Recommended Action
Receive a staff presentation regarding public input received from Sept. 9 through Oct. 23,
including responses to a community survey administered by the city.
Discussion
As part of the redistricting process, staff is actively seeing input from the community to assist
the Independent Redistricting Commission in understanding the community’s needs, values and
priorities related to communities of interest and district boundaries.
On Sept. 7, the city launched a survey asking the community for information about
communities of interest, which are communities that should stay together for the purpose of
electing a City Council member, starting with the November 2022 election. The city received
151 responses through Oct. 16. The summary report and complete responses are included as
Exhibit 1
The city also received feedback via some of the communication channels the city has
established, including the project’s email address, redistricting@carlsbadca.gov, and on the
city’s social media channels. These are included as Exhibit 2.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.

City of Carlsbad Redistricting Survey Summary Report
Redistricting is the process of redrawing the boundaries of election districts, including local election districts such as city councils, school boards, county boards of supervisors, and more. Local governments must redistrict at least once every 10 years, based on federal census data, to reflect changes in population and to ensure that all districts have about the same number of residents of voting age.
As part of the redistricting process, the City of Carlsbad collected input about communities of interest, which are communities that should stay together for the purpose of electing a City Council member, starting with the November 2022 election. On Sept. 7, the city launched a survey asking the community for feedback about communities of interest and the current City Council district boundaries.
Survey promotion
The survey was promoted by several methods, including:
•Emails to the project’s interested stakeholders list and the city’s general distribution list
•A news release posted to the city’s website
•Posts on the city’s social media accounts, including Facebook, Instagram and Twitter
•Paid ads on Facebook
•A post on Nextdoor
•Information posted to the city’s Redistricting page and Public Input page
•Information shared at four virtual information sessions held in August and September2021
The city’s consultant, Novoa Communications, also promoted the survey through targeted outreach to Spanish-speaking residents by the following methods:
•Information shared at two Hispanic Heritage events
•Handouts posted and shared through the Learning Center
•Pop-up outreach events at Jefferson Elementary and Buena Vista Elementary
•Handout shared to Spanish-speaking Carlsbad Unified School District parents throughPeachJar
Responses
The city received 151 responses through Oct. 16. The following is a list of observed trends from the survey responses. The complete responses by each respondent are available in Appendix 1.
About the findings By providing a way for the public to provide input at a time that is convenient to them, decision makers can hear from a larger and more diverse group of community members. Respondents

were asked to disclose where they live, and the system prevented more than two responses per computer IP address (a computer’s unique address). However, unlike a scientific survey, the findings of this process cannot be generalized to the entire Carlsbad population within a defined level of confidence. That’s why the input in this report should be considered with a similar weight as other qualitative forms of feedback that have always been part of the city’s decision-making process, such as comments made at City Council meeting or emails sent to the city expressing an opinion. Many people in our community grew up in Carlsbad when it really was a small town and they don't like to see the ugly increases in density. Carlsbad
residents voted to cap the build out of the City in order to maintain a high quality of life for all residents throughout the City. Currently the Carlsbad City
government just bends over to State affordable housing mandates rather than pushing back. When will State affordable housing mandates result in Carlsbad
open space being developed for affordable housing?
The current boundaries, essentially horizontal dissections of the City, have made a mess of Districts 1 and 2. All of the area of the City west of El Camino
Real and north of Agua Hedionda Lagoon should be in the same district. District 2 looks like a gigantic puzzle piece and appears to have been intentionally
drawn to include as many areas of high interest as possible, such as: the power plant, the strawberry fields, Palomar Airport, and the largest area of currently
undeveloped land in Carlsbad east of El Camino Real and north of Palomar Airport Road. Also District 2 currently is the only district that includes portions of
land from all four quadrants of the City.
The obvious boundaries for four districts in Carlsbad are the intersection of El Camino Real and Palomar Airport Road. I am aware that over 60% of the
population of Carlsbad lives south of Palomar Airport Road, but the current quadrant system, as well as, facilities districts, should be used as much as
possible when defining future district boundaries. This will ensure more consolidated districts that keep a greater number of neighborhoods (communities of
interest) in the same district rather than dividing neighborhoods between two or more districts.

