FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
Please make all corrections on the original tracings, as requested in the correction list
Submit three sets of plans for commercial/industrial projects (two sets of plans for residential
projects). For expeditious processing, corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (760) 438-1161.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and
Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets
of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to
their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the

The following corrections are items not completely addressed from the previous plan
review or are in response to new information provided.
There has been a revision to the previous plan review at the existing stage. The screen has
been relocated to the front of the stage, a partition wall added, two fire rated corridors at each
side of the stage extended that lead to the outside and revised seating. The following is in
response to the plan additions and revisions:
1. Please show a disabled accessible complying ramp into the corridor of maximum slope of
1:12. Show the following for the ramp:
Show or note that ramp surfaces will be slip resistant.
Revise plans to show required landings at the top and bottom of ramps, per Section
1007.4.1 a.
The bottom landing shall be ~!72" in the direction of travel.
The top landing shall be a ~60" x 60".
Revise plans to show handrails at each side of ramp(s) which are shown to be
~1 :20 (5%) in slope, per Section 1007.5a.
Show that handrails are ~1V4" but :~-IW in any cross sectional dimension. In
addition, show that the handrails are placed a ~:1 %" from any wall, per Section
1007.5a.
Revise to show or note that handrails meet the following requirements, per Section
1007.5a:
Are continuous.
Are to be located ~34" but ~38" above the ramp surface.
Extend ~12" beyond both the top and bottom landings.
Ends are to be returned.
I) Note that all wall surfaces, adjacent to handrails, will be free of sharp or abrasive
elements, per Section 1007.5a (i.e., no stucco).
2. Please show a minimum 20 minute fire rated listed door assembly at the entrance to the new
corridors and any door entering the corridor along the path of egress to the outside. Show the
door to swing in the direction of travel and show panic door hardware as per UBC
Section 1016.4.

Please show the fire rated corridor extending to the outside door and show exit lights at the
outside door. Show the corridor width to be a minimum of 44" beyond the 48" minimum width
of the top landing for the ramp.
Show exit signs on the electrical lighting plan(s). As per Sections 1012 and 1013 of the 1994
UBC, provide two sources of power to exit signs and exit illumination along the path of
egress travel within the corridor, i.e. battery backup type.
Please note the total number of seats on the plans and show the following that applies
to that number of seats for the revision to the seating. No hardship is allowed for new
work.
a) Note that assistive listening device systems shall be installed in the following use
areas for people with hearing impairments, per Section 11 04B.2;
i) Assembly areas.
b) The number of personal receivers required to be available shall be equal to 4% of
the total seats provided, but <2.
c) Types of listening devices include, but are not limited to, audio induction loops, radio
frequency systems (AM or FM) and infrared transmission, per Section 110413.2.2.
d) Note on the plans that proper signage indicating the presence of assistive listening
devices shall be posted in a prominent place, per Section 1104B.2.4.
e) Revise plans to show that a permanent assistive listening device system is
provided, per Section 1104B.2.6 for areas:
With fixed seating and an occupant load of 250.
A permanently installed audio amp system may be substituted for the ALS
system.
Revise plans to clearly show that accessible seating is provided and noted as
follows, per Section 1104B.3.1:
Seating and toilet facilities are accessible from the main lobby, or from a
primary entrance.
f) Show a minimum of accessible seats as follows;
~4 but Q6 total seats = >-1.
~!27 but :950 total seats = 2.
~51 but :Q00 total seats =4.
~301 but <500 total seats = 6.
>500 total seats = I additional seat for each additional 100 seats.
~1 % of all fixed seats shall be aisle seats with either no armrests, removable
or folding armrests on the aisle side.
Each accessible seat shall be identified by a sign or marker and the
availability shall be posted at the ticket office.

