Minute Motion Regarding Supporting Non-Profit Organizations

Discuss the minute motion originally assigned to the Ad Hoc Economic Revitalization Subcommittee and
provide direction
Discussion:
Based on the April 27, 2021 City Council motion directing staff to return to the City Council with
information for a discussion on supporting non-profit organizations. Currently, Council Policy 51
describes how the city may provide funding for community activities. At the August 16, 2021 Economic
Development Subcommittee meeting, committee members discussed options for supporting non-profit
organizations and whether Council Policy 51 provided the necessary structure to engage in support
activities. The committee provided-guidance that prior to proposing any new types of grant or other
support programs, Council Policy 51 should be thoroughly evaluated.
Based on the subcommittee discussion, on September 14, staff from all relevant departments met to
discuss programs contained within Council Policy 51 and determine whether there are any gaps in
support mech.anisms for Carlsbad non-profit organizations. Staff had consensus that the programs
contained within Council Policy 51 provide a broad ability to support new and ongoing initiatives of non-
profit organizations. However, those programs have not received funding since 2016. Should those
programs be funded, the city would then be able to utilize them more effectively and be proactive in
how the city can support non-profit organizations.
This item provides the opportunity for further subcommittee discussion and potential comments and
recommendations on whether the city should refer funding of programs contained within Council Policy
51 to the budget process.
Next Steps:
Staff will continue to monitor support opportunities and requests for non-profit organizations and will
return to the committee should any new developments or options emerge. Options for funding
programs contained within Council Policy 51 will be referred to the budget process.
Fiscal Impact:
Funding of programs contained within Council Policy 51 would have a fiscal impact on the City's general
fund. If the subcommittee recommends funding those programs, staff will develop a fiscal impact
estimate for any new programs and include in the budget process.
