Discussion At their Sept. 9 meeting, the Independent Redistricting Commission received a presentation about the public engagement plan for City of Carlsbad redistricting. The commission gave the following recommendations for additional ways to engage the public: 1.Find out the cost of sending information about redistricting in a paper bill insert to water customers. 2.Change the title of the meeting schedule graphic to City of Carlsbad Redistricting. 3.Update the stakeholder list to include schools, retirement communities and senior living facilities. 4.Share information about redistricting with Carlsbad schools. The city followed up on these recommendations, and the results can be found in Exhibits 1 through 4. Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. The new population counts confirm that Carlsbad's City Cou ncil districts need to be changed so that each district has about the same number of people.
