This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To facilitate rechecking. please identify, next to each item, the sheet of the plans UDOfl
which each correction on this sheet has been made and return this sheet with the
revised plans.
The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding
corrections. Please contact me if you have any questions regarding these items.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
PLANS
Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Section 106.3.3.
All sheets of-plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans, specifications and calculations shall be signed and sealed by the
California state licensed engineer or architect responsible for their preparation,
for plans deviating from conventional wood frame construction. Specify
expiration date of license. (California Business and Professions Code). (if the
building was designed by engineer or architect)
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
Clearly dimension building setbacks from property lines, street centerlines, and
from all adiacent buildings and structures on the site plan. Section 106.3.3.
GENERAL RESIDENTIAL REQUIREMENTS
Provide complete floor plan showing the use of the space, dimension and all
window and door size and type. .etc.

Provide nature light, ventilation and heat for the space.

7. Window area must be at least 1/10 of the floor area and a minimum of 10 square
feet per Section 1203.3.(if applicable)
8. Openable window area in habitable rooms must be 1/20 of the floor area and a
minimum of 5 square feet. In bathrooms and water closet compartments, 1/20 of
area is required and minimum is 1.5 sq. ft. Section 1203.3.(if applicable)
9. Show that ceiling height for habitable rooms is a minimum of 7'-6". Section
310.6.1.
10. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest
exposed edge of the glazing is within a 24-inch arc of either vertical edge of
the door in a closed position and where the bottom exposed edge of the
glazing is less than 60 inches above the walking surface.
ROOFING
11. Specify roof material and application. Chapter 15.
12. Per local ordinance, a Class A roof is required.
13. Specify on the plans the following information for the roof materials, per Section
106.3.3:
Manufacturer's name.-
Product name/number.
ICBO approval number, or equal.
14. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required
vent is at least 3 feet above eave vents or cornice vents). Show area required
and area provided. Section 1505.3. (if there is attic soace for the proposed-
15. Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1" of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1"
clearance, member sizes may have to be increased for rafter-ceiling joists.

16. Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."

FOUNDATION REQUIREMENTS
18. Note on plans that surface water will drain away from building and show drainage
pattern. Section 1804.7.(the drainage shown on the new site plan appears to
show the drain will be collected toward the main dwelling.?)
The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per
Section 1806.6.1:
a) The note at concrete slab layout still shows Y2" anchor bolt.
If required, show size, embedment and location of hold down anchors on
foundation plan. Section 106.3.3.
If hold downs are required, note on plan that hold down anchors must be tied in
place prior to foundation inspection. Section 108.5.2.
Show adequate footings under all bearing walls and shear walls. Section
1806.3.(Provide comDlete foundation Dian showing the size(depth and width) and
reinforcement of all the footings. The latest Dackaae shows different concrete
layout (detail C/I). Please clearly specify on the olan which layout will be used
for this Droiect?)
Show minimum 18" clearance from grade to bottom of floor joists and minimum
12" clearance to bottom of girders. Section 2306.3.(if raised wood floor was
used)
Show minimum underfloor access of 18" x 24". Section 2306.3.(if raised wood
floor was used)
Show minimum underfloor ventilation equal to 1 sq. ft. for each 150 sq. ft. of
underfloor area. Openings shall be as close to corners as practical and shall
provide cross ventilation on at least two approximately opposite sides. Section
2306.7.(if raised wood floor was used)
FRAMING
Show double top plate with minimum 48" lap splice. Section 2320.11.2.
Show nailing will be in compliance with Table 23-I1-B-I.
Show or note fire stops at the following locations per Section 708.2.1:
a) In concealed spaces of stud walls and partitions, including furred spaces,
at the ceiling and floor levels and at 10 foot intervals both vertical and horizontal;

