1. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CARLSBAD MUNICIPAL
WATER DISTRICT'S 'CARLSBAD RULES AND REGULATIONS FOR CONSTRUCTION OF
RECLAIMED WATER MAINS' DATED OCTOBER 1993
2. DRINKING FOUNTAINS SHALL BE PROTECTED FROM SPRAY OF RECLAIMED
WATER BEST MANAGEMENT PRACTICES SHALL BE USED TO MINIMIZE RECLAIMED
WATER ENCROACHMENT ON PUBLIC FACILITIES SUCH AS PICNIC TABLES, BBQ'S,
PLAYGROUNDS, SAND TOT LOTS, ETC
3. BEST MANAGEMENT PRACTICES SHALL BE USED TO ELIMINATE OR CONTROL TO
THE BEST EXTENT POSSIBLE PONDING. RUN-OFF, OVER-SPRAY AND MISTING.
4. HOSE BIBS ARE STRICTLY PROHIBITED.
5 ON SITE CROSS-CONNECTIONS BETWEEN RECLAIMED WATER LINES AND POT-
ABLE WATER LINES IS STRICTLY PROHIBITED.
6. NO SUBSTITUTION OF PIPE MATERIALS WILL BE ALLOWED WITHOUT PRIOR
APPROVAL BY THE CARLSBAD MUNICIPAL WATER DISTRICT.
7. ALL MAINLINE PIPES SHALL HAVE WARNING TAPE PER CARLSBAD MUNICIPAL
WATER DISTRICT'S RULES AND REGULATIONS.
*8 THE IRRIGATION SYSTEMS SHALL BE RUN BETWEEN THE HOURS OF 10 00 PM.
AND 6.00 A.M. THE FOLLOWING MORNING. SPOT IRRIGATION COULD BE DONE AT A
DIFFERENT TIME WITH QUALIFIED SUPERVISION PERSONNEL ON SITE.
9. PROVIDE A MINIMUM OF AT LEAST 18 INCHES OF COVER OVER ALL WIRING AND
PIPING.
10. NON-DESIGNATED USE AREAS SHALL BE PROTECTED FROM CONTACT WITH
RECLAIMED WATER, WHETHER BY WINDBLOWN SPRAY OR BY DIRECT APPLICATION
THROUGH IRRIGATION OR OTHER USE. LACK OF PROTECTION. WHETHER BY
DESIGN, CONSTRUCTION PRACTICE OR SYSTEM OPERATION, IS STRICTLY
PROHIBITED.
11. IRRIGATION HEADS SHALL BE RELOCATED OR ADJUSTED TO PREVENT OVER-
SPRAYING SIDEWALKS. STREETS AND NON-DESIGNATED USE AREAS.
12. RECLAIMED WATER QUICK COUPLING VALVES SHALL BE OF A TYPE DESIGNED
FOR THE USE ON RECLAIMED WATER DISTRIBUTION SYSTEMS (SPIKES NOT
INTERCHANGEABLE WITH POTABLE WATER QUICK COUPLING SPIKES) PER
CARLSBAD MUNICIPAL WATER DISTRICT'S RULES AND REGULATIONS.
13 METERS SHALL BE SIZED BY THE CARLSBAD MUNICIPAL WATER DISTRICT.
14 ALL IRRIGATION PIPE SHALL BE STENCILED WITH THE WARNING "NON POTABLE
WATER" OR 'RECLAIMED WATER", COLOR CODED (PURPLE) AND LAID WITH WARNING
TAPE AND STENCILING ORIENTED TOWARD THE TOP OF THE TRENCH PER
CARLSBAD MUNICIPAL WATER DISTRICT'S RULES AND REGULATIONS.
15. ALL POTABLE WATER AND RECLAIMED WATER PIPING SHALL BE INSTALLED
WITH THE STENCILING ORIENTED TOWARD THE TOP OF THE TRENCH
16 WHEN A POTABLE WATER LINE AND RECLAIMED WATER LINE CROSS, THE
RECLAIMED WATER LINE SHALL BE INSTALLED WITHIN A PROTECTIVE SLEEVE. THE
SLEEVE SHALL EXTEND 10 FEET FROM EACH SIDE, FROM THE CENTER LINE OF
POTABLE WATER LINE, FOR A TOTAL OF 20 FEET.
17. A 10 FOOT HORIZONTAL SEPARATION BETWEEN POTABLE WATER AND
RECLAIMED WATER MAINS MUST BE MAINTAINED AT ALL TIMES. THE POTABLE LINE
MUST BE INSTALLED ABOVE THE RECLAIMED WATER LINE.
18. A MINIMUM OF 12 INCHES OF VERTICAL SEPARATION BETWEEN UTILITIES MUST
BE MAINTAINED AT ALL TIMES.
•19 DEVELOPER/CONTRACTOR SHALL CONDUCT A CROSS-CONNECTION TEST AND
COVERAGE TEST AS DIRECTED BY THE CARLSBAD MUNICIPAL WATER DISTRICT
AND/OR THE SAN DIEGO COUNTY DEPARTMENT OF ENVIRONMENTAL HEALTH PRIOR
TO ANY USE OF RECLAIMED WATER.
20. QUICK COUPLING VALVES USED IN RECLAIMED WATER SYSTEMS SHALL
CONFORM TO THE FOLLOWING:
RECLAIMED WATER QUICK COUPLING VALVES USED IN RECLAIMED WATER
SYSTEMS SHALL HAVE ACME TYPE THREADS (SPIKES NOT INTERCHANGEABLE
WITH POTABLE WATER QUICK COUPLER SPIKES) AND PURPLE COLORED
LOCKING COVERS PERMANENTLY ATTACHED TO THE VALVE. QUICK
COUPLING VALVES SHALL BE NELSON #7645, HUNTER #HV100A-RL-NP OR
APPROVED EQUAL.
21 THE REQUIRED CROSS CONNECTION INSPECTION SHALL BE DONE BY EITHER
THE CARLSBAD MUNICIPAL WATER DISTRICT AND/OR THE SAN DIEGO COUNTY
DEPARTMENT OF ENVIRONMENTAL HEALTH. COPIES OF INSPECTION REPORTS WILL
BE FORWARDED TO THE NON-INSPECTING PARTY.
•22 DEVELOPER SHALL SHOW THE LOCATION OF RECLAIMED WATER SIGNS "00
NOT DRINK' ON THESE PLANS
•23 AN ON-SITE USER/SUPERVISOR SHALL BE DESIGNATED IN WRITING. THIS
INDIVIDUAL SHALL BE FAMILIAR WITH PLUMBING SYSTEMS WITHIN THE PROPERTY,
WITH THE BASIC CONCEPTS OF BACKFLOW/CROSS·CONNECTION PROTECTION. AND