g) Seating capacity shown is >300, show:
I) Wheelchair space at more than one location.
Provide a companion seat next to each space.
Readily removable seats may be installed in wheelchair spaces when not
required to accommodate wheelchair users.
Show ~1 % (with minimum of 2 seats) for semiambulant persons with ~!24"
clear space in front of the seats.
Show minimum clear space for wheelchairs, per Section 11 04B.3.6.
Floor surface is required to be slip resistant.
Accessible viewing positions may be clustered on levels providing accessible
egress in balconies and other areas with <300 occupants and seating slopes
:95%, per Section 1104B.3.5.
Item #6 The MECH-1 documents show a new heat pump to be installed. Please show the
location of the heat pump and the supply and return ducts on the plans. If roof mounted
please show the roof ladder, catwalk and platform per UMC Section 321 to access the heat
pump. If in an attic space show the requirements as per UMC 319. Detail the routing of the
condensate drain piping. Provide evidence of Planning Department approval for the
mounting and screening of the heat pump per the accompanying City of Carlsbad Roof
Mounted Equipment Policy. Show a weather proof GFCI rated receptacle within 25'-0" to
service the equipment. Show the weight and the supply cfm of the heat pump. Please detail
the roof support. If over 300 lbs. in weight please provide design and calculations from a
licensed Engineer or Architect for the roof support of the equipment. If over 2,000cfm please
show a smoke detector in the main supply duct.
Item # 15 Please have the Building Department sign the approval for the Application for
Unreasonable Hardship document not the Building Contractor making the application.
Return the approved and signed document with the next plan submittal and add note at
restrooms:
a) Note that the doorways leading to sanitary facilities shall be identified, per Section
1115B.5, as follows:
An equilateral triangle 1h" thick with edges 12" long and a vortex pointing
upward at men's rest rooms.
A circle 1h" thick, 12" in diameter at women's rest rooms.
The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adjacent to the latch outside
of the doorways leading to the sanitary facilities, per Section 1117B.5.9.

DISABLED ACCESS REQUIREMENTS
(EXISTING BUILDINGS; Section 1134B of Title 24)
When existing buildings are remodels when the valuation of the modifications is less than
approximately 88,962 dollars, the California State Building Code allows relief from some accessibility
requirements when the cost of compliance with those regulations is disproportionate. Disproportionate
cost is defined as when the cost of all compliance requirements except mandatory measures exceeds
20% of the cost of the project. Where the cost of alterations necessary to fully comply is disproportionate,
access shall be provided to the extend that is can without incurring disproportionate costs. In other words,
accessible elements must be provided or upgraded to a maximum cost of 20% of the project valuation.
Priority for providing access should be given in the following order:
A. An accessible entrance,
B An accessible route to the altered area.
At least one accessible restroom for each sex,
Accessible telephones, .
E Accessible drinking fountains, and
F. When possible: additional accessible elements such as parking, storage and alams.

Submit three sets of plans for commercial/industrial projects (two sets of
plans for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (760) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning, Engineering
and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.
2. Please show on the plans the type of film to be used. If the film to be used is as
per the requirements of UBC Section 406 please show on the plans all the
provisions of UBC Section 406 for Motion Picture Projection Rooms. See
accompanying copies of this code section. If the film is cellulous nitrate then
please show the additional requirements as per UBC Section 407.
3. Please show what the use will be of the previous room designated as the
projection room on the plans.
4. Please show the spacing of the ceiling joists and detail the ledger to wall and
joist to ledger connections. Show type, size and spacing of the hardware and
anchors.
5. Please dimension both the length and the width of the proposed room on the
plans.
6. Provide complete energy designs for the proposed changes in the lighting, and
mechanical systems. Provide the completed LTG-, and MECH- forms showing
energy compliance.
7. The completed and signed LTG-1, and MECH-1 forms must be imprinted on the
plans.
8. Please show on the plans the location of the proposed new electrical panel.
9. The total wattage shown exceeds the capacity of the existing electrical service.

The following disabled access items are taken from the 1995 edition of California
Building Code, Title 24. Per Section 101.17.11, all publicly and privately funded
public accommodations and commercial facilities shall be accessible to persons
with disabilities as follows:
Any building, structure, facility, complex, or improved area, or portions
thereof, which are used by the general public.
Any sanitary facilities which are made available for the public, clients, or
employees in such accommodations or facilities.
Any curb or sidewalk intended for public use that is constructed with private
funds.
All existing accommodations when alterations, structural repairs or additions
