This memorandum is to notify City Council that the city has extended its contract with Engineering
Solutions Services by two years to provide professional grant writing services. The term of the
extended Agreement runs through October 2, 2023, in an amount not to exceed one hundred
thousand dollars ($100,000) per Agreement year.
Background
After conducting a thorough review and ranking of the six proposals received in response to Request
for Proposals No. 19-11, and after interviewing the two top-ranked firms that responded to the
solicitation, the city executed an agreement with Engineering Solutions Services on October 2, 2019.
The initial Agreement was effective for a two-year term and allows for the City Manager to amend
the Agreement to extend it for up to two additional two-year periods. The total fee payable for the
services to be performed are not to exceed one hundred thousand dollars ($100,000) per
Agreement year.
Discussion
To date, the city has spent a total of $73,232 for grant writing services provided by Engineering
Solutions Services. Approximately $21,915 was spent during the first year of the Agreement and
$51,317 was spent during the second year.
Over the Agreement's initial two-year term, Engineering Solutions Services, has assisted the city in
obtaining the following grants for a total of $657,600:
1. Carlsbad Boulevard Pedestrian Crossing Enhancements -Mid Block Crossing Carlsbad
Boulevard between Mountain View Drive and Cypress Avenue for $189,700.
2. Carlsbad Boulevard Pedestrian Crossing Enhancements -Five Intersections: Carlsbad
Boulevard at Oak Avenue, Carlsbad Boulevard at Sycamore Avenue, Carlsbad Boulevard at
Maple Avenue, Carlsbad Boulevard at Cherry Avenue, and Carlsbad Boulevard at Hemlock
Avenue for $467,900.

Engineering Solutions Services also assisted the city in obtaining a low-interest loan from the State
Water Resources Control Board's Clean Water State Revolving Loan Fund in the amount of
$4,601,000 for the city's sewer system SCADA project.
Furthermore, Engineering Solutions Services prepared several funding proposals seeking Federal
Community Project Funds, resulting in an allocation of $5,000,000 being requested by Congressman
Mike Levin and included in the U.S. House of Representatives' Fiscal Year 2022 Transportation,
Housing and Urban Development Funding Bill. Final approval of this funding is currently pending
approval by the U.S. Senate and ultimately, signature by the President of the United States.
Next Steps
City staff will continue to work with Engineering Solutions Services to actively identify, secure and
manage grant funding for city projects and programs.