At all interconnections between concealed vertical and horizontal spaces
such as occur at soffits, drop ceilings and cove ceilings;
In concealed spaces between stair stringers at the top and bottom of the
run and between studs along and inline with the run of stairs if the walls under
the stairs are unfinished;
In openings around vents, pipes, ducts, chimneys, fireplaces and similar
openings which afford a passage for fire at ceiling and floor levels, with
noncombustible materials.
At openings between attic spaces and chimney chases for factory-built
chimneys.
Show stud size and spacing. Maximum allowable stud heights: Bearing wall: 2 x4
and 2 x 6 max. 10'; Non-bearing: 2 x 4 max. 14', 2 x 6 max. 20'. Table 23-IV-B.
Provide roof framing plan and floor framing plan (if raised floor was used).
Section 106.3.3.
Show rafter ties. Rafter ties shall be spaced not more than 4 feet on center and
be just above the ceiling joists, where rafters and ceiling joists are not parallel.
Section 2320.12.6.
Show rafter purlin braces to be not less than 45 degrees to the horizontal.
Section 2320.12.7.
Specify all header sizes for openings over 4' wide. Section 2320.11.6.
Provide calculations for main vertical and horizontal framing members and
footings. Section 106.3.3.(lt aooears to the ør000se structure is not comply with
the conventional light-frame construction. Provide complete engineer design for
the proposed building.)
Provide calculations for lateral loads, shear panels, shear transfer and related.
Section 106.3.3.
For Conventional Light-Frame Construction, buildings shall be provided with
exterior and interior braced wall lines. Spacing shall not exceed 34' (25' for
Seismic Zone 4 or for wind speeds >80 mph) on center in both directions in each
story. Sections 2320.4.2 and 2320.5.1 and Table 23-IV-C-1.
Show the following on the plans for the required braced wall panels. If the
requirements of braced wall panels in conventional light frame construction are
not possible, provide design calculations from a licensed Engineer or Architect.
a) Show on the plans the location, length and type of braced wall panel as
per UBC Section 2320.11.3 and Table 23-IV-C-1.
Braced wall panels shall start at not more than 8' from each end of
a braced wall line.
In all Seismic Zones, braced wall panels in one story structures (or
the top story of a two or three story building) shall be installed at

each end and not more than 25' on center along the length of the
braced wall line.

c) Any braced wall panel required by Section 2320.11.3 may be replaced by
an alternate braced wall panel. UBC Section 2320.11.4. For alternate
braced wall panels in one story buildings, show compliance with the
following on the plans:
Minimum braced panel length is 2'-8" in width and a maximum
height of 10'-0".
Each braced wall panel is sheathed on at least one face with 3/8"
plywood sheathing nailed with 8d common or galvanized box nails
per 23-I1-13-I and blocked at all plywood edges.

down devices at panel ends with uplift capacity of not less that 3,000
pounds provided.
e) Continuous footings shall be provided under interior braced wall lines.

Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.
Note on the plans that "all weather-exposed surfaces shall have a
weather-resistive barrier to protect the interior wall covering and that exterior
openings shall be flashed in such a manner as to make them weatherproof".

Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
Note on the plans that receptacle outlet locations will comply with NEC Art.
210-52(a).
Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room; in bathrooms, hallways, stairways, attached garages, and
detached garages with electric power; and at the exterior side of outdoor

PLANS
Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Section 106.3.3.
2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans, specifications and calculations shall be signed and sealed by the
California state licensed engineer or architect responsible for their preparation,
for plans deviating from conventional wood frame construction. Specify
expiration date of license. (California Business and Professions Code). (if the
building was designed by engineer or architect)
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
Clearly dimension building setbacks from property lines, street centerlines, and
from all adjacent buildings and structures on the site plan. Section 106.3.3.
GENERAL RESIDENTIAL REQUIREMENTS
Provide complete floor plan showing the use of the space, dimension and all
window and door size and type. .etc.

9. Show that ceiling height for habitable rooms is a minimum of 7'-6". Section
310:6.1.
10. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest
exposed edge of the glazing is within a 24-inch arc of either vertical edge of
the door in a closed position and where the bottom exposed edge of the
glazing is less than 60 inches above the walking surface.
ROOFING
11. Specify roof material and application. Chapter 15.
12. Per local ordinance, a Class A roof is required.
13. Specify on the plans the following information for the roof materials, per Section
106.3.3:
Manufacturer's name.
Product name/number.
ICBO approval number, or equal.
14. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required
vent is at least 3 feet above eave vents or cornice vents). Show area required
and area provided. Section 1505.3. (if there is attic space for the proposed
building)
15. Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1" of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1"
clearance, member sizes may have to be increased for rafter-ceiling joists.
Section 1505.3.
16. Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."