Walking for exercise, dog walking, trail running, sharing gardening ideas, maintaining community character with open space, trees, safe and quiet streets,
with no retail, commercial, or apartments nearby.
Lake Calavera to the east, The Shoppes at Carlsbad Mall to the north, Agua Hedionda Lagoon to the south, El Camino Real to the west. it is important to
remember when redistricting that El Camino Real serves all communities along the its corridor, east and west of it.
The neighbors I spoke with believe what is most important to our suburban neighborhood is to keep it single family zoned, the way it was when we decided
to make our investment in this part of Carlsbad. Everyone agrees that "urbanization" of this area would not be appropriate, beneficial, or environmentally
friendly for anyone.
I would extend District 2 west to El Camino Real to include the area north of Chestnut up to Marron Road.

homeowners, party bias, age, etc. Please be fair and not political this time. Carlsbad deserves better than that.

The gentrification of the Hispanic community and the changing cityscape of downtown killed this community. Carlsbad is
starting to look like an extension of Orange County.

Many seniors live in District 2 and would enjoy activities and events within the District and closer to
home at the Community Center on Glasgow.
We are a mixture of young families and retired seniors with some living independently. The large
district 2 includes industry and small businesses.
District 2 is the largest of the areas meandering from freeway 78 to coastline to eastern city
boundaries. It includes the controversial airport.
As a single senior there is little for me in District 2 that is social or health/exercise related specifically for
seniors.
The boundaries have no meaning for me except in voting.
Perhaps the airport should overlap into two districts.

Kids go to same schools - Hope Elementary, etc. We walk around (hilly) neighborhood, need to negotiate the east-west part of Carlsbad Village Drive, which
does not divide us, but rather unites us as a common feature running through. We can walk to Village H, Dog Park and Hidden Canyon Park. We can easily
attend events at Calavera Hills Community Park. Most residents are owners. Homes are all about same age, same place in life (vis a vis remodeling,
reroofing, maintenance).
Lagoons as boundaries make sense. Other nature preserves should also be viewed as candidate boundaries.
I wouldn't split up Spinnaker Point. I would put the apartments north of Marron and east of El Camino Real into District 1, which has apartments right across
the street from them. They are far removed from the rest of D2 by the preserve to their east. I would put neighborhoods west of El Camino Real and north of
Tamarack into District 1. And south of Tamarack down to Cannon should maybe be in D1, too, so that D1 includes neighborhoods north of the inflow into
Aqua Hedionda. The part of District 2 that sits south of Palomar Airport Road and west of El Camino Real is so removed from the rest of D2, it seems out of
place, especially since so much business/industrial land sits between it and the rest of the district.

Important to the community is burring the rail lines from Tamarack north to provide greater west, south and eastern access opportunities out of the Barrio to

All connect to the ocean and most border our inland neighbor cities.

Not much, seems totally haphazard to me. I would assume 3 and 4 were designed to keep some sort of incumbent in power, or some sort of state-mandated
ratio or metric. Community or neighborhood doesn't seem to have played much if any role in the design.
I would split the city into four squares, and not gerrymander it like it currently is. Southwest, Southeast, Northwest, Northeast. RSF, Olivenhain, Stagecoach -
they have nothing to do with Ponto. Think about the difference between Avenida Encinas Ralphs vs. the RSF Vons. Totally different communities, why are they
the same? Yet what's different between "beach north of Poinsettia to Palomar Airport Road" and "beach south of Poinsettia"? Nothing.

My community residents are here because we want to live near the beach every day!!!....NOT just like tourists who are here for 3 -7 days. We pay high rent
and taxes for where we reside. Making the entire area south of the village to Tamarack into tourist accommodations only leads to NO respect to Carlsbad as
a quaint village; not to mention a "community of full time permanent residents" who appreciate and keep the area safe and quiet who respect and love the
area we STRIVE AND WORK HARD TO AFFORD TO LIVE IN. Tourists DO NOT honor signs of "what/who is allowed on the seawall", keeping the beach/
village clean. THE POLICE CONTOL SEEMS TO BE LESS when tourist do not RESPECT OR OBEY LAWS. IF WE HAD POLICE GIVING TICKETS TO ALL
DRIVERS WHO GO THROUGH THE YELLOW FLASHING PEDESTRIAN LIGHTS ON THE COAST HWY THE CITY WOUD HAVE A WINDFALL OF