I. GUIDELINES FOR RECLAIMED WATER USE:
1. IRRIGATE BETWEEN THE HOURS OF 10:00 P.M. AND 6:00 A.M ONLY.
WATERING OUTSIDE THIS TIME FRAME MUST BE DONE MANUALLY WITH
QUALIFIED SUPERVISORY PERSONNEL ON SITE NO SYSTEM SHALL AT ANY
TIME BE LEFT UNATTENDED DURING USE OUTSIDE THE NORMAL SCHEDULE.
2 IRRIGATE IN A MANNER THAT WILL MINIMIZE RUN OFF, POOLING, AND
PONDING. THE APPLICATION RATE SHALL NOT EXCEED THE INFILTRATION
RATE OF THE SOIL. TIMERS MUST BE ADJUSTED SO AS TO BE COMPATIBLE
WITH THE LOWEST SOIL INFILTRATION RATE PRESENT. THIS PROCEDURE
MAY BE FACILITATED BY THE EFFICIENT SCHEDULING OF THE AUTOMATIC
CONTROL CLOCKS, i.e. EMPLOYING THE REPEAT FUNCTION TO BREAK UP THE
TOTAL IRRIGATION TIME INTO CYCLES THAT WILL PROMOTE MAXIMUM SOIL
ABSORPTION
3. ADJUST SPRAY HEADS TO ELIMINATE OVER-SPRAY ONTO AREAS NOT
UNDER THE CONTROL OF THE CUSTOMER FOR EXAMPLE, POOL DECKS,
PRIVATE PATIOS AND LOTS, AND STREETS AND SIDEWALKS.
4. MONITOR AND MAINTAIN THE SYSTEM TO MINIMIZE EQUIPMENT AND
MATERIAL FAILURE. BROKEN SPRINKLER HEADS, LEAKS. UNRELIABLE
VALVES, ETC. SHOULD BE REPAIRED AS SOON AS THEY BECOME APPARENT
5 EDUCATE ALL MAINTENANCE PERSONNEL ON A CONTINUOUS BASIS ON
THE ON THE PRESENCE OF RECLAIMED WATER PERSONNEL MUST BE
INFORMED THAT RECLAIMED WATER IS MEANT FOR IRRIGATION PURPOSES
ONLY, AND IS NOT APPROVED FOR DRINKING PURPOSES, HAND, TOOL
WASHING, ETC. GIVEN THE HIGH TURNOVER RATE OF EMPLOYEES IN THE
LANDSCAPING INDUSTRY, IT IS IMPORTANT THIS INFORMATION BE
DISSEMINATED ON AN ALMOST DAILY BASIS. IT IS YOU, THE LANDSCAPE
CONTRACTOR, WHO IS RESPONSIBLE FOR EDUCATING EACH AND EVERY ONE
OF YOUR EMPLOYEES.
6. OBTAIN PRIOR APPROVAL OF ALL PROPOSED CHANGES AND

