The provisions of UBC, Section 303(d) state: "EXPIRATION. Every permit issued
by the building official under the provisions of this code shall expire by
limitation and become null and void if the building or work authorized by such
permit is not commenced within 180 days from the date of such permit, or if
the building or work authorized by such permit is suspended or abandoned at
any time after the work is commenced for a period of 180 days. Before such
work can be recommenced, a new permit shall be first obtained to do so, and
the fee therefore shall be one half the amount required for a new permit for
such work, provided no changes have been made or will be made in the original
plans and specifications for such work; and provided further that such suspen-
sion or abandonment has not exceeded one year. In order to renew action on a
permit after expiration, the permittee shall pay a new full permit fee.
Any permittee holding an unexpired permit may apply for an extension of the
time within which he may commence work under that permit when he is unable to
commence work within the time required for good and satisfactory reasons. The
building official may extend the time for action by the permittee for a.period
not exceeding 180 days upon written request. No permit shall be extended more
than once.

Who May Prepare Plans
Provisions of Assemblyman Condits bill AB 2313 were amended
into SB 790, authored by Senator John Seymour, which has been
signed into law and became effective January 1, 1986. (Chapter
1327, Statutes of 1985).
This measure contains two important items: First, it cleared up a
long-standing conflict between the Architects Act and the Engi-
neers Act in which one act allowed plans to be prepared by certain
individuals, while the other act did not permit this. The two acts are
now the same. The second important item from the bill limits the
architectural or engineering services that an unlicensed person
may perform.
The following excerpt from the bill addresses the exceptions to
the requirement that a licensed civil engineer or architect must sign
plans.
Section 6737.1 of the Business and Profession Code is amended
to read as follows:
Section 6737.1
(a) This chapter does not prohibit any person from preparing plans,
drawings or specifications for any of the following:
Single-family dwellings of wood-frame construction not
more than two stories and basement in height.
Multiple dwellings containing not more than four dwelling
units of wood-frame construction not more than two stories
and basement in height. However, this paragraph shall not
be construed as allowing an unlicensed person to design
multiple clusters of up to four dwelling units each to form
apartment or condominium complexes where the total ex-
ceeds four units on any lawfully divide lot.
Garages or other structures appurtenant to buildings de-
scribed under subdivision (a) of wood-frame construction
not more than two stories and basement in height.
Agricultural and ranch buildings of wood-frame construc-
tion, unless the building official having jurisdiction deems
that an undue risk to the public health, safety and welfare is
involved.
(b) If any portion of any structure exempted by this section deviates
from conventional framing requirements for wood-frame con-
struction found in Chapter 25 of the 1985 edition of the Uni-
form Building Code or tables of limitation for wood-frame
Construction as defined by the applicable building code duly
adopted by the local jurisdiction or the state, the building
official having jurisdiction shall require the preparation of
plans, drawings, specifications or calculations for that portion
by, or under, the direct supervision of a licensed architect or
registered engineer. The documents for that portion shall bear•
the stamp and signatures of the licensee who is responsible for
their preparation. •

Lots 12 through 16, 45 and 46 remain
cut lots as designed. The grading operation essentially consisted of
excavating loose alluvial soils, and the compacting of shallow loose
surface soils prior to placing fill to bri.ng the lots to design grades.
Expansive soils encountered within the top two-feet of rough lot grade
was removed and replaced with nonexpansive compacted and tested material.
As the site grading progressed, the compaction procedures were observed,
and field density tests were made to determine the relative compaction
of the fill in place. Field observations and field density test results
indicate that the fill has been compacted to 90% or more of maximum
laboratory density. The approximate locations of field density tests
and the limits of compacted fill have been recorded on a copy of the
grading plan for reference. The results of field density tests and of
relative compaction, expressed as a percent of maximum laboratory density,
are given on the attached forms.
Laboratory tests to determine•rnoisturé-density relationships, maximum
dry density, optimum moisture content, grain size distribution, plasticity
characteristics, and strength and swell characteristics were performed
on representative samples of the material used for fill. The results of
laboratory tests are given on the attached forms.
FINISH GRADE SOIL CONDITIONS
During the grading operation certain lots were specially treated to
provide a specified depth of selected soil at rough grade.
Laboratory tests and visual inspection indicate that nonexpansive fill
was placed within 2 feet of rough grade on all fill lots and fill portion
of cut-fill lots.
On Lots 2, 5, 6, 7, 22, 23 and 64 through 70, potentially expansive soil
was excavated and replaced with nonexpansive fill to a depth of 2 feet
below rough lot grade within the limits of the entire level lot.
A visual inspection of cut Lots 12 through 16, 45 and 46 at completion
of grading indicates that potentially expansive soil is not evident at
rough grade surface.