17: Note on plans that wood shall be 6" minimum above finish grade. Section
I8O6.1.(Detail H/I shows 31/2". Please revise it.)

pattern. Section I 804.7.(the drainage shown on the new site plan appears to
show the drain will be collected toward the main dwelling.?)
21. Show foundation bolt size and spacing. Foundation bolt size and spacing for
shear walls must be clearly shown on the foundation plan. Section 1806.6.
22. The following anchor. bolt requirements shall apply in Seismic Zones 3 and 4, per
Section 1806.6.1:
The minimum nominal anchor bolt diameter shall be 5/8-inch (for Seismic
Zone 4 only). Note: This will require a minimum distance from the ends of sill
plates to be 4-3/8" (and a maximum of I2").(Detail H/i shows 1/2" J bolts. Please

Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each
anchor bolt.
23. If required, show size, embedment and location of hold down anchors on

26. Show minimum 18" clearance from grade to bottom of floor joists and minimum

Please make all corrections on the original tracings, as requested in the correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
PLANS
Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Section 106.3.3.
All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
Plans, specifications and calculations shall be signed and sealed by the
California state licensed engineer or architect responsible for their preparation,
for plans deviating from conventional wood frame construction. Specify
expiration date of license. (California Business and Professions Code). (if the
building was designed by engineer or architect)
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
Clearly dimension building setbacks from property lines, street centerlines, and
from all adjacent buildings and structures on the site plan. Section 106.3.3.
GENERAL RESIDENTIAL REQUIREMENTS
Provide complete floor plan showing the use of the space, dimension and all
window and door size and type. .etc.
Window area must be at least 1/10 of the floor area and a minimum of 10 square
feet per Section 1203.3.

8. Openable window area in habitable rooms must be 1/20 of the floor area and a
minimum of 5 square feet. In bathrooms and water closet compartments, 1/20 of
area is required and minimum is 1.5 sq. ft. Section 1203.3.
9. Show that ceiling height for habitable rooms is a minimum of 7-6". Section
310.6.1.
10. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest
exposed edge of the glazing is within a 24-inch arc of either vertical edge of
the door in a closed position and where the bottom exposed edge of the
glazing is less than 60 inches above the walking surface.
ROOFING
11. Specify roof material and application. Chapter 15.
12. Per local ordinance, a Class A roof is required.
13. Specify on the plans the following information for the roof materials, per Section
106.3.3:
Manufacturer's name.
Product name/number.
ICBO approval number, or equal.
14. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required
vent is at least 3 feet above eave vents or cornice vents). Show area required
and area provided. Section 1505.3. (if there is attic space for the proposed
building)
15. Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1" of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1"
clearance, member sizes may have to be increased for rafter-ceiling joists.
Section 1505.3.
16. Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."
Section 1 505.3.(if applicable)
FOUNDATION REQUIREMENTS
17. Note on plans that wood shall be 6" minimum above finish grade. Section
1806.1.

18. Note on plans that surface water will drain away from building and show drainage
pattern. Section 1804.7.(the drainage shown on the new site plan appears to
show the drain will be collected toward the main dwelling.?)
19. The following footing requirements shall apply in Seismic Zones 3. and 4, per
Section 1806.7;
Foundations with stemwalls shall be provided with a minimum of one No.
4 bar at the top of the wall and one No. 4 bar at the bottom of the footing.
Slabs-on-grade with turned-down footings shall have a minimum of one
No. 4 bar at the top and bottom. Exception: For slabs-on-grade cast
monolithically with a footing may have one No. 5 bar located at either the top or
bottom.
20. Show foundation sills to be pressure treated, or equal. Section 2306.4.
21. Show foundation bolt size and spacing. Foundation bolt size and spacing for
shear walls must be clearly shown on the foundation plan. Section 1806.6.
22. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per
Section 1806.6.1:
The minimum nominal anchor bolt, diameter shall be 5/8-inch (for Seismic
Zone 4 only). Note: This will require a minimum distance from the ends. of sill
plates to be 4-3/8" (and a maximum of 12").
Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each
anchor bolt.
23. If required, show size, embedment and location of hold down anchors on
foundation plan. Section 106.3.3.
24. If hold downs are required, note on plan that hold down anchors must be tied in
place prior to foundation inspection. Section 108.5.2.
25. Show adequate footings under all bearing walls and shear walls. Section
I 806.3.(Provide complete foundation plan showing the size and reinforcement of
all the footings.) .
26. Show minimum 18" clearance from grade to bottom of floor joists and minimum
12" clearance to bottom of girders. Section 2306.3.(if raised wood floor was
used)
27. Show minimum. underfloor access of 18" x 24". Section 2306.3.(if raised wood
floor was used)
28. Show minimum underfloor ventilation equal to 1 sq. ft. for each 150 sq. ft. of
underfloor area. Openings shall be as close to corners as practical and shall