BE REPLACED OR REPAIRED BY THE CONTRACTOR AT HIS OWN
EXPENSE IN A MANNER SATISFACTORY TO THE OWNER, WHICH
REPAIR OR REPLACEMENT SHALL BE A CONDITION PRECEDENT TO
THE OWNER'S OBLIGATION TO MAKE FINAL PAYMENT UNDER THE
CONTRACT.
2. THE CONTRACTOR SHALL ALSO BE RESPONSIBLE FOR DAMAGE TO
ANY WORK COVERED BY THESE SPECIFICATIONS BEFORE FINAL
ACCEPTANCE OF THE WORK. HE SHALL SECURELY COVER ALL
OPENINGS INTO THE SYSTEMS AND COVER ALL APPARATUS,
EQUIPMENT AND APPLIANCES, BOTH BEFORE AND AFTER BEING SET
IN PLACE, TO PREVENT OBSTRUCTIONS IN THE PIPES AND THE
BREAKAGE, MISUSE OR DISFIGUREMENT OF THE APPARATUS,
EQUIPMENT OR APPLIANCE.
3. THE CONTRACTOR SHALL FURNISH A CERTIFICATE OF INSURANCE
ACCEPTABLE TO THE OWNER.
ACCESS TO INSPECVON TESTING AND APPROVAL OF WORK'
1. CLOSING IN UNINSPECTED WORK: THE CONTRACTOR SHALL NOT

THE NECESSARY INSPECTION BY THE OWNER.
2. REINSPECTION OR TESTING OF WORK UNAPPROVED OR WORK
FAILING INITIAL TESTING OR INSPECTION: WORK WHICH FAILS ·
INITIAL INSPECTION OR TESTING SHALL BE REINSPECTED OR
RETESTED. CONTRACTOR WILL PAY FOR ANY ADDITIONAL TRIPS
FOR REINSPECTION OR RETESTING AT THE RATE OF $35.00 PER

II. SCOPE OF WORK

AND ALL OTHER COSTS, FORESEEABLE AND UNFORESEEABLE, AT THE TIME OF

LANDSCAPING AS HEREIN SPECIFIED AND SHOWN ON THE ACCOMPANYING
DRAWINGS.

CONTRACTOR'S CALIFORNIA STATE LICENSE OR CERTIFICATE FOR THE TYPE OF
WORK LISTED, E.G., THE LANDSCAPE CONTRACTOR'S LICENSE NO. C-27, AND A
CITY LICENSE.
E. INSURANCE COVERAGE· THE CONTRACTOR SHALL CARRY ALL NECESSARY
COMPENSATION AND LIABILITY INSURANCE TO COVER HIS WORKMEN AND WORK
TO FULLY PROTECT THE OWNER FROM ANY POSSIBLE DAMAGE SUITOR LIEN ON
THE OWNER'S PROPERTY IN THE COURSE OF THE WORK BY THE CONTRACTOR,
AND WILL SHOW THE OWNER SUCH EVIDENCE OF ABOVE INDICATED INSURANCE

