Subject: Mapping Workshop Recap and Next Steps
Recommended Action
Receive a presentation from National Demographics Corporation regarding the mapping
workshop and the next steps in the redistricting process.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

Final California adjusted census data shows that the current
Carlsbad map is not balanced Ideal population is
per district -28,738
District 1: -3346
District 2: +1600
District 3: +1600
District 4: +147

Mapping workshops were focused on use of the mapping tools and
how the public can use them to share maps and/or thoughts about
communities of interest
However, through dialogue in the workshops, some feedback was
shared by members of the public including:
All districts having a piece of the coastline is good.
Can we incorporate 4 quadrants concept in the map?
Using the core of the current map and just adjusting for
population is better than starting over. The last map was done
well.
We should keep school districts all in one City Council district.

The Process Going Forward

Maps are submitted through DistrictR and Maptitude, emailed to redistricting@carlsbad.gov or dropped off at the City Clerk’s Office
City’s demographer reviews every map. The Independent Redistricting Commission will also receive all maps that are submitted.
The city will post all reviewed maps to the redistricting website: carlsbadca.gov/districts

Public Hearing #2 –November 13th
Continue to focus on communities of interest and general feedback
Public Hearing #3 –January 13th
Present maps for the Commission and public to review
January Commission meeting –January 27th
More opportunity for the Commission to review and provide feedback on
maps before the final public hearing