Old Carlsbad… it is the area where water was first tapped from underground. The community of Carlsbad grew around this location on Carlsbad Blvd..
Highland Drive used to be the eastern boundary of the new town of Carlsbad.
The Pacific Ocean is the western boundary. Buena Vista Lagoon is the northern boundary. El Camino Real is the eastern boundary. Agua Hediona Lagoon is
the southern boundary.
Schools bring our community together… we have several public and private schools within our boundaries, from pre school up to Carlsbad High School.
Churches bring our community together… the oldest churches in the city are within our boundaries (St. Michael, St Patrick, etc.). The beach brings our
community together. Activities such as book clubs, walking groups, bike groups, volleyball, surfing, swimming, kayaking bring our community together. The
Farmer’s Market on State Street in our village brings us together every week, along with good restaurants and shops.
For our District 1, three of the boundaries are generally dictated by water (ocean and lagoons). So they seem natural, comfortable.
Based on the land mass of the other 3 districts, District 1 seems much smaller. But if the districts are based on the populations of people living there, perhaps
District 1 is comparable. If not, it might be a good idea to incorporate more land east of El Camino Real into our district to make it of similar size
geographically.

Going to the beach (S Ponto), Batiquitos Lagoon, even having La Costa Resort in spa in backyard.
South La Costa (to differentiate between La Costa north of the golf course). However, jokingly I would call it “Basically encinitas.” Most of our social lives,
shopping, etc. takes place in Encinitas. our kids are in then encinitas Union school district. I also tell people driving to me (people in SD) that I live in South La
Costa so that they don’t think I’m as far north as Carlsbad Village Drive.
I like the existing boundaries for district 4. South Ponto is the beach that we consider “ours” to the west. La Costa resort and spa is the northern boundary as
you come inland (everything south of La Costa Avenue more or less), it sort of serves as a natural divide.
I think we do often feel a little separated from the rest of Carlsbad, but I don’t think it’s a bad thing. We have a unique identity ourselves, as La Costa is a fairly
old/recognizable community. We greatly benefit from being in a larger city, but I like our independent nature to a degree. I would not want us to change school
districts at all.

HOA tries to bring entire community together whether in person or by mail. Within this community there are sub groups. For instance, the people on my
street all get along and socialize together and watch out for one another. Some from other streets within the broader community have started to join some of
our street’s activities. The biggest problem we have right now within our entire community - the broader one – happens to be the political divide. This has
been going on for several years now and, in my opinion, it is fracturing the community. I see nothing wrong with supporting the candidate of your choice,
the proposition of your choice, etc. There is nothing wrong with putting out a “Vote For” type sign. However, some residents have taken to putting up
signage in their front yards (or signage visible from their front yards) that are clearly messages of racism and hatred. (Our community is not very diverse but
those who are of a different ethnic, racial or religious background can feel threatened by the prejudice these signs reveal.) Additionally, signage with foul
language should not be allowed. It is wrong, immature and let’s not forget there are young children in the neighborhood. I don’t see a solution to this
widening political divide. It is frightening.

District 2 appears much larger than the other districts. I think each district should have approximately the same # of residents so their council member can
better care for his or her district. Also, the council member for each district MUST live within that district. If he or she moves outside the district, a new
councilmember must be elected from that districts to replace him/her. I would like to see more districts. The more there are means that the councilmember
wont be so spread out. Every resident with a problem or issue will be heard immediately and no one will have to wait.

Tamarack Point is located on the east and west sides of Pontiac with Tamarack to the south, and Just past
Brighton on the north.
The three housing developments at Tamarack Point are in the same HOA Tamarack Point Master

We are a quiet hilly area with a mix of many retired home owners as well as young families. Many of our streets have culdesacs and the crime level appears
to be low. We believe in neighbors helping neighbors. I am a retired pharmacist with an attorney and a Doctor living in homes on either side of us. John and
Diane Frazee of the Frazee pioneer family live just above our home.

3380 Garibaldi Place is located just south and west of Hidden Valley Park near the major cross streets of El Camino Real and Carlsbad Village Drive.

Schools: El Camino Creek and San Dieguito Union High School district. Feel very connected to entire SDUHSD district because of school choice, but don't

Located in south Carlsbad in the La Costa area, we are in close proximity to Batiquitos Lagoon, Ponto Beach, and the Aviara Oaks Elementary and Middle
Schools. Of course, we also have access to neighborhood amenities at Aviara Community Park as well as La Costa Resort & Spa and Park Hyatt Aviara with
recreational opportunities.
Community of La Costa/Aviara.
La Costa Avenue on the south, the Pacific Ocean on the west, the back side of La Costa Golf Course on the east, and somewhere south of Palomar Airport
Road on the north, where the residential neighborhoods end and the industrial/commercial areas begin.
The two schools, Aviara Oaks Elementary and Aviara Oaks Middle, join families who have children and grow up in this community. The La Costa Resort and
Park Hyatt Aviara provide recreation for both adults and children. Batiquitos Lagoon and Ponto Beach provide a natural setting for outdoor opportunities and
appreciation of the place we call "home."
Hopefully, the current boundaries are consistent with the elementary and middle school boundaries, or at a minimum, the elementary schools, since middle
schools may draw from a larger geographic area.
It seems Batiquitos Lagoon and the area north of La Costa Avenue should be part of District 3. District 2 seems out of proportion, but I suspect there are
fewer residences in that area and perhaps it is reflective of that, although the boundaries still seem to extend in all directions in a cumbersome manner.

