A new Bed, Bath & Beyond store is planned for your jurisdiction and is to be located at, in Carlsbad, CA.
This fire protection plan, along with the enclosed HPS—I and HPS-2 storage plan, are being provided to you to outline
how Bed, Bath & Beyond will achieve compliance with the Uniform Building and Fire Codes (UBC and UFC
respectively). This report and the aforementioned drawings are provided for information and support for the application
for the high-piled storage permit. Lastly, we anticipate that these documents will assist your department during the plan
review process by providing the basis on which the design criteria was determined.
This plan is based specifically on the 2001 California Building & Fire Code, as well as the 1999 edition of NFPA 13.
GENERAL
Bed, Bath & Beyond will occupy approximately 27,654 ft' of gross floor area. Of that area, just over one-third will be
occupied by storage and display that is high-piled storage, while the remaining area will be occupied by storage and
display that is low-piled storage, or some other accessory use such as offices or restrooms. Distances to exits do not
exceed 200 feet at any point in the store. In addition, the stores are completely sprinklered and comply fully with all
applicable standards governing high-pile storage retail warehouses.
STORAGE & DISPLAY CONFIGURATIONS
There will be several different storage and display configurations found in this store, including solid piled/palletized and
shelf storage/display. Sheet HPS-1 shows the delineation between low-piled and high-piled storage/display areas of the
main sales floor, and it also provides an area summary for the different types of storage/display that will be found
throughout the store. As this plan indicates, the total high piled storage area within the building is 10,954 ft2..
The following is a brief narrative of the information presented on the referenced drawings, as well as a review of the
UFC requirements for each type of storage.
Solid Piled/Palletized Storage & Display
Solid piled/palletized storage and display will be found at various locations on the main sales floor and also in the
receiving dock area of the store. Products that will be stored or displayed in this manner include Class I-IV commodities
and limited quantities of Group A plastics. It can be seen from Sheet HPS - I that in no case will solid piled/palletized
storage or display occupy an individual floor area of more that 32 ft2, which is roughly equal to two (2) pallet loads of
product. Maximum storage heights for this type of storage/display configuration will be 6 ft. for all products. Because
storage heights will be at or below 6 ft. for all commodities involved, products stored or displayed in this manner will be
considered low-piled storage, and will not be included in the total floor area used to determine the requirements of UFC
Table 81-A.
Shelf .Storage & Display
Shelf storage and display will be found throughout the main sales floor and in the receiving backstock storage area.
Products that will be stored or displayed in this manner again include Class l-IV commodities and limited quantities of
Group A plastics. Typical storage heights on the main sales floor for this storage configuration will be either 6 ft. or 15

ft. maximum, depending on the product and location. All shelf storage in the receiving backstock storage area will be to
a maximum of 15 ft.
Shelf storage/display on the main sales floor that is in excess of 12 ft. for Class l-IV commodities, and in excess of 6 ft.
for Group A plastics, as well as all storage in the receiving backstock storage area will be considered high-piled
combustible storage, and therefore will be included in the total floor area used to determine the requirements of UFC
Table 81-A. Shelf storage/display on the main sales floor that is less than 6 ft. high will be considered low-piled storage,
and therefore will not be included.
Rack Storage
The only racks within the facility are found within Receiving/Stock Area. The remainder of the fixtures are shelf
storage.
COMMODITY CLASSIFICATION INFORMATION
As was stated previously, the commodity classifications for products that will be found in this store range from Class I
noncombustible products in cardboard containers to High Hazard Group A plastics. UFC Section 8 101.4.1 provides
examples for the various types of commodities and their proper classification. In addition to these examples, there are
three code sections that are critical to determining commodity classification, and ultimately to determining the overall
classification of the building.
First, UFC Section 269 provides the Code's definition of High-Piled Combustible Storage, which includes "...storage of
combustible materials in closely packed piles or combustible materials onpallets, in racks or on shelves where the top of
storage is greater than 12 feet in height." This definition also gives the Fire Chief the latitude to include "...certain
high-hazard commodities, such as... Group A plastics... and similar commodities, where the top of storage is greater than
6feet in height." This definition is important because approximately 60% of the storage in this building will be at
heights less than 6 feet, with most of the high-hazard commodities being stored at heights less than 6 feet.
Second, UFC Section 8101.4.3 and Figure 8101.4-A provide criteria which allow a commodity containing limited
amounts of Group A plastics to be classified as a Class IV or Class III commodity. Specifically, if a commodity contains
only 10-15% by weight of unexpanded Group A plastics, it can be considered a Class IV commodity, and if less than
10% by weight it can be considered a Class III commodity. This type of analysis is important for products such as
pillows, comforters, kitchen appliances and other similar products that will be found in a Bed, Bath & Beyond store.
Finally, UFC Section 8 101.5.2 allows the designation of a high-piled combustible storage area to be based on a lesser
hazard class provided the higher hazard product is limited in quantity and the sprinkler system can be demonstrated to
provide the level of protection (i.e. the appropriate application density) necessary for the higher hazard commodity. This
requires an engineering analysis of both the commodity classifications for all products and the sprinkler system design
requirements for all products. Specifically, if the following criteria can be met, the lower hazard classification will be
allowed:
Storage of the higher hazard commodity must be limited to a contiguous floor area of no more than 120 sq. ft.,
Where multiple areas of higher hazard commodity are present, they must be separated from each other by a
minimum of 25 feet, and
The sprinkler system must be able to deliver the application density for the higher hazard commodity over a
minimum 900 sq. ft. design area.
The quantity of Group A plastics that will be found in this store is limited, with the majority of these products being
stored or displayed in solid piles or on low-piled shelf storage units to a maximum height of 6 feet. Where these products
are stored at heights above 6 feet, they are arranged so that the storage meets the requirements of UFC Section 8101.5.2.

