HomeMy WebLinkAbout2021-11-03; Planning Commission; Resolution 7432I PLANNING COMMISSION RESOLUTION NO. 7432 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, NOMINATING ONE PLANNING COMMISSIONER TO SERVE ON THE DESIGN REVIEW COMMITTEE TO REVIEW THE VILLAGE AND BARRIO MASTER PLAN OBJECTIVE DESIGN STANDARDS. CASE NAME: VILLAGE AND BARRIO MASTER PLAN OBJECTIVE DESIGN STANDARDS PROJECT (DESIGN REVIEW COMMITTEE NOMINATION) CASE NO: AMEND 2021-0008, AMEND 2021-0009 WHEREAS, Senate Bill 35 "Streamlined Approval Process", enacted in 2017, requires all local jurisdictions to approve qualified multifamily housing projects ministerially based on objective regulatory standards; and WHEREAS, the City's Housing Element updated in July 2021 also requires the implementation of Objective Design Standards for all future multifamily housing projects (Program 1.11); and WHEREAS, a citizen's design review committee is a critical community participation component for the development of objective design standards for multifamily housing and mixed-use projects within the Village and Barrio neighborhoods; and WHEREAS, on October 19, 2021, the City Council adopted Resolution No. 2021- 241 approving a charter for a Design Review Committee whose mission is to participate and provide guidance in developing new objective design standards for multifamily housing and mixed-use development projects within the Village and Barrio Master Plan area including a potential palette of architectural design styles; and WHEREAS, the City of Carlsbad's Planning Commission address topics that affect quality of life including architectural design for multifamily housing developments within the historic Village and Barrio neighborhoods; therefore, one member from the Planning Commission will participate on the committee; and WHEREAS, the Planning Commission has nominated one Planning Commissioner to serve on the Design Review Committee; and WHEREAS, to ensure the commissioner's availability throughout the committee's duration, the nominated commissioner should have at least 18 months remaining on his or her term; and WHEREAS, the Planning Commission's nomination will be considered and confirmed by the Mayor or Mayor Pro-Tern. NOW THEREFORE, BE IT HEREBY RESOVED by the Planning Commission of the City of Carlsbad, as follows: A) That the above recitations are true and correct. B) That the following Planning Commissioner is hereby nominated to serve on the Design Review Committee for a term of approximately 12 months from time of Mayor/Mayor-Pro Tern appointment: Planning Commissioner Alicia Lafferty PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on November 3, 2021, by the following vote, to wit: AYES: Commissioners Kamanjarin, Lafferty, Luna, Meenes, Sabellico, and Stine NOES: ABSENT: Commissioner Merz ABSTAIN: ROY MEENES, Chairperson CARLSBAD PLANNING COMMISSION ATTEST: DON NEU City Planner PC RESO NO. 7432 -2-