SITE AND FAMILIARIZED HIMSELF AS TO THE SITE CONDITIONS, AND SHALL HAVE
VERIFIED ALL DIMENSIONS, AS WELL AS ASCERTAINED THE MEANS OF GETTING
MATERIALS INTO THE SITE, ANY OTHER FACTORS AFFECTING THE WORK.
H. SEGREGATION OF COSTS: AT THE TIME OF EXECUTION OF THE CONTRACT, THE
CONTRACTOR SHALL FURNISH TO THE OFFICE OF THE OWNER, FOR THE
PURPOSES OF ACCOUNTING ANO SCHEDULING, A SEGREGATED COST
SCHEDULE OR BREAKDOWN OF THE CONTRACT PRICE, AS WELL AS UNIT PRICES
OF EACH COMPONENT SPECIFIED, IN A FORM SATISFACTORY TO THE OWNER.
THESE SCHEDULES SHALL ALSO BE USED AS THE BASIS IN FORMULA TING THE
PROGRESS PAYMENTS TO BE MADE TO THE CONTRACTOR, AND THESE COST
BREAKDOWNS SHALL BE A PART OF THE CONTRACT.
EXTRAS OR CHANGES: ANY EXTRAS OR CHANGES FROM THE CONTRACT ON THE
JOB SHALL HAVE THE PRIOR APPROVAL OF THE OWNER AND MUST BE
SUBMITTED IN WRITING.
J. INCREASED COSTS· IF THE EXTRA OR CHANGE IS TO BE DONE AT AN INCREASED
COST OVER AND ABOVE THE CONTRACT PRICE, THE OWNER SHALL SIGN THE
CONTRACTOR'S WRITTEN REQUEST FOR SUCH ADDITIONAL FUNDS FOR EXTRA

L SITE CLEARANCE· UPON COMPLETION OF THE WORK, THE CONTRACTOR SHALL
PROPERLY CLEAN AND TIDY SUCH WORK AND THE SURROUNDING AREA USED
BY HIM, AND REMOVE ANY OR ALL EXCESS MATERIALS, DIRT, DEBRIS FROM THE
SITE, OR WILL DISPOSE OF SAME AS DIRECTED BY THE OWNER.
M. OWNER'S MATERIALS; DURING THE COURSE OF THE WORK, ANY MATERIALS,
EQUIPMENT OR SERVICES PROVIDED BY THE OWNER AND USED BY THE
CONTRACTOR ON THE JOB, FOR SUCH MATERIALS, EQUIPMENT AND SERVICES
THE CONTRACTOR IS TO GIVE CREDIT TO THE OWNER AT THE STANDARD
CURRENT RATE FOR SUCH ITEMS. SUCH CREDIT, IF ANY, WILL APPEAR IN THE
FINAL BILILING BY THE CONTRACTOR TO THE OWNER.
SPECIAL CONDITIONS
A. GRADING: GRADE ALL AREAS BY FILLING AND/OR REMOVING SURPLUS SOIL AS
NEEDED TO INSURE PROPER GRADES AND DRAINAGE AS INDICATED ON THE
PLANS. UNLESS OTHERWISE NOTED, FINISH GRADES SHALL BE 1" BELOW PAVED

B. MOISTURE CONTENT;· THE SOIL SHALL NOT BE WORKED WHEN THE MOISTURE
CONTENT IS SO GREAT THAT EXCESSIVE COMPACTION WILL OCCUR, NOR SHALL

WEEDING, ROLLING, MOWING, INSECT AND PEST CONTROL, RESEEDING,
CULTIVATING, SPRAYING, MULCHING, TRIMMING, EDGING AND/OR ANY
OTHER OPERATIONS NECESSARY FOR PROPER CARE ANO UPKEEP FOR
THE PERIOD OF NINETY (90) CALENDAR DAYS AFTER AFOREMENTIONED
APPROVAL, EXCEPT THAT THE MAINTENANCE PERIOD SHALL BE
EXTENDED TO INCLUDE THE TIME NECESSARY TO MEET THE
REQUIREMENTS FOR COMPLETION OF THE MAINTENANCE PERIOD HEREIN

ALL PLANT MATERIALS WHICH, FOR ANY REASON, DIES OR IS DAMAGED
WHILE UNDER HIS CARE REPLACEMENT SHALIL BE MADE WITH PLANTS AS
INDICATED OR SPECIFIED FOR THE ORIGINAL PLANTING.
6. FERTILIZER: ON THE 45TH DAY AND THE 90TH DAY OF THE MAINTENANCE
PERIOD, THE CONTRACTOR SHALL APPLY "GAO-POWER" (5-3-1) FERTILIZER
AT THE RATE OF 25 LBS. PER 1,000 SQUARE FEET.
7. AT COMPLETION OF THE MAINTENANCE PERIOD, ALL AREAS INCLUDED IN
THE CONTRACT SHALL BE CLEAN AND FREE FROM DEBRIS AND WEEDS
