenn McDonell from Assemblymember Tasha Boerner
Horvath’s office gave an update on her legislative bills now that the session has ended. AB 341
and AB 803 have been signed. AB 66, AB 335, AB 1215 and AB 122 have been forwarded to the
Governor for signature. Two-year bills in the process to continue in next session are AB 50, AB
113 and AB 1153.
Item 3. Legislative Update and Advocacy Report
Recommendation: Receive an update on state and federal legislative and budget activity
and recent and ongoing advocacy efforts, and provide feedback to staff. Discuss and
determine the Subcommittee’s recommended advocacy positions on high-priority bills.
Sharon Gonsalves from Renne Public Policy Group, state lobbyists, gave an update on critical
dates, new vaccine mandate efforts and the current status of Carlsbad priority bills.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
None.

Mayor Hall adjourned the duly noticed meeting at 9:58 am
