This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 2002 NEC. The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. Specify on the Title Sheet of the plans the gross floor area of each element of this project, including dwelling, garage, garage conversion and balcony. Section 106.3.3. 3. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2001 editions of the California Building/Plumbing/Mechanical Codes and the 2004 edition of the California Electrical Code, which adopt the 1997 USC, 2000 UMC, 2000 UPC and the 2002 NEC. 4. Note locations of permanently wired smoke detectors with battery backup: a) Inside each bedroom. b) Centrally located in corridor or area giving access to sleeping rooms. c) On each story. d) When sleeping rooms are upstairs, at the upper level in close proximity to the stair. e) In rooms adjacent to hallways serving bedrooms, when such rooms have a ceiling height 24 inches or more above the ceiling height in the hallway. NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit. Section 310.9.1. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided per the above, except that smoke detectors added at existing construction need only be battery powered. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Panels in swinging doors. If the proposed French doors contain glass please show these doors to be tempered. b) Sliding glass doors. The proposed 6068 sliding glass door. 7. Guardrails (Section 509.1 ): a) Shall be installed at balconies or porches more than 30" above grade or floor below. b) Shall have a height of 36". c) Shall be detailed showing adequacy of connections to resist the horizontal force prescribed in Table 16-B. d) Openings between railings shall be less than 4". Please provide this information for the proposed balcony (flower display area). 8. Please expand the information for the pool accessories proposed to be stored in the garage conversion. Is the pool heater to be relocated to this area? 9. Please detail on the plans how the existing garage door will be in-filled. How will the sill plate of the new wall be 6 inches above grade? Is a new curb to be constructed etc.? 10. Is the 6068 sliding glass door shown at the back of the proposed utility room new or existing. If this is a new opening how will this wall line resist wind and seismic lateral forces? 11. Note on plans that wood shall be 6" minimum above finish grade. Section 1806.1. 12. Show foundation sills to be pressure treated, or equal. Section 2306.4. 13. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section 1806.6.1: a) The minimum nominal anchor bolt diameter shall be 5/8-inch (for Seismic Zone 4 only). Note: This will require a minimum distance from the ends of sill plates to be 4-3/8" (and a maximum of 12"). b) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt. 14. Show on the plans a GFCI wall receptacle adjacent to each lavatory in the bathroom. NEC Art. 210-52(d). 18. Show on the plan that ground-fault circuit-interrupter protection complies with NEC Art. 210-8, which reads as follows: All 125-volt, single-phase, 15-and 20-ampere receptacles installed in bathrooms, garages and the proposed utility room. 19.