Because I live in a coastal area, with many of the residents part-time, there is not much sense of community. A shared interest is how to deal with beachgoers
and the problems caused by that.
The immediate area was originally called Newberry Park. Then surfers called it "The Point". Others say North End of Ocean Street.
Buena Vista Lagoon, RR tracks, Army-Navy Academy, the ocean.
Sometimes we come together about safety and traffic concerns that have to do with beach goers.
They make good sense geographically.
I know that District 1 has to include more people somehow. I think the southern boundary should trace the norm boundary of Agua Hedionda all the way to
ECR and the eastern boundary should also expand eastward to ECR

I do not like the current boundaries. I thought they were a mistake from the beginning.
District #2 has significantly larger wildland areas than the other districts. I believe that causes an environmental imbalance on the city council. Districts 3 and
4 both essentially represent the same constituencies. I believe the horizontal layering approach does not serve the city in a meaningful way. I believe the city
should be split up into 5 districts to represent the five significant population centers, not four (Village, Calavera, Poinsettia, Carrillo, La Costa). North Carlsbad
is probably well represented, especially with the recent addition of population in the Robertson Ranch area. However, South Carlsbad should be split into 3
areas, each with both park/wild areas and high-pop density areas. As California starts to mandate higher-density zoning areas to alleviate population and
housing price concerns, the "population" metric for determining district size and shape will either need to be constantly re-evaluated or else the boundaries
should have meaning for the city as a whole.

La Costa Oaks is one planned community with a common look and environment. All neighbors are slated for the EUSD schools. It would be good to keep all
of La Costa Oaks together. (both North and South)

Our immediate neighborhood is a culdesac of friendly, caring and professional people and includes many original owners who are now retired. We have had

Regarding the Current Demographics in slide 4, I will suggest that the table be modified to add
footnotes describing the "Total" Deviation from Ideal, and the Total % Deviation. I'm sure
the demographer will tell us the definitions verbally when she makes the presentation, but she has
told us those definitions before, and people didn't understand or remember. So maybe it will help if
it's written right on the slide. It will certainly help when people look at the slide later. The numbers
are not the total of the 4 districts, but rather the span of deviations from high to low (so, the total of
the deviations of District 1 and District 3, which are the worst two).

Description
- City of Carlsbad Redistricting City of Carlsbad Redistricting is the process of redrawing the boundaries
of election districts, including local election districts such as city councils, let's map CARLSBAD'S school
boards, county boards of supervisors, and more. Local governments must redistrict at least once every
10 years, based on federal census data, to reflect changes in population future TOGETHER, and to
ensure that all districts have about the same number of residents of voting age. Why redistricting
matters Redistricting will determine which neighborhoods and communities are grouped together into
a district for the purposes of electing a City Council member. The goal of electing City Council members
by district is to give a greater political voice to traditionally underrepresented communities. The City of
Carlsbad has four City Council members who are elected by district and a mayor who is elected
citywide. Independent Redistricting Commission The City Council chose to have an independent
redistricting commission make the final decision about the new City Council district map. Working with
the commission, the city will seek input from the community at several stages of the process. The
commission will consider this input in choosing the final map. The commission's meetings are open to

In the Additional Material presentation:
Slide 3 does not have the version of the map with the dates of the next election for each district.
That info is helpful for us, and I'd like to see it in the presentation. I have seen that version
somewhere on the city website, but had a hard time finding it -- finally found it on the Maps page. It
should be easier to find than it is. I suggest it should be right on the Redistricting page, where it says
Today's Districts.
BTW, On the main Redistricting page, the link in the middle of the page to Commonly Asked
Questions took me nowhere, just left me where I started. I had to use the link on the left to
Questions and Answers to get to the questions and answers. Similarly, the link Independent
Redistricting Commission took me nowhere, but the link on the left worked. The other links in the
middle seem to work OK.