provide cross ventilation on at least two approximately opposite sides. Section
2306.7.(if raised wood floor was used)
FRAMING
29. Show double top plate with minimum 48" lap splice. Section 2320.11.2.
30. Show nailing will be in compliance with Table 23-I1-B-I.
31. Show or note fire stops at the following locations per Section 708.2.1:
In concealed spaces of stud walls and partitions, including furred spaces,
at the ceiling and floor levels and at 10 foot intervals both vertical and horizontal;
At all interconnections between concealed vertical and horizontal spaces
such as occur at soffits, drop ceilings and cove ceilings;
In concealed spaces between stair stringers at the top and bottom of the
run and between studs along and inline with the run of stairs if the walls under
the stairs are unfinished;
In openings around vents, pipes, ducts, chimneys, fireplaces and similar
openings which afford a passage for fire at ceiling and floor levels, with
noncombustible materials.
At openings between attic spaces and chimney chases for factory-built
chimneys.
32. Show stud size and spacing. Maximum allowable stud heights: Bearing wall: 2 x4
and 2 x 6 max. 10'; Non-bearing: 2 x 4 max. 14', 2 x 6 max. 20'. Table 23-IV-B.
33. Provide roof framing plan and floor framing plan (if raised floor was used).
Section 106.3.3.
34. Show rafter ties. Rafter ties shall be spaced not more than 4 feet on center and
be just above the ceiling joists, where rafters and ceiling joists are not parallel.
Section 2320.12.6.
35. Show rafter purlin braces to be not less than 45 degrees to the horizontal.
Section 2320.12.7.
36. Specify all header sizes for openings over 4' wide. Section 2320.11.6.
37. Provide calculations for main vertical and horizontal framing members and.
footings. Section 106.3.3.
38. Provide calculations for lateral loads, shear panels, shear transfer and related.
Section 106.3.3.
39. For Conventional Light-Frame Construction, buildings shall be provided with
exterior and interior braced wall lines. Spacing shall not exceed 34' (25' for

Seismic Zone 4 or for wind speeds >80 mph) on center in both directions in each
story. Sections 2320.4.2 and 2320.5.1 and Table 23-IV-C-1.
40. Show the following on the plans for the required braced wall panels. If the
requirements of braced wall panels in conventional light frame construction are
not possible, provide design calculations from a licensed Engineer or Architect.
a) Show on the plans the location, length and type of braced wall panel as
per UBC Section 2320.11.3 and Table 23-IV-C-1.
Braced wall panels shall start at not more than 8' from each end of
a braced wall line.
In all Seismic Zones, braced wall panels in one story structures (or
the top story of a two or three story building) shall be installed at
each end and not more than 25' on center along the length of the
braced wall line.
b) Interior braced wall panels shall extend to the roof or floor diaphragm
level.
c) Any braced wall panel required by Section 2320.11.3 may be replaced by
an alternate braced wall panel. UBC Section 2320.11.4. For alternate
braced wall panels in one story buildings, show compliance with the
following on the plans:
Minimum braced panel length is 2'-8" in width and a maximum
height of I0'-0".
Each braced wall panel is sheathed on at least one face with 3/8"
plywood sheathing flailed with 8d common or galvanized box nails
per 23-I1-B-I and blocked at all plywood edges.
A minimum of two anchor bolts installed in accordance with
Section1806.6 between hold down devices.
An approved hold down device fastened to the foundation and
capable of providing an uplift capacity of not less than 1,800
pounds is provided at each panel end.
The foundation that supports the braced panels is continuous
across the entire length of the braced wall line and reinforced with
a minimum of one #4 bar top and bottom.
d) In the first story of a two story building, each alternate braced wall panel
shall be as described above except that the plywood sheathing shall be
provided on both faces, three anchor bolts are to be installed, and hold
down devices at panel ends with uplift capacity of not less that 3,000
pounds provided.
e) Continuous footings shall be provided under interior braced wall lines.
See Section 2320.5.6 for possible exceptions.
41. Detail shear transfer connections, including roof and floor diaphragms, to shear
walls. Section 2315.
42. Specify nail size and spacing for all shear walls, floor and roof diaphragms.
Indicate required blocking. Maintain maximum diaphragm dimension ratios.
Sections 2315 and 2513.