In particular, the Group A plastic products are consolidated into clusters occupying floor areas of 120 sq. ft. or less, with
these clusters being separated from each other by a distance of at least 25 feet. Additionally, back stock of any given
product will be found on the shelving immediately above the display for that product. Finally, because the sprinkler
system is designed for the worst case of Group A plastics, the density is already provided. Therefore, because the storage
configuration and the sprinkler system will both be able to meet all of the criteria set forth in UFC Section 8101.5.2, the
appropriate commodity classification for this building will be Class IV.
SPRINKLER DESIGN CRITERIA
The automatic wet-pipe sprinkler system required by UFC Table 81-A will be design and installed in accordance with the
1999 edition of NFPA 13. The design criteria for the building will be based on Group A plastics.
The storage and display configuration used in this store has one more somewhat unique aspect, that being the fact that it
is shelf storage to 15 ft.
The requirements for protection of solid piled/palletized and shelf storage/display of Group A plastics are presented in
NFPA 13, Section 7-3.3, while the requirements for protection of rack storage of these products are presented in NFPA
13, Section 7-4.4. As with the Class 1-IV protection requirements, there are a number of factors that must be considered
before the appropriate level of protection can be determined, including whether the plastic is expanded or nonexpanded,
cartoned or exposed, and if the pile is stable or unstable. For this store, all storage configurations will include expanded:
and nonexpanded, cartoned and exposed, stable piles of commodity. The following summaries present the conditions
that will be found in this store, along with the required design density criteria.
Solid-piled and Shelf Storage Up To 6 feet High (Main Sales Floor)

interpolating between 5 ft. and 12 ft. storage heights as allowed by Section 7-
3.3.2.2.2.
Shelf Storage In Excess of 15 feet High
Maximum Storage Height: 15'-0" under a 17'-4" max. high ceiling

In this case the 15 ft. high rack storage configuration results in the most restrictive design criteria for the main sales floor.

GENERAL FIRE PROTECTION & LIFE SAFETY REQUIREMENTS
Requirements for fire protection and life safety features are presented in UFC Section 8102 and Table 81-A. Application
of these requirements is driven primarily by the hazard classification of the commodities being stored or displayed, and
the total floor occupied by the storage/displays. The hazard classification of the storage area is in turn dependent on the
commodity classification of the products being stored or displayed and the storage heights. The impact of the Code's
definition of high-piled combustible storage has been discussed previously.
Sheet HPS- I shows the limits of all areas having storage and/or displays more than 12 feet in height for Class I-IV
commodities and more than 6 feet in height for high hazard commodities. The limits for these areas have been laid out to
include all shelf storage and any adjacent aisles, up to a maximum aisle width of 30 inches, which is the minimum
required aisle width for shelf storage, as well as the stockroom.
From the HPS-I plan it can be seen that there is a total of 10,954 ft' of public and non-public accessible high-piled
storage on the main sales floor, backstock storage area, and the receiving/backstock storage area.
Fire Department Access
Fire Department access roads are provided on both the front and rear of the building (even though they are not required
by UFC Table 81-A). Because there is no high-piled storage area in excess of 12,000 ft' in this building, additional doors
above those required for normal exiting are not required by UFC Table 81-A.
Smoke and Heat Removal
Because there is no high-piled storage area in excess of 12,000 ft' in this building, smoke and heat vents are not required
by UFC Table 81-A.
Hose Stations and Hose Connections
Because there is no high-piled storage area in excess of 12,000 ft' in this building, hose stations and hose connections are
not required by UFC Table 81-A.
Curtain Boards
Curtain boards are not required by UFC Table 81-A. Because this is a Group M occupancy building under 50,000 sq.ft.
in undivided area, curtain boards are riot required by UBC section 906.1.
Aisles
Aisle widths will vary by location in the store. In all cases, the minimum aisle width will be maintained at 4 ft. It can be
seen from Sheet HPS-1 that some of the aisles are much larger than this (i.e. 12 to 16 feet), but these larger areas will
typically be used for solid-piled floor displays. When this is the case, the minimum clear width between the floor
displays and adjacent shelf storage structures will be maintained at 3 ft. In the backstock storage areas, the minimum
aisle width will be maintained at 4 ft.
Flue Spaces
Flue space requirements do not apply to shelf storage and solid-piled/palletized storage configurations (UFC Sections
8103 & 8104). All rack storage structures that will be found in this store will be single row racks, and therefore are not
required to be provided with longitudinal flue spaces. Minimum 3 inch transverse flue spaces will be provided in the
rack storage structures.

Housekeeping & Maintenance Practices
The following general house keeping and maintenance practices will be instituted:
Proper clearances will be maintained between combustible stock and all ignition sources.
Minimum vertical clearance of 18 in. will be maintained between top of storage and sprinkler deflector.
Smoking will be prohibited within the store, and NO SMOKING signs will be conspicuously displayed.
Exit doors will be maintained clear and unobstructed, and will be opened weekly to ensure their operation.
Exit signs will be kept illuminated while the building is occupied.
Emergency lighting in the building will be checked monthly.
During restocking operations, a minimum unobstructed aisle width of 2 ft. will be maintained.
Fire extinguishers will be mounted three feet to five feet from the floor in a conspicuous area and identified with a
sign. Fire extinguishers will be placed so that an occupant would not have to travel more than 75 feet to reach one.
We feel this fire protection plan is complete, and will provide adequate fire and life safety for the occupants of the