In Seismic Zone 4, aspect ratios are limited to 2:1 for wood shear panels. Table
23-11-G.
In Seismic Zones 3 and 4, where allowable shear values exceed 350 plf in wood
structural panel shear walls, foundation sill plates and all framing members
receiving edge nailing from abutting panels shall not be less than a single 3"
nominal member. In shear walls where the total wall design shear does not
exceed 600 plf, a single 2" nominal sill plate may be used, provided the anchor
bolts are designed for a load capacity of 50% or less of the allowable capacity.
Plywood joint and sill plate nailing shall be staggered in all cases. Table 23-I1-I-
1, footnote 3.
Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.
Note on the plans that "all weather-exposed surfaces shall have a
weather-resistive barrier to protect the interior wall covering and that exterior
openings shall be flashed in such a manner as to make them weatherproof'.
Section 1402.
The timber building package appears to not comply with the conventional
framing. Unless it complies with all the conventional framing requirements,
provide complete calculation from a California State registered engineer to justify
it.
MECHANICAL (UNIFORM MECHANICAL CODE)
Show the location, type and size (BTU's) of all heating and cooling appliances or
systems.
Every dwelling unit shall be provided with heating facilities capable of maintaining
a room temperature of 70 degrees F at 3 feet above the floor in all habitable
rooms. Show basis for compliance. UBC, Sec. 310.11.
ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
Note on the plans that receptacle outlet locations will comply with NEC Art.
210-52(a).
Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room; in bathrooms, hallways, stairways, attached garages, and

detached garages with electric power; and at the exterior side of outdoor
entrances or exits. At interior stairways show 3-way switching for lighting outlets
at each floor level where there are six or more steps. NEC Art. 210(a).
ENERGY CONSERVATION
53 Provide plans, calculations and worksheets to show compliance with current
energy standards.
Cloth backed duct tape is no longer permitted to be used as the sole connection
for mechanical ducting. Note on the plans that duct tape, as a minimum, meeting
the requirements of ULI8I, 181A, or 181 B, shall be used or additional duct
attachment devices such as tie wraps or mastic will be required for installing
mechanical ducting.
Detail or note on the plans: "The return air plenum serving the mechanical
equipment must be fully ducted from the equipment to the conditioned space.
Drop ceilings, wall cavities and equipment platforms may not be used as
plenums."
The regulations require a properly completed and properly signed Form CF-1 R to
be either imprinted on the plans, taped to the plans or "sticky backed" on the
plans, to allow the building inspector to readily compare the actual construction
with the requirements of the approved energy design.
All energy items shown on the plans must be in agreement with the information
shown on the properly completed Form CF-IR.
Specify on the building plans all of the mandatory energy conservation
requirements.
Note on the plans: "The manufactured windows shall have a label attached
certified by the National Fenestration Rating Council (NFRC) and showing
compliance with the energy calculations."

Plate washers (minimum size of 2" x2" x 3/16") shall be used on each
anchor bolt.
23. If required, show size, embedment and location of hold down anchors on

40. Show the following on the plans for the required braced wall panels. If the
requirements of braced wall panels in conventional light frame construction are
not possible, provide design calculations from a licensed Engineer or Architect.
a) Show on the plans the location, length and type of braced wall panel as
per UBC Section 2320.11.3 and Table 23-IV-C-1.
I) Braced wall panels shall start at not more than 8' from each end of
a braced wall line.
ii) In all Seismic Zones, braced wall panels in one story structures (or
the top story of a two or three story building) shall be installed at
each end and not more than 25' on center along the length of the
braced wall line.
b) Interior braced wall panels shall extend to the roof or floor diaphragm
level.
c) Any braced wall panel required by Section 2320.11.3 may be replaced by
an alternate braced wall panel. UBC Section 2320.11.4. For alternate
braced wall panels in one story buildings, show compliance with the
following on the plans:
Minimum braced panel length is 2'-8' in width and a maximum
height of 10'-0".
Each braced wall panel is sheathed on at least one face with 3/8"
plywood sheathing nailed with 8d common or galvanized box nails
per 23-I1-B-I and blocked at all plywood edges.
A minimum of two anchor bolts installed in accordance with
Section1806.6 between hold down devices.
An approved hold down device fastened to the foundation and
capable of providing an uplift capacity of not less than 1,800
pounds is provided at each panel end.
The foundation that supports the braced panels is continuous
across the entire length of the braced wall line and reinforced with
a minimum of one #4 bar top and bottom.
d) In the first story of a two story building, each alternate braced wall panel
shall be as described above except that the plywood sheathing shall be
provided on both faces, three anchor bolts are to be installed, and hold
down devices at panel ends with uplift capacity of not less that 3,000
pounds provided.
e) Continuous footings shall be provided under interior braced wall lines.
See Section 2320.5.6 for possible exceptions.
41. Detail shear transfer connections, including roof and floor diaphragms, to shear
walls. Section 2315.
42. Specify nail size and spacing for all shear walls, floor and roof diaphragms.

In Seismic Zones 3 and 4, where allowable shear values exceed 350 plf in wood
structural panel shear walls, foundation sill plates and all framing members
receiving edge nailing from abutting panels shall not be less than a single 3"
nominal member. In shear walls where the total wall design shear does not
exceed 600 plf, a single 2" nominal sill plate may be used, provided the anchor
bolts are designed for a load capacity of 50% or less of the allowable capacity.
Plywood joint and sill plate nailing shall be staggered in all cases. Table 23-I1-I-
1, footnote 3.
Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.
Note on the plans that "all weather-exposed surfaces shall have a
weather-resistive barrier to protect the interior wall covering and that exterior
openings shall be flashed in such a manner as to make them weatherproof'.
Section 1402.
The timber building package appears to not comply with the conventional
framing. Unless it complies with all the conventional framing requirements,
provide complete calculation from a California State registered engineer to justify
it.
. MECHANICAL (UNIFORM MECHANICAL CODE)
Show the location, type and size (BTU's) of all heating and cooling appliances or
systems.
Every dwelling unit shall be provided with heating facilities capable of maintaining
a room temperature of 70 degrees F at 3 feet above the floor in all habitable
rooms. Show basis for compliance. UBC, Sec. 310.11.
. ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
Note on the plans that receptacle outlet locations will comply with NEC Art.
210-52(a).
Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room; in bathrooms, hallways, stairways, attached garages, and
detached garages with electric power; and at the exterior side of outdoor

entrances or exits. At interior stairways show 3-way switching for lighting outlets
at each floor level where there are six or more steps. NEC Art. 210(a).
. ENERGY CONSERVATION
Provide plans, calculations and worksheets to show compliance with current
energy standards.
Cloth backed duct tape is no longer permitted to be used as the sole connection
for mechanical ducting. Note on the plans that duct tape, as a minimum, meeting
the requirements of ULI8I, 181A, or 181B, shall be used or additional duct
attachment devices such as tie wraps or mastic will be required for installing
mechanical ducting.
Detail or note on the plans: "The return air plenum serving the mechanical
equipment must be fully ducted from the equipment to the conditioned space.
Drop ceilings, wall cavities and equipment platforms may not be used as
plenums."
The regulations require a properly completed and properly signed Form CF-1 R to
be either imprinted on the plans, taped to the plans or "sticky backed" on the
plans, to allow the building inspector to readily compare the actual construction
with the requirements of the approved energy design.
All energy items shown on the plans must be in agreement with the information
shown on the properly completed Form CF-IR.
Specify on the building plans all of the mandatory energy conservation
requirements.
Note on the plans: "The manufactured windows shall have a label attached
certified by the National Fenestration Rating Council (NFRC) and showing
compliance with the energy calculations."

WATER METER REVIEW

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
O U U 12b. . Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (wl a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)

3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SF0 with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.

Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until.
recycled water is available), then the, applicant must pay the .San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for, a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

assembly. Assembly is easiest if you follow the steps in
the order shown. In a drawing, a dotted line represents a
part hidden from view (like a part under a pane!).
Lumber is graded from only one side. Check the part for
the most attractive face and make sure to face it to the
outside.
Check all parts
Compare the parts you have to the list on page 2. If a
part is missing, circle the part in question in parts list and
call us toll-free at 1-800437-0784.
Assistance required
We recommend that you assemble this building on level
ground, in the location it will be used. Assistance is
necessary to handle, fit, and secure some components.
Two people are needed for some steps.
Squareness is very Important!
Keeping all 900 corners and 900 perpendiculars square
throughout the assembly of this building will make each
succeeding step easier and is necessary to assure
that all components fit together properly.
Check local zoning
Before starting construction, check with your
local building code official for any required
permits, variances, etc.
Always wear OSHA-APPROVED
safety glasses throughout the
assembly process
